1 DESCRIPTION OF SERVICES
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Hurlburt Field in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Area maps and workloads depicting the service described in this PWS are identified in the Appendices. The Contractor’s performance will be based on the Contracting Officer’s Representative (COR), and Contracting Officer’s (CO) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
The growing season at Hurlburt Field is considered to be from March 15th to December 15th. All damage caused by the Contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification or as otherwise agreed to by the parties.
Fence lines identified shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing. Application of nonselective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with the COR and 1 SOCES/Pest Management approval.
1.1 MAINTAIN IMPROVED GROUNDS
Improved grounds are identified in Appendix A and B.
1.1.1 MOW
The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan.
1.1.2 EDGE
The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses.
Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3 TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.4 WEED CONTROL
Control weeds in identified improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.). The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para 4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the pest control services being performed. Civil Engineer Asset Management Flight must approve all herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.
1.1.5 MUNITION STORAGE AREA
The contractor shall maintain grass within 5 feet from munition igloo/bunker/magazine vent stacks to improved grounds standard of 2 to 4 inches in height. Herbicide shall not applied to minimize ground erosion. Additionally, areas within 50 feet of designated Potential Explosive Sites (PES) shall be maintained between 2 and 4 inches in height to minimize fire hazards. All adjacent concrete areas shall be trimmed and/or edged to maintain improved grounds standards.
All other areas within the MSA will be maintained at Semi-Improved standards.
1.1.6 IRRIGATION
The contractor shall maintain, adjust, and repair identified lawn irrigation systems during the growing season.
OPERATION OF IRRIGATION SYSTEMS
The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendix A and B). Contractor shall position hoses, etc., for manual watering and then remove/store hoses, etc., between watering to ensure neat, clean appearance of areas. The Contractor is prohibited from connecting to any hydrant within the boundaries of the installation without prior approval from CO/COR. Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress.
Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system.
MAINTENANCE OF IRRIGATION SYSTEMS
The contractor shall maintain irrigation systems. Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems. The irrigation system to be maintained and related workload data is identified in Appendix A and B.
WINTERIZATION OF IRRIGATION SYSTEMS
At the end of the growing season of each year, all the irrigation systems shall be winterized by closing off the primary irrigation control valve and utilizing compressed air to remove all water from the irrigation system. Winterization shall be coordinated with COR to ensure backflow preventers are also winterized or removed. The Contractor shall tag the irrigation system shut off valve with the following information: “system winterized,” the date, and performed by. Repairs to irrigation equipment must be accomplished prior to winterization.

1.1.8 LEAF REMOVALS
The contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal includes natural debris (i.e. Tree limbs, dry brush, rodent habitats), and man-made debris. Leaf removal must be completed within 2 days upon issue of the work order by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan.

1.1.12 PRUNE SHRUB, HEDGES AND OTHER PLANTS
The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.2 MAINTAIN SEMI-IMPROVED GROUNDS
Semi-improved grounds are identified in Appendix A and B.
1.2.1 MOW
The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas (including drainage ditches) at or near the same grass heights.
1.2.1.1 Waste Water run-off shall be mowed bi-weekly (once every two weeks).
1.2.2 TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi - improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.

