5. Q: What functions will be performed with the Automatic Data Processing Equipment?
A: ADPE (definition): Any equipment or interconnected system or subsystems of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception, of data or information.
Functions performed using ADPE include Quality Assurance, Inventory, Document Control, HAZMART and Centralized Repair Facility (CRF) operations. (POSTED TO FBO 23 Nov)
6. Q: Will the pre-performance conference take place just after award or just prior to the start of full performance?
A: The pre-performance conference will take place prior to the start of performance, as soon as practical after award. (POSTED TO FBO 16 Nov)
7. Q: How many past performed contracts can a joint venture submit? Solicitation asks for each party of a “first time” joint venture to provide a list of no more than 3 contracts each while also stating no more than 3 can be submitted. Since the JV is considered a single entity, will the allowable total be 3 or 6?
A: As stated in the solicitation, if the Joint Venture is submitting past performance for the first time, they are a new joint firm and may submit no more than a total of 3 contracts from EACH firm. Current JV entities with past performance may provide no more than 3 contracts for the JV entity, or no more than 3 total. (POSTED TO FBO 16 Nov)
8. Q: Will the Government consider sponsoring an 8(a) company for the facility clearance until said 8(a) company can obtain clearance?
A: No. Given the apparent interest in this requirement, the Government anticipates receiving adequate competition and will not take extra steps to sponsor a contractor who cannot obtain clearance. (POSTED TO FBO 16 Nov)
9. Q: Will contractor personnel physically handle any hazardous materials? If yes, what type of hazardous materials will be handled?
A: Yes. Primarily issue exception code 7 and 9 items. (POSTED TO FBO 23 Nov)
10. Q: Please provide clarification on what constitutes CORE Task Training?
A: CORE task training’s are a part of each Air Force Specialty Code (AFSC). These codes along with their associated CORE tasks are available to the public and can be accessed by all interested firms. (POSTED TO FBO 16 Nov)
11. Q: Can you give the estimated time length of the delinquent document meetings IAW PWS 1.3.6?
A: Typical, delinquent document meetings run 15 to 20 minutes. Dependent on number of delinquent documents and responsible work centers responses. (POSTED TO FBO 23 Nov)
12. Q: Is there a guideline or description for approved badges IAW PWS 4.1.7?
A: Reference Attachment_5_-_PWS_(16_Nov_16). Badge requirement determined by contractor, and approved by customer. However, if badges are used it will conform to requirements in PWS para 4.2.7. Also, see CBA para 22.06 (POSTED TO FBO 23 Nov)
13. Q: When will the training plan listed in PWS 4.1.10.6 be required to be in place?
A: Reference Attachment_5_-_PWS_(16_Nov_16), para 4.2.10.6. Required to be in place at start of performance. (POSTED TO FBO 23 Nov)
14. Q: Can you provide clarification to Addendum to FAR 52.212-1 1.12.1.1.1.?
A: A clarification was made concerning SBA Teaming Arrangement approvals for 8(a) firms. (POSTED TO FBO 16 Nov)
15. Q: Does the Government want separately bound documents for Volumes I, II, and III or a combined document?
A: Addendum to FAR 52.212-1 does not instruct the contractor on binder preferences as the Government does not wish to unduly burden contractors with such measures. Please note that it is considered a good practice to submit as little as possible, while still meeting the requirements stated in the solicitation. A “one-binder-fits-all” approach is acceptable so long as each section is clearly labeled and can be understood by an otherwise competent individual. (POSTED TO FBO 16 Nov)
16. Q: Aside from the Facility Manager for HAZMART, are these other additional duties to be performed under this contract by other than QA personnel? If so, please provide more detailed requirements, especially for the safety-related additional duties.
A: Para 1.2.9 (QA); para 1.5.9 (HAZMART); para 4.2.10.2 (Chief of the Office of Record, Records Custodian); duties referenced in Service Summaries; duty position related (AFH 23-123, AFI 23-101, AFMAN 23-122, etc.) (POSTED TO FBO 23 Nov).
17. Q: Is building 90720 equipped with a loading dock? Are the other HAZMART facilities identified in Appendix 3a in close proximity to 90639 and do they also required deliveries of palletized drums or other heavy equipment?
A: Building 90720 is not equipped with a loading dock. Other HAZMART facilities identified in Appendix 3a are in close proximity to building 90720. See PWS para 1.5.2.1 for delivery requirements. (POSTED TO FBO 23 Nov)
18. Q: PWS Paragraph 1.5.3 requires “redistributing excess HAZMAT on base, to other Air Force bases . . . .” What portion of this activity (shipping, packaging, transportation) is the responsibility of the contractor or will the Government provide these services, as needed?
