Questions and Answers
1. SF1449 Block 8 states the proposal is due on 24 July 2020, but Attachment 6 Instructions to Offerors states the due date for offers is 27 July 2020. Please confirm the proposal is due on Monday, 27 July 2020.
a. Answer: The due date for offers is 31 July 2020. Amendment 0001 will update the SF1449.
2. Per FAR 52.229-3 Federal, State, and Local Taxes, please confirm Offerors are to include all applicable Federal, State, and local taxes in their bid price.
a. Answer: All Federal, State, and Local taxes that do not have an exemption must be included in the contractor’s quote IAW FAR 52.229-3.
3. The RFP indicates no Lead Survey has been completed on the facility. Please advise if a Lead Survey will be required under this contract and should be included in the proposal.
a. Answer: No comprehensive LBP survey has been completed; surveys for asbestos and LBP are project specific and no records on file for any past abatement actions. A LBP survey is not required, however, offerors should ensure adherence to federal, state, and local regulations pertaining to the chosen method of demolition with regard to LBP and should price accordingly.
4. The RFP indicates to protect some shrubbery/trees but is not clear which need to be protected and not removed.
Please provide clarification to the vegetation that must remain.
a. Answer: The shrubbery/trees referenced in the RFQ pertain to the vegetation that can reasonably be avoided during the demolition.
5. In review of the Government provided Asbestos survey, we found the report to only indicate that, for building
90329, a small amount of Asbestos in the HVAC and none in the rest of the facility. However, during the site visit, it appeared there may be some other areas that could contain asbestos. Based on this and the competitive nature of this contract, we recommend utilizing the existing report as the basis of proposal and adding an additional requirement for a full asbestos survey to be completed on the facility prior to demolition. Please advise.
a. Answer: The existing report should be utilized as the basis for providing a quote. A comprehensive survey is not required. Offerors should ensure adherence to federal, state, and local regulations pertaining to the chosen method of demolition and should ensure their quote is priced accordingly.
6. In review of the Government provided Asbestos survey, we found the report to only indicate for building 90334 an amount of 200 square feet of bathroom floor tile to be an Asbestos Containing Material. However, during the site visit, it appeared there may be some other areas that could contain asbestos including the HVAC. Based on this and the competitive nature of the contract, we recommend utilizing the existing report as the basis of proposal and adding an additional requirement to be completed on the facility prior to demolition. Please advise.
a. Answer: The existing report should be utilized as the basis for providing a quote. A comprehensive survey is not required. Offerors should ensure adherence to federal, state, and local regulations pertaining to the chosen method of demolition and should ensure their quote is priced accordingly.
7. If addition requirements such as a lead survey or additional asbestos surveys are added to the requirement, we would like to request utilization of a dual Notice to Proceed (NTP) system for proceeding with the work. One
NTP for the surveys and then a second NTP once the surveys have been completed and approved. Please advise if this is acceptable.
a. Answer: Additional notices to proceed will not be provided.
8. In the RFP, it indicates the requirement for establishing grass/sod in the disturbed areas. This work will be most likely be near the end of the work and Period of Performance (POP), which will require temporary irrigation and/or watering to establish. Please advise the length of time that the contractor is required to maintain the grass past the POP.
a. Answer: See SOW Section 02938, Sodding, paragraph 1.7
9. The specs, survey, and site observations appear to have contradictory information regarding the ACM at the two buildings. For example, floor tile and mastic test results were not provided on the survey for BLDG 90334. Can an updated ACM and LBP survey be conducted prior to bid? If not, please provide a concise account of ACM present with quantities, especially as survey was not available during site visit.
a. Answer: No surveys on record for floor tiling/mastic performed in Bldg 90334. Quantity of floor tiling/mastic positive for ACM in 90329 is unknown. Additional ACM and LBP surveys will not be conducted prior to bid. Offerors should ensure adherence to federal, state, and local regulations pertaining to the chosen method of demolition with regard to LBP/ACM and should price accordingly.
10. Is a bid bond required for this project?
a. Answer: A bid bond is not required.
11. Are payment and performance bonds required for the project?
a. Answer: Payment and performance bonds are not required.
12. How often can billing be submitted on this project?
a. Answer: Invoices will be submitted once per month. Please see the extended CLIN description in the 1449 for additional information.
13. What is the procedure to submit an invoice and what documentation is required?
a. Answer: The contractor will submit an invoice once per month for the percentage of work completed for that month in increments of 10%. The unit of measure “Job” represents 10% of work completed and the contractor may invoice for more than one “Job” if 20% or more work was completed during that month. Please refer to the extended CLIN description on the
1449 for additional information. Progress reports will be submitted with the invoices.
14. What is the procedure to use water from on-base fire hydrants?
a. Answer: Florida certified backflow preventer that must be certified within the last year needs to be installed on the hydrant. Please refer to the SOW section 1.4 and Air Force Instruction
(AFI) 32-1066 for more information.
15. What is the procedure for an unforeseen site condition? Example: (a) Tree stump in parking area. (b) Unknown void under bldg.
a. Answer: Unforeseen site conditions should be directed to the CO and will processed IAW FAR
52.212-4.
16. How long will the submittal review process take?
a. Answer: Please refer to the updated SOW section 1.3 (A) 8
17. How long will the inspection process take to schedule?
a. Answer: Please refer to the updated SOW section 1.3 (A) 21
18. How long after inspection until the contractor receives a punch list?
a. Answer: Please refer to the updated SOW section 1.3 (A) 22
19. Can the job supervisor monitor multiple projects or remain on-site during on-going work?
a. Answer: The job supervisor may monitor several projects, however, there must be a member of the contractor team on-site during working hours who is authorized to answers questions and make decisions on behalf of the contractor.
20. How long will it take to get 30-day passes? Can passes be issued for the duration of the project?
a. Answer: 30-day passes can be issued immediately. Additional longer term passes can be issued for the duration of the project. Please see the SF 1449 clause 5352.242-9000 for instructions and additional information.
21. In the statement of work, it states that all recyclable materials shall be segregated prior to disposal. Just to clarify, is that simply saying that materials must be separated prior to disposal, or that they must be stockpiled?
a. Answer: Recycling of demolition debris is recommended; however, if not cost effective, material will be disposed as C&D debris. Utilization of base recycling center (RC) is encouraged, coordination with RC is required prior to accepting material.
22. May we have a copy of the asbestos report?
a. Answer: The asbestos report has been posted on Beta SAM with the solicitation documents.
23. Is it absolutely required to use roll-offs for waste or can we use company-owned dump trucks and end-dump trailers? The latter is generally more economical.
a. Answer: Either method is acceptable.
24. Are there any more asbestos surveys for these buildings?
a. Answer: No additional asbestos or LBP surveys are available.
25. Are there any records of asbestos abatement that has been done over the last few years?
a. Answer: The last renovation of dorm 90329 was completed around 1990 and included mainly new finishes, fire alarm system and minor plumbing and electrical changes. Steam piping and pipe insulation inside dorm was removed in around 1995.The last renovation in dorm 90334 was completed around 1996 and was an extensive renovation that included finishes, plumbing, mechanical and electrical. Drawings” for drawings from that renovation.