1.3 MAINTAIN BIRD AREA STRIKE HAZARD (BASH)
BASH are identified in Appendix A and B.
1.3.1 MOW
Grass, weeds and vegetation shall be maintained between 7 to 14 inches during the months of November through July. The grass shall not be shorter than 7 inches in height during the months of November through July to prevent dust and debris on the airfield and never be more than 14 inches in height to prevent bird habitation. Grass, weeds, and vegetation shall be maintained between 10 to 14 inches during the months of August. At no time will the grass be shorter than 10 inches during the months of August through October. The contractor shall begin mowing operations at the active Airfield surfaces and move to the outermost area. This causes insects and animals to move toward the inside of the field and away from the runway. The contractor shall be responsible for ensuring that all foreign objects and debris produced by grounds maintenance is cleared off all taxiways, and aircraft parking aprons before leaving the work area. Contractor shall meet with the Bird Area Strike Hazard Program Manager at least quarterly to discuss and coordinate all activity required.
1.3.2 AIRFIELD LIGHT FIXTURES
The contractor shall maintain a 10 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.
1.3.3 HERBICIDES AND INSECTICIDES
The Contractor shall follow the BASH plan to minimize seeds and flowers that attract insects/birds. The CO/COR to review and approval the timing and frequency of herbicide/insecticide products. The Contractor shall use only approved products as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para 4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. 1.3.4 AIRFIELD COORDINATION
The contractor shall coordinate all activities on the airfield by contacting Airfield Management.
Work will be accomplished only after Airfield Management has approved scheduled times.
1.3.5 FLIGHT-LINE DRIVERS
Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of
Competency (flight-line driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.3.6 AIRFIELD TOWER COMMUNICATIONS
The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways.
The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be VHF type with a minimum five-mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types that the base makes in the course of this contract, i.e. frequency changes. The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel.
1.3.6.1 During airfield operations, Hurlburt Base OPS will provide the contractor with radios for mowing personnel. This is only provided when operating on the airfield. For all other needs for the rest of the base the contractor will utilized their own equipment for communication.

1.5 MAINTAIN VEGETATIVE BEDS, INERT BEDS, ROCK BEDS AND RELATED AREAS
The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix A and B to present a neat and professional appearance. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area.
1.5.1 Hurlburt mulch is a combination of pine straw/red rubber mulch.
1.6 MAINTAIN SURFACE DRAINAGE DITCHES
The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix B.
1.6.1. WEED-EATING/MOWING RETENTION PONDS AND SMALL ARMS RANGE BERMS
The contractor shall weed-eat/mow retention ponds and range berms to include the side and base of the pond to a uniform height of 4 to 6 inches. Areas under water in retention ponds are excluded. Contractor shall prevent windrows and clumps of vegetation.
1.6.2. DRAINAGE DITCHES
All wetland areas and ditches are located in Improved, Semi-improved and BASH areas.
Wetland areas and ditches shall be free of shrubs, trees, silt and trash in order to keep water free-flowing. Grass height shall match surrounding areas. These areas shall be maintained by using Air Force approved aquatic sprays, hand tools or other small equipment such as weed eaters or chainsaws so that root-raking or rutting does not occur. Stumps shall be left in place. Control weeds in center of ditches through execution of a weed control program appropriate for the area to maintain a professional appearance. All herbicides and pesticides used must be on the installation approved inventory list and applied by certified personnel. Civil Engineer Asset Management Flight must approve all herbicides prior to use. The Contractor shall use best management practices when working in wetland areas by avoiding periods when soils are saturated and there is a potential for rutting during mowing operations. If damage occurs in jurisdictional wetlands, the contractor is liable for restorative actions as indicated by state and federal regulatory agencies. The Contractor shall cease work in any problem wetland areas identified by the Natural Resource Manager (1SOCES/CEIE) until permits can be obtained or a future time when notification to resume is granted.

1.8 SPECIAL REQUIREMENTS
All work under this section shall be executed via a work order by the CO or COR (except for whereas, referring to, “the contractor shall identify ……”). The contractor shall be responsible for removing all debris generated from all trees related operations. All non- emergency work order shall be completed within five (5) workdays from the work order date unless noted otherwise within subsections.
1.8.1 TREES
The contractor shall identify trees that pose public safety hazards or threats to structures/buildings. These hazards include minimum safety clearances, which are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.
Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet.
The contractor shall prune or trim all trees as necessary to maintain a clean, neat, professional appearance. The contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished IAW ANSI A300 Part 1 industry standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or safety.
TREE CARE
The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.
TREE STANDARDS
The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.
• ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration)
• ANSI A300 (Part 1) – Tree Pruning
• ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)
• ANSI Z60.1 – American Standards for Nursery Stock
• ANSI Z133.1 – Safety Requirements for Tree Care Operations
EMERGENCY SPOT PRUNING/TRIMMING
The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.8.2 EMERGENCY AND SPECIAL EVENTS SERVICES
Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work order.
1.8.3 RESERVED
1.8.4 SPECIAL CUTS.
The contractor shall upon notification by the CO through the issuance of a work order, perform special cuts. All Special Cuts will be executed via a work order, and special cuts cover all cuts not encompassed or in excess of the improved and semi-improved standard. Unimproved grounds or grounds not classified as improved or semi-improved are classified as a special cut.
Areas in this classification encompass weapon ranges, road shoulders in undeveloped areas, forestlands and grazing lands, lakes, ponds, wetlands, and areas in airfields beyond safety zones.
Special cuts can include tree trimming, tree pruning, shrubs trimming/pruning, debris removal, weeds removal, mowing, and pine straw replacement. Provide unit pricing for Special Cuts within 72 hours of the issuance of the request for quotation. The unit pricing for Special Cuts will be based on an hourly rate and the number of hours to perform the work. Determination of the price for fairness and reasonableness will be completed prior to issuance of the work order.

