PART 1 GENERAL
1.01 WORK INCLUDED
1. The contractor shall furnish all labor, materials, tools, supervision and equipment and perform all operations necessary to accomplish all work complete in place, as shown on the contract drawings, specified herein, or as needed to Replace Roofs on Bldg. 90705.
The work shall be fully complete in accordance with the Contract Documents.
Contractor must meet Base Master Spec requirements. These projects are located on
Hurlburt Field, FL.
1.02 RELATED CONTRACT DOCUMENT
1. Roofing SABER Specifications.
1.03 WORK DESCRIPTION
1. The work to be performed includes, but is not necessarily limited to, the following principal features:
General Notes:
1. This project includes the removal of the existing roof surface, including aggregate surfacing, roof membrane and roof insulation down to the existing wood deck.
2. Roof demolition also includes the removal of all roof related metal flashings, including gravel guards.
3. Roof demolition shall be carefully coordinated with the installation of the new roof system so that no more roof is removed than can be replaced by the new roof system that same day. Special precautions should be taken when adverse weather conditions exist.
Temporary roofing required due to adverse weather conditions is the contractor’s responsibility and shall be removed completely when work is resumed.
4. The building shall be occupied while reroofing work of this contract is performed. The contractor shall be responsible for keeping the building weather and water tight to protect its occupants and contents. Access to the buildings entries and exits shall be maintained at all times.
5. The contractor shall be responsible for the protection of all finish materials to remain including wall surfaces, glazing and metal flashings. Special care shall include Tarpaulin covers and other methods including surrounding grounds shall be restored to its original site prior to the commencement of this contract.
6. All debris as a result of demolition and installation work shall be removed from the site daily.
7. Per the UFGSs for each roof installation, furnish a typewritten information card for facility records and a card laminated in plastic and framed for interior display at roof access point.

Approx. 1525 SF (61’ x 25’)
1. Remove existing 5ply, with gravel Built- up roof material to concrete deck.
2. Remove roof insulation
3. Remove edge flashing
4. Remove gravel stops
5. Remove 5” Gutters
6. Remove 4” down spouts
7. Remove splash blocks 8
8. Carefully remove save and reinstall antenna
9. Remove round curb flashing around AP/Gravity Vent
10. Remove flashing around steel pipe jack
11. Remove old caulking
12. Provide and install two fall protection tie down supports. Fall protection tie downs are to be
Permanently Fixed. The two fall protections shall be placed on the center of roof approx., 19’ from each end. Each fall protection Tie down shall be cable of supporting 600 lbs.
13. Provide and install Vapor Barrier to roof deck
14. Provide and install new roof edge flashing
15. Provide and install drip edge flashing where required
16. Provide and install new rigid roof deck insulation polyisocyanurate R-19. Tapered roof shall have a hip type configuration with ¼” slope.
17. Provide and install ½”recovery board (Shure rock or equal) fully adhered
18. Provide and install 2 ply SBS cold seamed Modified Built up roof system that includes white granule surface cap sheet, poly reinforced, 160 mils.
19. Provide and install new drip edge flashing
20. Provide and install new edge flashing
21. Provide and install new 5 “ gutter
22. Provide and install new 4” downspouts to 3” above splash block
23. Provide 20 yr. water tight weather seal warranty meeting the base spec requirements.
24. Contractor shall be required to provide a 5yr. contractor construction installation warranty.

1.01 SUBMITTALS
1. The Specifications are the governing document in determining the required submittal items.
1.02 CONTRACTOR USE OF SITE AND PREMISES
1. The construction site shall be kept neat and orderly at all times. The contractor shall remove debris from the site on a daily basis.
1.03 DISPOSAL
1. All demolition materials and debris shall be loaded onto trucks immediately for removal from site as required. It shall be the responsibility of the contractor to provide the trucks and for the selection of the dumpsite. Provide Contracting Officer with name of approved dumpsite, if requested.
1.04 STORAGE AREA
1. Storage area or areas will be coordinated at the Pre-Construction conference.
2. The Contractor is solely responsible for the security of materials located within the storage area.
1.05 SAFETY
1. The pertinent sections of the following publications are applicable to all work on this project.
A. U.S. Army Corps of Engineers: EM 385-1-1, Safety and Health Requirements
Manual.
B. Air Force Instruction (AFI) 91-301.
2. The Contractor shall safety barricade as necessary all excavations and hazards.
1.06 HAUL ROUTE
1. The Contractor shall utilize the most direct route to the delivery point.
1.07 PERMITS
1. AF Form 103, Civil Engineering Work Clearance Request
2. ERP 62-346, Environmental Resource Permit if project does not meet exemption criteria.
3. NPDES 62-621 Storm Water Pollution Prevention if project disturbs 1 acre or more of land.
1.08 PHASING AND TRAFFIC CONTROL
1. The Contractor shall work continuously and sequentially on this project.
2. The Contractor will submit a proposed project schedule for approval within 5 calendar days of the Notice to Proceed.
PART 2 PRODUCTS
2.01 ACCEPTABLE MATERIALS
1. Contractor shall refer to the IDIQ specifications for guidance in selecting appropriate materials to accomplish the work.
2.02 ALTERNATIVE MATERIALS
1. If Contractor suggests the use of a specific material not listed in the specifications, which the Government might consider to lessen the cost or increase the utility or appearance of the facility, the contractor may submit that material listed as a substitution for the
Government to evaluate.
PART 3 EXECUTION
3.01 INSPECTION
1. The contractor shall make a representative available to the Government on site to answer questions, which may arise.
2. The Government representatives will be allowed free access to the site in its entirety.
3.02 HOURS OF WORK
1. The normal hours of a workday shall be between 8:00 A.M. and 4:00 P.M., Monday through Friday, except holidays. The contractor may elect, at his option, to work hours other than normal duty hours if approved by the Contracting Officer. All work time, other than normal working days, shall be requested in writing, 3 days in advance.
3.03 PHOTOGRAPHS
1. Photographs are not required to be submitted but are highly recommended.
3.04 QUALITY CONTROL
1. The contractor shall establish and maintain quality control to assure compliance with
Contract Documents, and provide records of his quality control for materials, equipment and construction operations.
2. The Contractor is solely responsible for quality control on this project. A quality control representative will be appointed by the Contractor and will be on-site daily to assure the work accomplished meets the specifications.
3.05 AS-BUILT DRAWINGS
1. Prior to final inspection the contractor shall:
A. Submit original record drawings to Contracting Officer. Contractor is advised to have a reproduced copy of the original record drawings made for their records.
B. Obtain Disc copies of the contract drawings in AUTOCAD 2012 format. Correct drawing files (sheets) to reflect all as-built conditions based on the changes made as per item C. below. Add the words “AS BUILT” to the revision block of each sheet title block, the date the drawings were changed and the initials of the person making the change.
C. Submit one set of full-size prints of the corrected contract drawing files to allow Base
Civil engineer to verify accuracy of the corrected drawings against the record documents.
D. Upon review and approval of the corrected contract drawing files, provide disc copies to the government for their records.
3.06 INFORMATION CARD
A. For each roof, furnish a typewritten card, laminated in plastic and framed for interior display, or a photoengraved 0.032-inch thick aluminum card for exterior display.
Card shall be 8 1/2 by 11 inches minimum and shall contain the information listed on
IDIQ roof contract. Install card near point of access to roof, or where indicated. See attached Form