A: Contractor is responsible for transporting excess HAZMAT to on base holding/disposal collection points; for RDOs/off base shipments, the contractor will package and move to base outbound cargo Transportation Management Office (TMO) in building 90639. (POSTED TO FBO 23 Nov)
19. Q: PWS Paragraph 1.5.9 includes Facility Manager duties for HAZMART facilities. Can the Government provide more details as to this requirement? Is there a reference AFI or local base policy relating to the Facility Manager responsibilities? Will the Government (CE Real Property Section) provide necessary training for a Facility Manager? Will this require on-call status, posted phone number, potential overtime hours?
A: The Contractor is the primary occupant of the HAZMART Facilities. Facility Management responsibilities are listed in AFI 32-1001 Operations Management. Facility Management training will be provided by 1 SOCES Customer Service & Operations Flight. Responsibilities do require posted (home) phone number for contact to address facility issues that may occur after normal duty hours. Overtime hours will be addressed accordingly. 20. Q: Has the Government made a determination on applicability of Hazardous Pay Differential for the HAZMART workers in accordance with the Wage Determination notes and potential for exposure to incendiary devices, ordnance, etc.?
A: HAZMART workers do not handle, stock, or store incendiary devices, ordnance, etc. (POSTED TO FBO 23 Nov)
21. Q: Should there be a section 1.8 to the PWS?
A: Section 1.8 was removed during the evolution of the PWS during planning phase. A placeholder will be inserted stating “1.8: Removed” or “1.8: Reserved”. (POSTED TO FBO 16 Nov)
22. Q: Appendix 5c states “There are no government provided vehicles”. Will the Government provide some indication as to the types and sizes of vehicles required or currently in use? Specifically, will the contractor be required to provide trucks and forklifts? If so, to what specifications or capacities?
A: The government does not provide vehicles. The contractor will determine types and sizes of vehicles needed for performance of contract requirements. See PWS para 1.5.2.1 for delivery requirements. (POSTED TO FBO 23 Nov)
23. Q: PWS Paragraph 4.6.2, Support During Other Than Normal Duty Hours may require contractor support in times of emergency, deployment surge, etc. Will this support be provided under the basic CLIN x001 with no overtime, or will it fall under CLIN x002 which is currently limited to PWS paragraph 1.4.7 support?
A: Support efforts identified in para 4.6.2 differs from end-of-year support efforts in para 1.4.7. Support is provided under overtime CLIN. Paragraph refers to non-normal duty hours in the case of an emergency which may or may not be considered overtime. Paragraph 1.4.7. may be considered overtime if contract employees work outside of the normal work week hours. Both instances are considered minimal and the straight pay pricing provided in X002 CLINS will be used as a basis for Government planning when/if these situations arise. 24. Q: Is there a difference between the highlighted instructions in PWS Paragraph 3.3.1 and 3.3.3?
A: Yes. Para 3.3.1 addresses utilities; para 3.3.3 addresses refuse (trash) collection. (POSTED TO FBO 23 Nov)
25. Q: RFP Instructions paragraph 4.2.1. In compliance with the contract clause 52.212-4 entitled “Contract Terms and Conditions--Commercial Items, paragraph (a), the contractor shall provide a Quality Control Plan (QCP) that contains as a minimum, the items listed in 4.3.2. QUESTION: Should the reference to “4.3.2” be “4.2.2”?

1. Q: Where is the “Primary place of performance”? Having 9 Locations is not a "Primary" place of performance. Which location will be earmarked for “Headquarters” contract place of performance? Will the Government clarify and establish a “Primary” location for contract performance?
A: Primary place of performance is building 90639. (POSTED TO FBO 23 Nov)
2. Q: Under the General Description of Effort it states: The “Contract transition phase-in must be completed within thirty days, and shall ensure no interruption of operations during the transition.” In the CLIN structure of Section B of the Solicitation, CLIN 0001 states that the Transition will not exceed 15 days. Will the government give definitive guidance on Phase-In timeframe?
A: The solicitation does not contain a “Section B” since we are not using the UCF. 30 days is the anticipated period from award to beginning of performance. (POSTED TO FBO 23 Nov)
3. Q: Abbreviation has been made to Fort Belvoir to be annotated as (FB), this gave clarification to decipher between Fort Belvoir and Fort Bragg. However, has the abbreviation (NC) come to mean North Carolina (to encompass Fort Bragg) or New Cumberland, Pennsylvania? Will Government clarify abbreviations?

4. Q: Is TCTO Used?
A: Yes (POSTED TO FBO 23 Nov)
5. Q: PWS Para 1.7.1.2, MICP Roles are inherently governmental. Contractors or indirect-hire foreign national employees are not authorized to serve in the MICP roles indicated, but contractors or indirect-hire foreign nationals may assist with most administrative tasks related to the preparation of the annual statement of assurance. Please confirm or clarify this interpretation.
