Questions, Week 2
1- Q: In what condition is the irrigation system currently? PWS 1.1.6.1 declares contractor responsibility for the base-wide automated irrigation system. Can the government confirm the Appendix B map with only six zones account for the contractor’s full responsibility for automated irrigation system maintenance? If not, can we get a map of the base-wide irrigation systems and clarity on those areas that require manual watering? Can the government please clarify the 485 heads; is this a total headcount to maintain or the number of anticipated/average repairs during the irrigation season? PWS 1.1.6.1 states watering will be performed during nighttime hours. Can the government confirm this includes manual watering - to be performed outside the contract operating hours of M-F 6a - 6p (PWS 4.6)? Topic: Irrigation. Ref:
Attachment- Performance Work Statement 1.1.6, 1.1.6.1, 1.1.6.2.
A: The current condition of the irrigation system is consistent with what the PWS states for maintenance of irrigation systems 1.1.6.2. Irrigation system is efficient and in good operational working order. Appendix B Sprinkler Map, is the full responsibility outlined under Hurlburt Fields irrigation. It includes 6 zones in Command Campus, no manual watering, and there are 485 separate sprinkler heads. We cannot estimate total number of anticipated repairs. There is no manual watering.
2- Q: Can the government provide average annual quantity of services of improved and semi improved mowing services? Topic: Mowing, Trimming, Edging. Ref: Attachment 1 – Performance Work Statement, pg. 23.
A: Refer to PWS, Appendix A- Grounds Description and Workload Estimates. We have provided the quantity, unit of measure, and frequency for all services required under this contract.
3- Q: Can the government provide average annual quantity of services? Can the government provide species and sizes of shrubs and trees? Topic: Tree and Shrub Pruning. Ref: Attachment 1
– Estimated Workload Data, pg. 23.
A: Refer to PWS, Appendix A- Grounds Description and Workload Estimates. We have provided the quantity, unit of measure, and frequency for all services required under this contract. Some species examples include but are not limited to Indian Hawthorne’s, Azalea’s, and Yaupon Holly’s. Some examples of trees can include but are not limited to live oaks, pines and Crepe Myrtles. The shrubs and trees on base range in all sizes from small to large.
4- Q: Per the PWS, this service is required 0-6 times annually. Can the government provide average annual number of work orders for CLIN 0006? Can the government confirm total acreage to be serviced is 119? Topic: Leaf Removal. Ref: PWS 1.1.8, pg. 7.
A: Average annual number of work orders for CLIN 0006 is 1. Total acreage to be confirmed is 119.
5- Q: What is the total acreage to be mowed under CLIN 0030? Appendix G lists eight special cut events, however appendix A states there are five. Which amount is correct? Topic: Special Cuts.
Ref: PWS pg. 29.
A: Appendix G lists 8 special events, which mainly take place in improved grounds areas which are already maintained under the contract. Special cuts are different than special events, and are accomplished in accordance with the PWS paragraph 1.8.4. There are an estimated 5 per year, and until the request is submitted there is no way to estimate acreage to be mowed. This service is usually used for clearing fence lines, cutting down large tree limbs, etc. An update to the PWS has been accomplished to reflect the changes to paragraph 1.8.4, and will be posted to FBO.gov via an amendment.
6- Q: Can the government provide total quantity of annual services for this line item? Can the government provide data regarding which beds are irrigated? What percentage of beds are mulch vs. rock? This information will be helpful to determine material costs. Topic: Maintain Vegetative, Inert Beds, Rock Beds, and Related Areas. Ref: PWS 1.5.
A: Appendix B states there is a total of 464,709 square feet of vegetative, inert beds, rock beds, flower beds and related areas. These areas are maintained 12 months out of the year. 75% of beds are pine straw and 25% red rubber mulch.
7- Q: Can the government provide the average width of the surface drainage ditches/total acreage? Can the government provide a list of ‘Air Force approved aquatic sprays’? Topic:
Surface drainage ditches. Ref: PWS 1.6.2.
A: Average width of drainage ditches is approximately 10 feet. Approved Aquatic Spray used is Polaris.
8- Q: Appendix A states there are 3000-4000. Can the government provide a more accurate count?
Topic: Tree Pruning. Ref: PWS 1.8.1.
A: Appendix A provides an accurate number of trees here on Hurlburt Field FL. This estimate is based on tree density, and not counting each single tree.
