INSTRUCTIONS TO OFFERORS
1. Offeror Bid Submission:
1.1. This requirement will be procured using FAR 14 and FAR 36, Sealed Bidding and Construction Contracts
1.2. The Government will award no more than one (1) contract with effective dates as of the date of award.
1.3. Electronic submission of bids are not permitted for this acquisition. All attempted transmittals of bid information or document not otherwise provided for in this solicitation via electronic means shall be rejected by the contracting officer. Such offerors will not be considered for award and these bids will be declared nonconforming to the invitation for bids.
1.4. Prospective offerors SHALL hand-deliver all required documents.
Bids may also be submitted by mail to the 1st Special Operations Contracting Squadron at Hurlburt Field, Florida. DO NOT use USPS mail service. Mail ONLY using UPS or FedEx.
All bids are to be mailed to:

1.5. Offerors shall ensure they provide enough time for bids to be mail-delivered or hand-delivered to the 1st Special Operations Contracting Squadron prior to the close of the invitation for bids. Please allow enough processing, shipping, and handling time for the package to arrive as early as possible. For offerors intending to hand-deliver bid packages: Please arrive early enough to gain access to base and submit your bid package. A company representative who is denied access to the base for any reason (i.e. failed background check) will not be allowed on base and must ensure their bid is submitted to our office within the timeframe of bid closing.

2. Offeror Submission Schedule:
2.1. A site visit has been scheduled for 10 February 2022, 11:30am (Central Daylight Time) at the 1st Special Operations Contracting Squadron, 350 Tully St, Bldg. 90339, Hurlburt Field, FL 32544. All prospective offerors are required to provide: Full Name, Date of Birth, Driver's License number and State of Issue to Mr. Richard Compton at richard.compton.4@us.af.mil and Mr. Jaysen Cortez at jaysen.cortez.1@us.af.mil to ensure their name is given to Security Forces for base access. Requests must be received on/before 7 February 2022, 2:00 pm (Central Daylight Time). All individuals will enter through the commercial visitor inspection (CVI) gate located off of Martin Luther King Jr Blvd. Please allow extra time to obtain your pass. A maximum of three (3) personnel per potential offeror will be allowed to attend the site visit. To ensure proper guidelines and regulations are met due to COVID-19, facemasks and social distancing will be mandatory for this site visit.
2.2. Real Id information:
NOTE: Offerors that are denied access to the installation and are unable to deliver bid packages will not be considered for award if the bid package is not received prior to the time set for the close of the invitation for bids.
2.3. Bid opening will be conducted at the 1st Special Operations Contracting Squadron Conference Room, located at 350 Tully Street, Bldg. 90339, Hurlburt Field, FL 32544. The bid opening date is 17 March 2022 at 9:
00 am (Central Time). Access to the installation shall be coordinated with the Contract Specialist to assure entrance to facility. NLT 24 hours prior to the date and time established for bid opening, all prospective offerors are required to provide for each individual, Full Name, Date of Birth, Driver's License number and State of Issue to Mr. Richard Compton at richard.compton.4@us.af.mil and Mr. Jaysen Cortez at jaysen.cortez.1@us.af.
mil for attendance of the bid opening.
INSTALLATION ACCESS
VALID ID: For either the site visit or submission of bids, all personnel requesting access to Hurlburt Field must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Hurlburt Field must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
3. Period for Acceptance of bid:
3.1. This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.
3.2. Discrepancies and Ambiguities: If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the contract specialist in writing with supporting rationale no later than seven (7) calendar days after the IFB release.
3.3. Post-Award/Pre-Performance Conference: A post-award/pre-performance conference will be scheduled by the Contracting Officer (CO) and held prior to the commencement of any work at that installation under the awarded contract. The offeror or their duly authorized representative is required to attend the post-award /preperformance conference.
3.4. Questions regarding this solicitation will be sent to Mr. Richard Compton at richard.compton.4@us.af.mil and Mr. Jaysen Cortez at jaysen.cortez.1@us.af.mil. All questions must be received no later than 2 March 2022.
The Government reserves the right to not answer questions received after 2 March 2022 unless in the best interest of the Government. Answers to the questions will be posted on SAM.gov.
4. The response shall consist of one (1) separate hard-copy volume (Filled SF 1442) AND and Documents to be considered responsive; and an electronic copy (via CD or DVD; USB drives WILL NOT BE ACCEPTED) of the documents.
4.1. Volume I - Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill-ins. Section A: SF 1442 with completed blocks #14, #15, #16 (if different than block #14), #17, #19 (if amendments have been issued), #20a, #20b, and #20c. An authorized official of the firm must sign SF 1442 block 20b.
Solicitation: Complete pricing information CLINs 0001 & 0002 in Section B - Supplies or Services and Prices /Cost. Representations and Certifications: Complete all appropriate and applicable Representations and Certifications, if not already provided in your SAM.gov profile.
Documents to be considered responsive: The offeror shall submit a completed Attachment 5 (Financial Information Request and Release Authorization).
4.2. Electronic copy: The CD or DVD shall contain all the volume mentioned in paragraph four (4) above to include any amendments to this solicitation. Do not lock down any documents.
5. Incurred Expenses: The Government is not responsible for any costs incurred or associated with preparation and submission of a bid in response to this solicitation. NO OFFEROR WILL BE COMPENSATED FOR
