SOLICITATION NO. FA441718R0012

ROOFING IDIQ

QUESTIONS & ANSWERS

25 Oct 18

Question 1: I am looking at the floor plans for BUILDING 90705, is the sealed concrete going to cover the entire floor? Or is there a designated area that the sealed concrete is called for?

Answer: The Statement of Work (SOW) did mention sealing the concrete roof deck. The

SOW has been revised to include Vapor Barrier. The SOW has also been revised to add that this roof can be Fully adhered vs Mechanically fastened since we are covering concrete roof deck.

Question 2: Building 90705 scope states provide and install fall protection supports. Are these supports to be permanently fixed or temporary to perform work only?

Answer: Fall protection tie downs shall be Permanently Fixed and each tie down shall be capable of supporting 600 lbs. SOW has been revised to reflect this.

Question 3: Both the Sample Project, Replace Roof, Section A, Bldg. 90137and Seed project

Bldg. 90705 both contain the same language which needs clarified on the scopes of work items

15 and 17. Insulation calls for R-30 25 psi, are we tapering on these roofs? Item 17 ask that everything flows correctly. Both Roof decks are flat. No mention of tapered. Please clarify.

Answer: Since Bldg. 90137 is a sample project, and there is already a newly installed Air

Handling unit on roof. Plus the water seems to be getting off the roof pretty good now.

This roof does not required to be tapered. If it needed to be tapered with ¼ Inch slope this would probably require getting the air handing unit removed/reinstalled with new curbing.

But for this sample project leave the tapered roof off this project.

On Bldg. 90705, the Roof needs to have a hip shaped tapered roof. And since this facility is just an air/condition pump house the insulation should be R-19 vs R-30. The SOW has been revised to reflect this.

Question 4: In 6.0 VOLUME IV – SEED PROJECT it states the Government provided SEED

Project statement of work, drawings, and associated information in the solicitation, provide a proposal for Replace Roofs on Bldg. 90705. Information provided shall include, but not limited to, proposal, bid schedule, pricing, and working time analysis (WTA). The seed project will not be reviewed during the award evaluation process. The Seed Project is not an evaluation factor in selecting the IDIQ contractor and will only be evaluated after the IDIQ contractor is selected and will be the first task order issued on the same day as award of the resulting IDIQ.

Is a Bid Bond required for the Seed Project? It is our assumptions if selected as the IDIQ contractor awardee and the first Task Order is awarded concurrently the same day as the IDIQ – the government would be asking for performance and payment bonds to be submitted for the

Task Order within 10 days after award in lieu of a bid bond– please clarify.

Answer: FAR Clause 52.228-1(c) in this solicitation states “The amount of the bid guarantee shall be 20 percent of the bid price for the base CLIN or $3,000,000.00, whichever is less.” Attachment 4, Additional Contractor Information, of the solicitation states “PAYMENT AND PERFORMANCE BOND SECURITY ON TASK ORDERS

To comply with clause at FAR 52.228-15, the offeror shall be required to provide bonds in the form of payment and performance protection for each task orders issued under this

IDIQ regardless of dollar amount. The penal amount of the Performance Bond (Standard

Form 25) and Payment Bond (Standard Form 25-A) shall be 100 percent of each task order. The contractor shall provide the bonding to the contracting officer within 10 calendar days of task order award date.”

Question 5: We plan on submitting through AMRDEC SAFE – it is our assumption that only one electronic copy is required for each Volume, plus the sanitized Volume 1 – please clarify.