A: IAW AFI 65-201, Contractors will not serve in roles listed in Chapter 1, para 1.4. For example, Contractors will not serve as the Assessable Unit (AU) Manager identified in para 1.4.6.; or Assessable Unit Administrator (AUA) in para 1.4.7; or, Functional OPR in para 1.4.8. The Contractor may assist with most administrative tasks related to the preparation of the annual statement of assurance as identified in para 1.4. Tasks requiring assistance will be determined by the AU, AUA, or Functional OPR. (POSTED TO FBO 23 Nov)
6. Q: Do TOC, title page, etc., count toward the six-page limit in the Past Performance volume?
A: No, the Title Page and TOC will not count towards the six-page limit in the Past Performance volume (POSTED TO FBO 23 Nov)
7. Q: Does the six-page limit refer to the three specific contract references only or the total number of pages for the volume?
A: Both. The offeror may offer up to three contract references for a total of not more than 6 pages. (POSTED TO FBO 23 Nov)
8. Q: Please clarify the requirements for information on the covers and spines of sanitized Volume II binders.
A: Sanitized copies (cover page, spines, and contents of the binders) shall have no company identifying markings other than the CAGE code. Other non-identifying information such as solicitation name/number are not required to be sanitized or removed. (POSTED TO FBO 23 Nov)
9. Q: Please confirm that a cover page is not required for sanitized Volume II.
A: A cover page is not required for sanitized copies but is allowable and will not count towards the page totals. (POSTED TO FBO 23 Nov)
10. Q: Should offerors submit the portion of PPQs completed by the offeror as part of the Volume III submission, and if so, does it count toward the six-page limit?
A: IAW Attachment 1, Section 4.3.2. PPQs should be completed by the evaluator and e-mailed or sent via mail directly to 1 SOCONS and not through the offeror. “Completed questionnaires received or routed through the offeror, subcontractor or teaming contractor will not be accepted. “ PPQ pages received will not count against the 6 page total. 11. Q: With the incorporation of the CBA in Amendment 0002, some labor categories are not readily cross-walked to the previous SCA Wage Determination that lists DOL classification codes. If these labor categories are proposed, how should they be represented/listed in CLIN x002? Will the designation “CBA” be acceptable?
A: The Government will not provide job descriptions. All offerors are responsible for providing their offers with the known requirements in the PWS, Solicitation, and CBA, or alternate Wage Determination if the business model of the offeror differs from that of the CBA. (POSTED TO FBO 23 Nov)
12. Q: Attachment 1, 2. Volume I: Price; 2.4 states that all pages of the SF with the original solicitation documents shall be submitted. Is the government requiring a complete resubmission of the entire solicitation?
A: The entire SF1449 with contractor pricing, along with all SF30 amendments signed by the contractor as indication of acknowledgement, must be submitted as part of a complete quote. (POSTED TO FBO 23 Nov)
13. Q: Attachment 1, 3. Volume II: Technical, status in summary that only the CAGE code and no other markings or logos shall be included to identify the company name. Does this guidance apply to the Management Plan, Transition Plan and the Quality Control Plan?
A: Please reference the instructions about CAGE code application in the solicitation. Company names should not be present on technical data since said data will be reviewed by non-Contracting technical experts. Removal of names ensures a non-biased technical evaluation by technical evaluators. (POSTED TO FBO 23 Nov)
14. Q: Attachment 1, 3.2 Part 2, Transition Plan; Does the 30 days start on March 1, 2017 or February 1, 2017? Does the government intend to include a Transition CLIN or are any costs (of applicable) to be added into CLIN 0001?
A: Award for this contract is anticipated to be NLT 30 Jan 16. The contractor is then allotted 30 days to prepare for the start of performance on the effective date of the contract; 1 Mar 17. There is no funding CLIN for this purpose, nor will there be any funds added to CLIN 0001. (POSTED TO FBO 23 Nov, UPDATED 28 Nov)
15. Q: Attachment 1, 6.3 Format for proposal Parts II and III; can the proposal parts be included in one document or is the government expecting three separate and distinct volumes? Is the government requiring 3 ringed binders for the hard copies?
A: The Government requires all parts to be discernable from one another. We do not require separate binders for each. A single binder with all parts is acceptable, so long as the Government can differentiate between each Part and all parts are clearly labeled. (POSTED TO FBO 23 Nov)
16. Q: Attachment 1, Offers are responsible for mailing or hand-carrying offers; Does the government accept FEDX directly to the Tully Street address or are packages delivered to a mailroom on post? When the government references mail or hand carry is this reference to the U.S Mail system?
