QUESTIONS & ANSWERS

17 February 2022

Question 1: Will the USAF consider allowing for electronic submission of bids and bid bonds, either by email or via the DoD SAFE Drop-Off site?

Answer 1: No. In accordance with (IAW) Section L of the posted solicitation:

1.3. Electronic submission of bids are not permitted for this acquisition. All attempted transmittals of bid information or document not otherwise provided for in this solicitation via electronic means shall be rejected by the contracting officer. Such offerors will not be considered for award and these bids will be declared nonconforming to the invitation for bids.

Question 2: Could you please clarify the exact date and time of the RFI deadline?

Answer 2: IAW Section L of the posted solicitation:

3.4. Questions regarding this solicitation will be sent to Mr. Richard Compton at richard.compton.4@us.af.mil and Mr. Jaysen Cortez at jaysen.cortez.1@us.af.mil. All questions must be received no later than three (3) calendar days after the site visit [site visit held on 10 Feb 2022]. The Government reserves the right to not answer questions received after the 3-day deadline unless in the best interest of the Government. Answers to the questions will be posted on SAM.gov.

Question 3: Is this a tax-exempt project? If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?

Answer 3: Not a tax-exempt project. IAW Federal Acquisition Regulation (FAR) Clause

52.229-3(b)(1) The contract price includes all applicable Federal, State, and local taxes and duties, except as provided in subparagraph (b)(2)(i) of this clause.

Question 4: Can the Superintendent fulfil multiple roles? If so, can they also fulfil the Quality

Control role? What about the SSHO role?

Answer 4: The Superintendent can also fill the Quality Control role. However, we recommend a different person serve as a Site Safety and Health Officer (SSHO) to uphold safety standards.

Question 5: Will the base provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temp office, utilities, etc.?

Answer 5: The contractor shall provide a temporary office space (e.g., small trailer) including necessary utilities, which will be located in the (building 91259) parking lot adjacent to the site. Also, have a cordoned off area for extra material/equipment storage between building mailto:richard.compton.4@us.af.mil mailto:jaysen.cortez.1@us.af.mil

91266 and the new fuel cell facility. The front of the new fuel cell facility shall be cleared once it becomes operational.

Question 6: Does the government anticipate this project will require off hours work? If so, what trades or scopes will be required to perform off hours work?

Answer 6: According to the specifications, “Regular working hours must consist of a period between 7 a.m. and 4:00 p.m., Monday through Friday, excluding Government holidays.

Question 7: Bids are due 03 March at 900 Central or 900 Eastern?

Answer 7: IAW Section L of the solicitation, paragraph 2.3, “The bid opening date is 3 March

2022 at 9:00 am (Central Time).” Bids received via mail or in-person after this date and time are late and will not be considered.

Question 8: Once a Bid is accepted and awarded, the Contractor must complete the Project for the Amount as submitted even if the Notice to Proceed is 210 days after the Award Date?

Answer 8: IAW block 11 (page 1 of 48) of the solicitation, “The contractor shall begin performance within 10 calendar days and complete it within 291 calendar days after receiving the Notice to Proceed.

Question 9: What is the Area Code for the phone number listed on page 1 of the Solicitation?

Answer 9: This number is system generated. The commercial number is 850-884-3364.

However, emails are recommended.

Question 10: Is the Primary POC Craig Moffet, Richard Compton, or Jaysen Cortez?

Answer 10: Until award is made, Mr. Richard Compton and Mr. Jaysen Cortez are the points of contact (POCs).

Question 11: Is the Pre-Bid Site Visit mandatory for Offerors?

Answer 11: The pre-bid site visit IS NOT mandatory. However, IAW FAR clause 52.236-3(a)

The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to

(1) conditions bearing upon transportation, disposal, handling, and storage of materials ; (2) the availability of labor, water, electric power, and roads; (3) uncertainties of weather, river stages, tides, or similar physical conditions at the site; (4) the conformation and conditions of the ground; and (5) the character of equipment and facilities needed preliminary to and during work performance. The Contractor also acknowledges that it has satisfied itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from the drawings and specifications made a part of this contract. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the

Government.

(b) The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the

Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.

Question 12: Is attendance of the Bid Opening in person required? If Teams Virtual Meeting, what is the phone number and conference code?