2 SERVICE SUMMARY
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

2.1 QUALITY CONTROL
The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2 QUALITY ASSURANCE.
The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 1 calendar days of receipt.
3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 FACILITIES
The Government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO approval in advance of making any changes to the facilities. Such changes will be at no cost to the Government unless otherwise approved by the CO. The contractor shall ensure facilities are maintained in a neat, clean and professional manner. The CO reserves the right to reallocate and relocate assigned facilities during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return facilities to the government in the same condition as received, fair wear and tear and approved modifications.
3.1.1. Approximately 1,424 square feet of floor space is provided at Building 90008, Hurlburt Field FL 32544.
3.1.2. Approximately 3,115 square feet of exterior space is provided at Building 90008, Hurlburt Field FL 32544.
3.1.3. All Government provided equipment and facilities for the performance of this contract are considered incidental to the place of performance and therefore FAR Part 45, Government Property, will not apply
3.2 UTILITIES
The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.

3.6 SOLID WASTE COLLECTION AND DISPOSAL
The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS (except for the work described in section
1.8 Special Requirements). The contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.
3.6.1. Dumpsters are provided at Building 90008 Hurlburt Field FL, 32544. There is currently a trash and/or solid waste dumpster located outside fence and roll-off will be provided inside grounds yard for yard/tree waste debris.
4 GENERAL INFORMATION

4.3 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION
Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.” 52.237-2 States: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
4.4 ENVIRONMENTAL REQUIREMENTS.
In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
4.4.1 HAZARDOUS MATERIALS
The CO and 1 SOCES Installation Management Flight/Environmental Hazardous Material Manager shall approve all hazardous materials brought on-site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically or equivalent. The contractor shall provide a copy of all applicable Safety Data Sheets to the CO and 1 SOCES Installation Management Flight/Environmental Hazardous Material Manager for hazardous material being requested for approval. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
HAZARDOUS WASTE (INCLUDES SPECIAL AND UNIVERSAL WASTE).
The contractor shall be considered the primary co-generator for all hazardous wastes generated throughout the duration of the contract. All hazardous waste management activities shall be coordinated and approved by 1 SOCES/CEIE.