9- Q: Per the PWS, all herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel. Can the government provide a copy of the list?
Topic: Installation- Approved Herbicides and Pesticides. Ref: PWS 1.1.4 Weed Control.
A: List will be provided in different attachment.
10- Q: Appendix A does not list the MSA acreage. Can the government provide total improved and semi-improved acreage for the MSA? Topic: Munitions Storage Areas. Ref: PWS 1.1.5.
A: 4.96 Improved; 88.25 Semi-Improved
11- Q: Will the government approve an 11-pitch font for text-body and no-less-than 10-pitch for tables and graphics? Topic: Font Size. Ref: RFP Page 43 states: 12-pitch font.
A: The text size shall be no less than 12 pitch.
12- Q: A QCP is a contractor-developed and owned document and should not be page-limited.
Would the Government accept QCPs as a Part II Attachment (not page limited), and establish a revised page-limit to the remaining subparts 1 and 2 (Program Mgt/Staffing, and Transition)? In addition, the solicitation declares the QCP as a proposal deliverable (RFP Page 45), while the PWS Section 2.1 at Page 14 addresses the QCP as a post-award deliverable “no later than the pre-performance conference.” Can the government please clarify? Topic: Part II Technical Capability – page count. Ref: RFP Page 45 directs a 50-page limit for Part II Technical Capability to include a Quality Control Plan (QCP).
A: It has been determined that a 50-page limit for Part II- Technical Capability is reasonable. The QCP submitted with the contractor’s offer is used for evaluation purposes IAW Addendum to FAR 52.212-2 in this solicitation. If awarded the contract, the QCP will be reviewed by the Contracting Officer for additional feedback. The quality control plan submitted after contract award does not have a page limit.
13- Q: Appendix A lists the perimeter fence line as 10.8 acres, can the government provide total linear footage? Topic: Perimeter Fence Line. Ref: Appendix A, line 10.
A: 12,670 Linear feet, Airfield fence line.
14- Q: Airfield Light Fixtures requires a 10-foot wide path cut at 4-6” around the airfield perimeter.
Can the government provide total linear footage? In addition, can the government offer the general timeframes when BASH grounds maintenance is most effective (non-disruptive) and currently approved? Topic: BASH. Ref: PWS 1.3.2.
A: Timeframes vary based on Aircraft operations. Approval is scheduled through base Ops and Aircraft Control Tower. Linear footage is not calculated for this area since it is factored into BASH acreage.
15- Q: The PWS Appendix B maps are lower fidelity where plots and base areas are not legible. Can the government provide higher-fidelity pdfs that can be expanded in order to support developing the draft annual schedule deliverable? Topic: Appendix B and Map. Ref: PWS Attachment B.
A: PDF copies of the PWS Appendices will be posted to FBO.gov.
16- Q: Can the government provide total number and acreage of ammunition bunkers? Can mowers be taken on ammunition bunkers? Topic: Ammunition Bunkers.
A: Reference question 10. Smaller ZTR mowers can be taken on bunkers.
17- Q: Can the government provide the current incumbent contract price? Topic: Incumbent Price.

18- Q: The BASH annual mowing area appeared to have two distinguishable areas. One that appeared to be small trees and the other had brush and vegetation that appeared to be 3-4’ tall.
Can the government confirm which is the area to be mowed annually? Topic: BASH Annual Mowing.
A: Reference Appendix B Area Maps/Site Plans.
19- Q: Can the government provide detail regarding the contractor’s storage area to include its dimensions, security (does it include fencing?), and are electrical and restroom facilities included? Topic: Contractor Storage Area.
A: PWS outlines facility dimensions and storage square footage. Restroom is located in 90008, and facility storage area is fenced in.
20- Q: Can the Government please clarify the level of detail desired in the proposed ‘draft annual schedule’, e.g. ‘days of the week’? Topic: Annual Schedule. PWS 4.15 stating a schedule shall be submitted at the post-award conference and Offeror Instructions, Page 45 identifies the deliverable: Tab 2, b) Draft annual schedule with plots, acreages, or base areas and days of the week service will occur. The descriptions of the post-award and proposal documents read the same.
A: The schedule provided as part of the contractor’s offer is a draft annual schedule. Addendum to FAR 52.212-2 identifies minimum requirements for each of the technical subfactors in order to be determined acceptable.
21- Is it mandatory to attend the site visit in order to submit an offer?
A: No, the site visit is not mandatory.