Answer: Section L, Paragraph 2.1.4.1, states “A complete proposal shall consist of three (3) volumes: Volume I, Technical Proposal, Subfactor 1, Subfactor 2, and Subfactor 3; Volume

II (a), Past Performance; Volume II (b), Signed Teaming Agreement (if applicable);

Volume III, Cost/Price Proposal (Executed RFP Documents)/Contractor Responsibility;

and Volume IV, Seed Project.” Section L, Paragraph 2.1.1.1, states “Contractors may submit proposals electronically to the Government via the Army AMRDEC SAFE site

(https://safe.amrdec.army.mil/safe/). All documents submitted must be saved in .pdf format, and shall follow the instructions in 2.1.4 below. Title of the documents should include the offerors CAGE code (i.e. “Vol 1 Tech Proposal CAGE#”). Additionally, Bid

Bonds must be submitted hard copy in original form either by hand carrying or mail.”

Question 6: If submitting a response as an 8(a)-joint venture – is a copy of the executed joint venture agreement required to be included in the proposal?

Answer: The solicitation does not require it to be submitted with the proposal; however, please review 13 CFR 124.513, Under What Circumstances can a Joint Venture be

Awarded an 8(a) Contract.

Question 7: If submitting a response as an 8(a)-joint venture – do, we need to include a copy of the SBA JV approval letter with the proposal?

Answer: The solicitation does not require it to be submitted with the proposal; however, please review 13 CFR 124.513, Under What Circumstances can a Joint Venture be Awarded an 8(a) Contract.

Question 8: If the 8(a)-joint venture is part of the Small Business Administration’s All Small

Mentor Protégé Program – is a copy of the executed MPA approval letter required to be included in the proposal?

Answer: The solicitation does not require it to be submitted with the proposal; however, please review 13 CFR 124.513, Under What Circumstances can a Joint Venture be Awarded an 8(a) Contract.

Question 9: In the section for resumes for key team members – is a resume required for a site safety health officer?

Answer: Subparagraphs of Section L, Paragraph 3.1.2.1, indicate that resumes are required for Project Manager, Superintendent/Quality Control Officer, and Construction General

Foreman.

Question 10: Relevancy Assessment – can the past performance projects be standalone contracts and or task order contract types?

Answer: Yes.

Question 11: Is a project schedule required for the Seed Project - Replace Roofs on Bldg. 90705?

Answer: No, a progress schedule is not required with proposal. In accordance with FAR

Clause 52.236-15, FAR Part 36.515, and Page 11 of the provided Roofing IDIQ

Specifications, dated 12 July 2018, project schedules are required within five days after the work commences on projects that the period of performance is exceed 60 days. The project schedule is required for the sample project for evaluation purposes.

Question 12: Please define what the government considers the “working time analysis (WTA)” to be as referred under the Seed Project - Replace Roofs on Bldg. 90705 proposal requirement.

Answer: The form shall be similar to Government provided WTA that came with

Solicitation package for SEED project Bldg. 90705 and Sample project Bldg. 90137. I’ll send another WTA with revised SOW for Bldg. 90705. But you are required to submit something similar providing the same work requirements information, 1 Mobilization 1

Question 13: The RFP states that a relevancy determination of the offeror’s past performance will be made based upon the aforementioned considerations in the RFP, including joint venture partner(s). Since our JV was created as part of the SBA All Small Approved Mentor Protégé program and certified as an 8 (a) joint venture by the SBA – the JV carries “the past performance” of both Mentor & Protégé – therefore, is the government requiring a number of relevant projects from the both the Mentor & Protégé companies who make up the joint venture?

Answer: 13 CFR 124.513(f) states “Past performance and experience. When evaluating the past performance and experience of an entity submitting an offer for an 8(a) contract as a joint venture approved by SBA pursuant to this section, a procuring activity must consider work done individually by each partner to the joint venture as well as any work done by the joint venture itself previously.”

Question 14: We have a relevant roofing project that was completed at Tyndall AFB and is within the RFP time period and due to the base condition caused by Hurricane Michael – can we use a previously submitted PPQ for this project since a CPARs is not available?

