Site Visit Minutes

Grounds Maintenance Hurlburt Field, FL

1. A site visit for Grounds Maintenance was accomplished on 29 April 2019 from 1:00 PM until

3:01 PM CDT.

2. The Contract Administrator went over the Site Visit Agenda (attachment 1).

3. The list of attendees is attached (attachment 2). Some names were redacted since the attendees did not provide permission to release their names on FBO.

4. In addition to the site visit agenda, the following were discussed:

- This is a SDVOSB set-aside.

- If hand-carrying a CD offer, ensure that it is received at the Contracting office on time.

We will use the time-stamp machine located at the front desk of the Contracting office when receiving hand-carried offers.

- Contractors were driven around the base on a bus. Specific areas were highlighted such as the Ammo (Munition Storage Area), Airfield, Marina, Soundside Club, Airpark, and front gate vegetative areas.

o Grass height in certain parts of the Ammo area have to be maintained to improved grounds standard. All other areas will be maintained at Semi-Improved standards.

o Most of the areas in the airfield are maintained under PWS paragraph 1.3, Maintain Bird Area Strike Hazard (BASH). There are some areas around the airfield such as by the Freedom Hangar that will be maintained under improved grounds standards.

o There are areas on base such as some areas in the Airfield and Soundside stays wet/soggy most time of the year.

o Annual maintenance (only maintained once a year) for certain BASH areas are located on the map in Appendix B. These areas stay extremely wet for the majority of the year. Contractor is responsible on figuring out/coordinating when to do the annual maintenance.

o There are retention ponds on base.

o The Airpark is a high visibility area. Be careful when mowing around the displays; contractors should watch out for the guide wires. Additionally, there are numerous ceremonies and events at the Airpark.

o Contractor is responsible for maintaining ground even past the East Gate, up to Martin Luther King Boulevard.

- It was pointed out that Hurlburt Field has many distinguished visitors and therefore has a lot of high visibility areas that need to be maintained.

- Areas that the contractor are responsible for are in the map within the Performance Work Statement.
