Week 3

Questions, Week 3

1- What type of mulch does the government prefer to be used? Topic: Mulch. Ref: PWS 1.5.

A: Pine straw and red rubber mulch are used at Hurlburt per PWS paragraph 1.5.1.

2- Is the weed control discussed in the PWS: 1.1.4, pg. 6 to be performed in the turf or sidewalks and paved areas? Topic: Weed Control. Ref: PWS 1.1.4.

A: Control weeds in identified improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance.

3- Per the PWS, “lawns, plants, flowers, landscaped areas and areas requiring manual watering”.

Can the government provide total square footage or acreage for areas that require manual watering? How frequent do these areas require watering? Topic: Operation of Irrigation Systems. Ref: PWS 1.1.6.1.

A: There is no manual watering here on Hurlburt Field.

4- Can the government confirm that leaf removal will be on an as needed basis when ordered by the government and can be anywhere between 0 and 6 times? Topic: Leaf Removal. Ref: PWS 1.1.8.

A: Yes, it will be on an as-needed basis via work order issued by the CO or COR.

5- Is the current PWS the same as this solicitation? Topic: Performance Work Statement (PWS).

A: No, the current PWS is not the same as this solicitation. The previously solicited PWS can be found at https://www.fbo.gov/?s=opportunity&mode=form&id=3928dd87ae06e22d5d2ae5db362f269b &tab=core&_cview=1.

6- Can the government provide more clarity on what is required here? Is the contractor responsible for eliminating broadleaf noxious weeds or simply seed heads and flowers? Topic:

Herbicides and Insecticides. Ref: PWS 1.3.3.

A: Weed control on airfield is controlled by performance cutting heights that is located in PWS paragraph 1.3.1. There is no spraying within the airfield mowing area except for ditches to assist with maintaining control.

7- In order to price mulch accordingly, can the government please breakdown the total square footage of vegetative beds into rock, mulch, etc.? Topic: Landscape beds. Ref: PWS 1.5.

A: Square footage of vegetative beds is shown in appendix B area site map and approximately 75% of beds are pine straw and 25% are red rubber mulch.

8- Under Supplies or Service and Price/Cost item number X017 - Maintain Vegetated, Inert Beds, Rock Beds and Related Areas (PWS 1.5) it asked us to submit a unit price per month. In the PWS under 1.5 Maintain Vegetated Beds, Inert Beds, Rock Beds, and Related Areas - it states; the contractor shall maintain vegetated beds, inert beds, rock beds and related areas as identified in appendix A and B to present a neat and professional appearance. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching… In looking at Appendix A- Grounds Description and Workload Estimates it does not list a requirement to perform this work. Under Appendix B - Area Maps/Site Plan in the box titled Ground Acreage: it lists Flowerbeds: 464,709.18 sqft. Our question is, since there is no requirement to perform this work under Appendix A Estimated Workload Data (Annually) but the areas are identified in appendix B – area Maps/Site Plan are we required to perform this work?

A: Appendix A is estimated workload quantities and is not all inclusive. In accordance with the PWS paragraph 1.5 it identifies these areas in Appendix A and B. Contractors are still required to perform this work.

9- During the site visit, we were shown areas at the North and South ends of the runway that were quagmires. These would most likely need to be cut by hand with employees in waders. The government mentioned that this area needs to be maintained. In looking at Appendix B - Area Maps/Site Plans it shows these areas as light blue, Bash Mowed Annually, and the rest of the Bash areas dark blue. In looking at the ground’s acreage box under Appendix B, it lists BASH:

425.67 and a Mowed Annually amount of 50.10. Appendix A, Estimated Workload Data (annually) under BASH shows a quantity of 425.67 acres with no mention of the 50.10 acres. The PWS under item 1.3 Maintain Bird Area Strike Hazard (BASH) it states; BASH are identified in Appendix A and B. Our question is, since the 50.10 is not included in Appendix A, how are we to bid on this item? Is this 50.10 acres to be included in the 425.67 acres for a new total of 475.77?