Answer: Section L, Paragraph 4.1.2, of the solicitation states “Past Performance

Questionnaires will only be accepted electronically by email from Project Owners or their authorized representatives. Past Performance Questionnaires will not be accepted from

Prime Contractors, Subcontractors, or Manufacturers.” You may submit this as a part of your proposal but based the the quoted information from the solicitation, the source selection team will not be able to evaluate it based what you provided.

With that being said, Section M, Paragraph 4.1, of the solicitation states “In conducting the

Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to, the Past

Performance Information Retrieval System (PPIRS), Federal Awardee Performance and

Integrity Information System (FAPIIS) or other databases; interviews with Program

Managers and Contracting Officers; the Defense Contract Management Agency (DCMA), and commercial sources.” Under this, if the information provided can be verified with either the Contracting Officer who submitted it or the Contracting Officer who received it, it may be considered.

Question 15: Working Time Analysis is normally done for a “ Time vs Motion” study that an IE would do as an example “ an assemble line study of how long it took to complete a particular project and come up with a faster and better way to complete that task.” We have never seen it used on a construction project. Please clarify why it is being requested for the Seed project in lieu of a project schedule.

Answer: See response to Question 12 for Working Time Anaysis information. With regard to the project schedule for the seed project, in accordance with FAR Clause 52.236-15, FAR

Part 36.515, and Page 11 of the provided Roofing IDIQ Specifications, dated 12 July 2018, project schedules are required within five days after the work commences on projects that the period of performance is exceed 60 days. The project schedule is required for the sample project for evaluation purposes.

Question 16: Will the performance and payment bonds be required on an individual task order basis?

Answer: Yes, please refer Attachment 4, Additional Contractor Information, of the solicitation.

Question 17: Can we use past performance from our roofing subcontractors?

Answer: Section L, Paragraph 4.1, states that “The Government’s evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects (See Teaming Agreements, para 4.2).” Please review

Paragraph 4.2.

Question 18: Can we provide multiple employee qualifications for each of the team members in

Factor 1, Subfactor 2, i.e. Project Manager, Superintendent/Quality Control, and Foreman?

Answer: Nothing in the solicitation precludes this.

Question 19: According to the Statement of Work for the Seed Project, Bldg 90705, item 1 states to remove the existing roof down to concrete deck. However, item 16 states to mechanically attach the recovery board over the existing modified roof. Please clarify if the work is a full replacement or a recovery.

Answer: Yes, the SOW will be revised for clarification. Existing roof shall be removed all the way to concrete roof deck.

Question 20: Typically, for concrete decks the insulation is fully adhered. If the seed project is a full replacement, can the insulation/cover board be fully adhered as long as it meets the specifications?

Answer: Fully adhered. The SOW will be revised to reflect this.

Question 21: Please confirm/verify the last paragraph on page 41 of the Solicitation states that both or all companies who agrees to be in Teaming Agreement must be 8(a) Small Business.

Answer: This paragraph states “1.1.10 Who Can Participate. Proposals may only be submitted by 8(a) Small Business firms. At the time of initial contract offer and at time of award, each business must be a certified certified 8(a) Small Business. In order to submit an offer on a solicitation, each business concern in a Teaming Agreement must be a small business under the designated NAICS size standard, and must also be a small business when combined in the aggregate of all teaming affiliates.”

Question 22: In Attachment 1 – Bid Schedule, under “Division 2 – Selective demolition,” the line item (0001) “Remove Demo Splash Blocks” shows a unit of SF. Is this the correct unit of measure or should it be each?

Answer: Leave unit as SF. This unit of measure came right out of cost estimating guide.

Question 23: In Attachment 1 – Bid Schedule, under “Division 7 – Demo,” there are two line items for roof hatches, item (0049) “Remove Roof Hatch” and item (0054) “Roof Hatch.” These are both listed under the demolition trade. Could you please explain the work to perform for the line item (0054)?

Answer: Item 0054 should be for new Roof hatch installation and since roof hatches come in several different sizes, let’s assume each roof hatch size is approx. 2’6” x 3’ aluminum curb and cover.