Answer 12: Attendance of the bid-opening is not required. However, to be considered for award, bids shall be received by the Government on or before the due date and time for bids.

A virtual meeting will not be coordinated.

Question 13: The system of design is to be comparable to Dur-A-Flex’s Shop Floor (double broadcast) in a slate gray color. Can our product be used instead?

Answer 13: Substitutes shall be of equal or greater standards of quality/performance as the products recommended in the project’s specifications. However, “equal or greater” substitutes must be reviewed and approved by the Government before they are purchased and installed.

Question 14: Can the geotechnical report and specifications for the helical piles be provided?

Answer 14: The geotechnical report, dated 12 Oct 1994 will be attached. Information for the helical piles can be found on drawing sheet S-002, para. 7.

Question 15: Who will be responsible for removing the equipment, tools, and gear currently in building 91262: government or contractor?

Answer 15: Government. The resulting contractor shall notify the Government before construction begins to allow the Government sufficient time to remove the equipment, tools, and gear.

Question 16: Will contractors require a special badge or escort personnel to move in and out of the construction site? Will the Air Force provide the escorts? Is there a limit to the number of contractor personnel allowed to enter the construction site at a time?

Answer 16: The 1st Special Operations Civil Engineering Squadron (1 SOCES) will work together with the 801st Special Operations Air Maintenance Squadron (801 SOAMXS) to provide escorts for the construction teams.

Question 17: Will economic price adjustments be considered?

Answer 17: No. Bids should incorporate risk, escalation, and inflation. Bid prices shall be analyzed IAW FAR 14.408-2(b) and 15.404-1.

Question 18: Please confirm that the superintendent must be onsite at all times while work is being performed.

Answer 18: IAW FAR 52.236-6, Superintendence by the Contractor, “At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the

Contractor.”

Question 19: Please confirm that the minimum hourly rate that must be paid to all trades is

$15/hr, even if the provided wage rate shows some trades having a minimum below $15/Hr.

Answer 19: IAW Attachment 4 – DBA Wage Determination FL20220217, “The contractor must pay all covered workers at least $15.00 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on that contract in

2022.”

Question 20: Please confirm that certified payrolls are required for this project.

Answer 20: IAW FAR 22.406-6, Payrolls and statements.

(a) Submission. In accordance with the clause at 52.222-8, Payrolls and Basic Records, the contractor must submit or cause to be submitted, within 7 calendar days after the regular payment date of the payroll week covered, for the contractor and each subcontractor, (1) copies of weekly payrolls applicable to the contract, and (2) weekly payroll statements of compliance. The contractor may use the Department of Labor FormWH-347, Payroll

(For Contractor’s Optional Use), or a similar form that provides the same data and identical representation.

(b) Withholding for nonsubmission. If the contractor fails to submit copies of its or its subcontractors’ payrolls promptly, the contracting officer shall, from any payment due to the contractor, withhold approval of an amount that the contracting officer considers necessary to protect the interest of the Government and the employees of the contractor or any subcontractor.

Question 21: Will progress reports be required monthly or weekly?

Answer 21: Weekly

Question 22: Will certifications be required for dumpster pulls/ waste disposal?

Answer 22: No

Question 23: Paragraph 1.2 of Specifications section 01 11 00 states that the building will be occupied during construction. Will this require project work activity phasing, or will the user be away from the construction areas for the duration of the project?

Answer 23: The contractor shall plan/price for phasing. If the project can be phased to allow the phase inspection section to continue operations until the mezzanine area needs to be torn down, that would be good. If not, the Phase would need to relocate before construction starts.

Question 24: Can a spec be provided for the fluid applied air/moisture barrier?

Answer 24: Yes, attached is a spec for fluid applied type at new construction infill/openings, however, note that we do not know if the existing air/moisture barrier is fluid applied or adhered type, hence the note on the wall types sheet A-001.

Question 25: Some items, like HVAC equipment have been experiencing a 26 week lead time or even longer in some cases, due to covid, material shortages and shipping delays. Should the lead times on any materials for this project take span our further than the industry norms, will the base provide more contract time to compensate?

Answer 25: The contractor shall expend all efforts to complete the project within the allotted timeframe (e.g., utilize different sources of supply). However, sufficient evidence of delays

(e.g., formal letters of delays directly from manufacturer or supplier) must be provided to the

Contracting Officer for review before any decision to extend resulting contracts can be made.