The contractor shall manage all hazardous waste, special waste, and universal waste IAW the HFLD Hazardous Waste Management Plan. The contractor shall ensure that all employees, including their subs, comply with the rules and procedures outlined in the plan. The plan is under Program Areas, Hazardous Waste, Documents/Records at: https://cs1.eis.af.mil/sites/edash-ins1/Hurlburt/SitePages/Home.aspx.
Hurlburt Field reserves the right to assume responsibility for the disposal of hazardous waste generated from this contract. All hazardous waste for which Hurlburt Field assumes responsibility shall be collected by the contractor and transported to the Hurlburt Field Hazardous Waste 90 Day Storage facility, 623 Red Horse Road, Bldg 90523.
The contractor shall establish a hazardous waste Initial Accumulation Point (IAP) for waste that cannot be turned in immediately when generated, and shall manage the IAP in accordance with the Hurlburt Field Hazardous Waste Management Plan and above-mentioned directives. The contractor must contact Mr. Trent if hazardous waste will be generated and stored at any facility on base.
Typical hazardous waste generated from grounds maintenance operations include spent batteries of all types, used oil, used anti-freeze, used oil and fuel filters, aerosol cans (including empties) outdated or unusable cleaning supplies, dirty rags and wipes, miscellaneous chemicals, etc.
4.4.1.2. STORAGE TANKS.
1 SOCES/CEIE must approve the use of fuel storage tanks on base, and the contractor must ensure adequate spill containment (spill kits) for any tanks approved for use on Hurlburt Field. The contractor must have written spill procedures for tanks and heavy equipment that they use on base. Temporary gasoline storage is NOT permitted on base.
POL/Storage Tanks: Storage tanks and POL can be a source of contamination if not managed appropriately. Contractor personnel obtaining fuels from Storage Tanks agree to follow all 62- 762 FAC and the following list of Air Force Technical Order’s to ensure compliance: 37-1-1, 37A-1-101, 42B-1-1, 42B-1-1S-2, 42B-1-16, 42B-1-22, 42B-1-23, and 42C-1-12. Contractor must contact 1SOCES/CEIE for a copy of Hurlburt Field’s Integrated Contingency Plan (ICP), if storage tank use is approved. A number of Federal and State agencies have regulations pertaining to pollution prevention and emergency response requirements of oil and hazardous storage and transfer facilities. The Hurlburt Field ICP has been developed to address the issues of spill prevention, discharge containment / cleanup, and emergency response actions.
4.4.2 SPILL CONTROLS
The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level. The contractor shall call 911 in the event of a spill and report all releases to the 1 SOCES Environmental Element within 24-hours of the release.
4.4.3 PESTICIDES
All pesticides must be approved prior to use by the Command Entomologist if not on base approved list (submit list with intended uses via the CO). The contractor shall provide an inventory of hazardous materials with the applicable Safety Data Sheet (SDS) that will be used to perform the required services. In addition, use reasonable care to avoid releasing hazardous material or hazardous waste, which may cause environmental damage to government structures, public land, water, or other natural resources. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
MONTHLY REPORTS
The Contractor shall submit a report to the CO and 1 SOCES/Pest Management within 10 working days following each month listing all pesticide applications made. Include pesticide name, use concentration, amount applied, date, and detailed location of use. A DD Form 1532 will be provided on request to facilitate record keeping.
The Contractor is subject to inspection by DOD certified applicators/inspectors as well as State Department of Agriculture Pesticides Division or equivalent agency.
4.4.4 HAZARDOUS MATERIALS INVENTORY
The contractor shall maintain an up-to-date hazardous material inventory with copies of MSDS(s) or SDS(s) for all materials used on the job site. The contractor shall maintain a complete copy of all approved MSDS or SDS and AF Form 3952s (or equivalent) signed by 1 SOCES Installation Management Flight/Environmental Hazardous Material Manager.
4.4.5 HAZARDOUS MATERIALS MANAGEMENT
The contractor shall remove all hazardous materials by the end of each workday. Contractor shall not conduct process treatments (e.g. paint thinner solvent recycling) on base.
4.4.5.1
The contractor at Hurlburt Field shall store and secure hazardous materials by the end of each workday in approved storage containers.
4.4.6 FINAL REPORT
The contractor shall submit a final inventory, not later than ten working days following termination/completion of this contract, of all hazardous materials used since the last hazardous usage report to the CO or COR. The final inventory will list all hazardous materials used, total amount of each used, and a description of the disposition of any remaining hazardous material.
4.5 PERMITS, LICENSES AND CERTIFICATIONS
Unless otherwise specified in this contract, obtain necessary permits, licenses, and certifications;
give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review. All pesticide application will be made by State or Host Nation certified applicator as prescribed in DoDI 4150.07.
4.6 HOURS OF OPERATION
