Questions and Answers: 16 Nov 16
1. Q: What is the deadline date to submit questions?
A: Please submit all questions to 1SOCONS no later than 23 Nov at 1630 (4:30PM) CST
2. Q: Who is the incumbent?
A: The incumbent is Bering Straits Logistics Services LLC. (BSLS), Contract Number FA4417-12-C-0041.
3. Q: Is the incumbent eligible to submit a quote?
A: Elegibility is defined by the solicitation. Any qualified, eligible contractors may submit an offer.
4. Q: Will the pre-performance conference take place just after award or just prior to the start of full performance?
A: The pre-performance conference will take place prior to the start of performance, as soon as practical after award.
5. Q: How many past performed contracts can a joint venture submit? Solicitation asks for each party of a “first time” joint venture to provide a list of no more than 3 contracts each while also stating no more than 3 can be submitted. Since the JV is considered a single entity, will the allowable total be 3 or 6?
A: As stated in the solicitation, if the Joint Venture is submitting past performance for the first time, they are a new joint firm and may submit not more than a total of 3 contracts from EACH firm. Current JV entities with past performance may provide no more than 3 contracts for the JV entity, or no more than 3 total.
6. Q: Will the Government consider sponsoring an 8(a) company for the facility clearance until said 8(a) company can obtain clearance?
A: No. Given the apparent interest in this requirement, the Government anticipates receiving adequate competition and will not take extra steps to sponsor a contractor who cannot obtain clearance.
7. Q: Please provide clarification on what constitutes CORE Task Training?
A: CORE task training’s are a part of each Air Force Speciality Code (AFSC). These codes along with their associated CORE tasks are available to the public and can be accessed by all interested firms.
8. Q: Can you provide clarification to Addendum to FAR 52.212-1 1.12.1.1.1.?
A: A clarification was made concerning SBA Teaming Arrangement approvals for 8(a) firms.
9. Q: Does the Government want separately bound documents for Volumes I, II, and III or a combined document?
A: Addendum to FAR 52.212-1 does not unstruct the contractor on binder preferences as the Government does not wish to unduly burdon contractors with such measures. Please note that it is considered a good practice to submit as little as possible, while still meeting the requirements stated in the solicitation. A “one-binder-fits-all” approach is acceptable so long as each section is clearly labled and can be understood by an otherwise competent individual.
10. Q: Should there be a section 1.8 to the PWS?
A: Section 1.8 was removed during the evolution of the PWS during planning phase. A placeholder will be inserted stating “1.8: Removed” or “1.8: Reserved”.