Question 26: Drawing A-111 & Detail 2 on page A-201 show a portion of the existing CMU wall that is to be removed for the installation of a new door. Is the existing CMU completely grout filled, or does it have hollow cells at this location?

Answer 26: Cannot be positive, but as there is a door there, I would assume that the CMU beside it would be grout filled. See structural drawing S-201 for new opening elevation.

Question 27: Is a construction fence required for this project at the laydown area and/or the project site?

Answer 27: Yes

Question 28: Please confirm that background checks will be conducted for employees who need access to the project site.

Answer 28: For all personnel, background checks will be conducted by Hurlburt Field

Security Forces personnel. Employees with criminal history or derogatory information may be denied access onto Hurlburt Field.

Question 29: The solicitation states that this is a Service-Disable Veteran-Owned Small

Business (SDVOSB) project. Please confirm that this requirement is not mandatory for subcontractors but is mandatory for Prime contractors.

Answer 29: See FAR Clauses 52.219-14 and 52.219-27. The SDVOSB set-aside only applies to the prime. The prime shall be an SDVOSB represented under the applicable North

American Industry Classification System (NAICS) code for this acquisition.

Question 30: Does the contractor need to remove the cages beneath the existing mezzanines, or will the government do that? If the contractor removes, are the cages being disposed of or turned over to the government?

Answer 30: The Government will tear down the caged areas once the equipment has been removed from the area.

Question 31: The original pit was 10’ x 6’2” for an 8’6” clear platform. The pit is now shown as 8’6” x 6’2”. We don’t have an exact model #, but the lift will be substantially reduced if the pit is reduced that much. Please confirm if we need a 10’ for the 8’6” platform.

Answer 31: Basis of design is shown in the specifications. I believe that Wildeck VRC is model MLC, please check with manufacturer and coordinate with product. Not sure what is being referred to as ‘original pit’

Question 32: On page E-001 the first note under electrical general notes says that the conduit is to be ¾” minimum. My question is can we use ½” conduit in lieu of ¾” where the conduit fill is not exceeded. I do not see a size list in the electrical specifications. Please advise.

Answer 32: 3/4” minimum is required (Base requirement)

Question 33: There seems to be a discrepancy between the Specification and the Finish

Schedule concerning the epoxy flooring for room 101. The Specifications call for a Dur-A-Guard system while the Finish Schedule calls for a Dur-A-Flex Shop Floor. Could you please get a clarification on the exact system needed for this project?

Answer 33: Dur-a-flex is the company name, Dur-a-gard is the product name. See the specification for the exact products to use for each coat.

Question 34: The specs say to “Perform a fire hydrant flow test prior to shop drawing submittal in accordance with NFPA 291”. On drawing FX-201 the detail indicates that the 12” lead-in comes from building 91268 which we assume is a fire pump house. If this is the case will a

Hydrant Flow test be required?

Answer 34: Yes

Question 35: Will existing Fire Protection drawings and calculations be provided?

Answer 35: No

Question 36: FX-122 references a” New Fire Protection Sprinkler System” in several notes. Is the new piping to be an independent system or simple tie back into the existing piping?

Answer 36: The new piping will tie into the existing system as shown on FX-122, and as directed in Note 2 on the same sheet.

Question 37: FX-201 note 1 says to “Provide wet pipe sprinkler system throughout the building”. Is it the intent to sprinkler the entire building?

Answer 37: There is currently a sprinkler system in the building. The areas shown will have modifications to the existing piping as shown.

Question 38: The way they have the mezzanine drawn on the architectural plans is to be built into the building. We don't know if the building is designed for that or what those specifications are. The mezzanine we would provide would be an independent free-standing structure with its own column grid, is that ok? There are a few things not included in the document such as the desired load rating (125psf ok?). Will there be any point loads on the mezzanine/platform? If so we will want to plan for those as well.

Answer 38: The design load of the new mezzanine is Heavy Storage 250 psf as indicated on S-

001. The existing building has been checked for the loads of the mezzanine indicated. It is acceptable to provide a free standing mezzanine, but the column locations may not change from what we have indicated. 125 psf is not acceptable; it must be 250 psf.