Perform grounds maintenance services during normal duty hours which are 6:00 A.M. to 6:00 P.M., Mondays through Fridays, excluding federal holidays, unless otherwise required in the contract or approved by the CO. There may be situations that require the contractor to work at times other than normal working hours. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO and reschedule the work to minimize disruption.
4.7 RECOGNIZED HOLIDAYS.
The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:
• New Year’s Day - 1 January
• Martin Luther King Day - 3rd Monday in January
• Washington’s Birthday - 3rd Monday in February
• Memorial Day - last Monday in May
• Independence Day - 4 July
• Labor Day - 1st Monday in September
• Columbus Day - 2nd Monday in October
• Veteran’s Day - 11 November
• Thanksgiving Day - 4th Thursday in November
• Christmas Day - 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.7.1 BASE CLOSURES
Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8 SECURITY REQUIREMENTS
Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.8.1 CONTRACTOR EMPLOYEE LIST.
This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations use building numbers or specify as base wide if applicable. Once completed, email the list to the Contracting Office representative in EXCEL format. The Contracting Officer will then prepare, attach a cover letter, and forward the Employee List to the Visitor Control Center.
4.8.1.1 The contractor shall submit the employee listing the Contracting Officer no less than five
(5) days prior to the performance start date and at least three (3) days prior as changes occur.
4.8.1.2 Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two (2) valid forms of identification.
4.8.1.3 If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. Hurlburt Field adheres to the guidelines of the REAL ID Act outlined in Air Force Guidance Memorandum to AFMAN 31- 113.
4.8.1.4 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
4.8.1.5 Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
4.8.2 APPEARANCE.
The contractor shall ensure that their employees dress in easily recognized and appropriate clothing for the work to be done. Employees shall wear a standardized uniform which bears the name of the company. The outer shirt may be removed for maintenance actions during summer months. No contractor employee or representative shall wear the uniform or a distinctive part of the uniform of any of the Armed Forces of the United States or any auxiliary of such while on the installation. Furthermore, no employee or representative of the service provider shall wear any article of clothing, or display any sticker, sign, or other article on his person or vehicle which is likely to incite violence, advocates illegal conduct, is racist, promotes sexual harassment, denigrates the United States or any agency thereof, or is profane or obscene in nature.
4.9 PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY
In the event of crisis or heightened security caused by a national emergency, natural disaster, or other causes, continue performance as necessary in support of the Air Force mission. The contract price and delivery schedule may be adjusted to reflect any change of work that may be directed.
4.10 SPECIAL QUALIFICATIONS
The contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. The contractor’s on-site manager must be able to speak and write in the English language. Provide telephone numbers of contractor manager and alternate(s) for after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the Government.
4.11 INTERFACES
Do not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the CO immediately by the most expedient means. Notify the CO verbally of disputes with customers or other base contractors and follow-up in writing.
4.12 CONTRACTING OFFICER AND CONTRACTING OFFICER REPRESENTATIVE
(QUALITY ASSURANCE PERSONNEL)
The Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contract award. Digging permits are available through the Contracting Officer Representative SrA Keyrim Jung (keyrim.jung.kr@us.af.mil).
4.13 WORK CLEARANCE REQUESTS
The contractor shall obtain an approved Work Clearance Request for all work which involves excavation including minor digging.
4.14 SAFETY REQUIREMENTS AND REPORTS
The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
4.14.1 REPORTING FULL-TIME-EQUIVALENT (FTE) DATA
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection mailto:keyrim.jung.kr@us.af.mil site. The contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site http://www.ecmra.mil (select the US Air Force logo).
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
4.14.1.1 Reporting Period. Contractors are required to input data by 31 October of each year.
4.14.1.2 Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

4.15 SCHEDULES
The contractor shall submit a schedule for all services described in this PWS and Appendices to the CO for review at the post-award conference and at each option year. The schedule shall identify plots, acreages, or base areas and days of the week service will occur. The schedule may be submitted electronically using a file format compatible with Government software programs such as "Microsoft Office" software.
4.15.1 SCHEDULE CHANGES
Occurrence based (non-permanent and no more than once a month) schedule changes due to customer requests or base exercises shall be support by the contractor. The COR will request the changes to the contractor 10 days before the schedule change take place for improved grounds mowing only at no additional cost to the government.
4.15.2 TRANSITION PLAN
The contractor shall provide a complete transition plan to ensure a smooth transition in the change of work effort without disruption of services.