A: Contractor is responsible for regular BASH maintenance of 425.67 acres and for the separate BASH areas mowed annually which is 50.10 acres per Appendix B. The total BASH area is 475.77, however, there are separate maintenance requirements for each areas.

10- Who is the incumbent contractor? Contract Number? Total contract price?

A: The current contractor is VetPride Services, Inc. The award price for the current Grounds Maintenance Contract can be found on FBO.gov at the following link:

11- What special cuts are required. Section J notes states five (5) within a 12 Month Period and Appendix G identifies eight (8) events. Would the Government provide acreage/size for each of the five (5) or eight (8) sites?

A: Please refer to the answer for week 2, question 5.

12- PWS, Pgs 6-7, Sec 1.1.6.1-2. Irrigation system. What is the status of the current system and amount of “manual watering” required?

A: Please refer to the answer for week 2, question 1.

13- PWS, Pg 10. Communications equipment is required. Is this capability contractor provided? If so, the numbers of systems required?

A: For airfield operations, base ops will provide the contractor with communications equipment.

This is only provided when operating on the airfield. For all other needs for the rest of the base the contractor will utilized their own equipment for communication per PWS paragraph 1.3.6.1.

14- PWS, Pg 25, Sec 3.6. Solid Waste. Is an on-base compost site provided or does contractor provide own site?

A: Dumpsters are provided at Building 90008 Hurlburt Field FL, 32544. There is currently a trash and/or solid waste dumpster located outside fence and roll-off will be provided inside grounds yard for yard/tree waste debris per PWS paragraph 3.6.1.

15- Solicitation (Sol) Pg 44. JV Agreement. The solicitation states the requirement for a SBA-approved JV Agreement; however, we believe they only approve the mentor-protégé agreement. We request the Government confirm the requirement for a SBA-approved JV Agreement.

A: The solicitation has been changed regarding JV Agreements. Amendment 1 will be posted on FBO to reflect this change.

16- Sol, Pg 48. Not clear whether this is a best value or LPTA solicitation. The evaluation criteria outlined in the Solicitation closely aligns to an LPTA evaluation. Request clarification or revised evaluation criteria.

A: Page 48 of the solicitation states “Technical and past performance, when combined, are significantly more important than price when being evaluated. Within the technical factor, the subfactors are of equal importance.” Additionally, it is stated under the Addendum to FAR 52.212-2 that the “Best Value technique chosen for this particular acquisition will be Performance Price Tradeoff (PPT), where technical and past performance, when combined, are significantly more important than price.” Addendum to FAR 52.212-2 of the solicitation further describes the evaluation process. The evaluation criteria outlined in the solicitation clearly demonstrates the best value technique of Performance Price Tradeoff.

17- Sol Part III, Will the government consider using CPARs in lieu of PPQs, or possibly, allow the submission of existing PPQs? Requiring PPQ submission by government personnel not only strains resources of our current CORs. It also makes submission of a qualified bid reliant upon their timely response.

A: The Past and Present Performance Questionnaires (PPQ) help the Government in determining a contractor’s performance confidence rating. Per FAR 52.212-2 under paragraph 7 - Past Performance, the Government will use the past performance information submitted by the offerors and other information such as that available in CPARS.

18- What is the current FY2019 firm fixed price of the ground’s maintenance contract?

A: Please refer to the answer to question 17. Additionally, the Government is not allowed to provide the Government estimate for the upcoming FY2019 firm fixed price Grounds Maintenance contract.

19- Technical Exhibit A - Estimated Workload Data item 3 Improved Grounds Edging has a quantity of 50,000 LF or 9.47 miles of edging. In looking at the previous solicitation it listed edging at 415,356LF or 78.66 Miles. During the site visit it appeared that there was a lot more edging required than the 50,000 LF. It is requested that the government verify the 50,000 linear feet of edging.

A: Appendix A will be updated to reflect 415,356 LF of edging.

20- Why is there not a CLIN for non-growing season improved grounds maintenance?

A: There is no requirement for improved grounds maintenance for non-growing season other than what is specified in the solicitation.