A: The Government accepts FEDX and other private carriers directly to Bldg. 90339, 350 Tully Street Hurlburt Field, FL 32544. Quotes submitted through U.S.P.S must arrive at our Postal Service Center (PSC) by the closing date of the solicitation. Packages received at the PSC on base by the closing time and date shall be considered timely. (POSTED TO FBO 23 Nov)
17. Q: To allow for adequate time for contractors to submit questions and receive and determine any impact to our solution, we are respectfully requesting the extension of the proposal due date from Monday, November 28 at 12:00PM CST to Tuesday, December 13 at 5:00PM CST.

18. Q: Within one of the major functional areas (Inventory), two job classifications which typically perform inventory duties (Warehouse Technician or Stock Clerk) are not included in the CBA. Without having access to these job descriptions, offerors cannot full ascertain which labor category is most appropriate in performing Inventory Operations, giving the current vendor a competitive advantage over other offerors. Would the Government please provide these job descriptions before the proposal due date?

19. Q: PWS dated 16 November 2016 provides five major performance work areas – Quality Assurance, Inventory, Document Control, Centralized Repair Facility, and the HAZMART. Will the Government advise if the current effort also includes these performance areas, or was there any additional requirements added after the 2012 contract award? If so, would the Government please advise what requirements were added?
A: The current solicitation requirement lists the effort required to successfully perform a resultant contract from this solicitation. (POSTED TO FBO 23 Nov)
20. Q: PWS dated 16 November 2016; Section 1.2, paragraph 1.2.4 and 1.2.5 discuss inspections and limited training for 2S0 and 2T1 military personnel. In order to appropriately staff the QA function to sufficiency perform all of the QA duties, would the government please provide the scope of these training and inspection requirements, along with the average number of hours required to conduct the 40 monthly performance evaluations, 40 reports prepared, and 40 reports reviews and responses?
A: The Government cannot provide the “average number of hours required to conduct the 40 monthly performance evaluations, 40 reports prepared, and 40 reports reviews and responses” as this depends on the offeror and contract employee’s experience in these tasks. The “scope of these training and inspection requirements” vary by the inspection and required follow-up “limited” training required for positive trend or error correction. (POSTED TO FBO 23 Nov)
21. Q: PWS dated 16 November 2016, paragraph 1.6.5, and Appendix 3a discusses the requirement for the contractor to inventory 7 supply points. Would the government please provide the total item records/units of issue that must be inventoried by the contractor?
A: This PWS section states the contractor” Assist repair shops in coordinating with FB4417 Flight Service Center (FSC) and LGRM leadership with the establishment of Forward Supply Points, as necessary” (POSTED TO FBO 23 Nov)
22. Q: PWS dated 16 November 2016, Appendix 4 lists 4,313 cycle inventory line items which must be counted each month. Of those line items, how many are on the 101 Item Record, vs. those in the MRSP Kits and REDHORSE?
A: Appendix 4 (Inventory) lists monthly average Cycle Inventory Line Items Counted. This monthly count may or may not contain a combination of 101 Item Record, MRSP Kits, or REDHORSE assets. (POSTED TO FBO 23 Nov)
23. Q: PWS dated 16 November 2016, Appendix 4, Centralized Repair Facility, indicates that the vendor will conduct weekly internal verification of stored classified assets. What is the total of Classified, COMSEC/CCI and NWRM line items that require semi-annual inventory? Further, if there is NWRM on the account and not managed in CAS, is the contractor involved in the inventory or is it just the Accountable Officer/Responsible Officer?
A: For OPSEC consideration, total number of Classified, COMSEC/CCI, and NWRM line items will not be disclosed. (POSTED TO FBO 23 Nov)
24. Q: PWS dated 16 November 2016, paragraph 1.6.5, and Appendix 3a and 4 requires the contractor to perform inventory of stored government assets throughout five warehouses. Would the Government please provide the most current (Oct. 2016) inventory schedule produced by the current contractor?
A: The Government has provided workload data which can be used by offerors. (POSTED TO FBO 23 Nov)
25. Q: PWS dated 16 November 2016, paragraph 1.6.5, and Appendix 3a and 4 relative to physical inventories. Does the contractor use a traditional R12 or ES-S generated listing to conduct physical counts during inventory or are they using Asset Management HHT’s?
A: Physical counts are conducted using an R12 generated by 635th Supply Chain Operations Wing. (POSTED TO FBO 23 Nov)
26. Q: PWS dated 16 November 2016, Appendix 4 lists the requirement for the contractor to perform 30 Special Inventory line item counts per month. Is this requirement due to out of balance conditions in the warehouses?
A: This is the monthly average special inventory line item counts. Rationale for special inventory is situational driven. (POSTED TO FBO 23 Nov)
27. Q: PWS dated 16 November 2016, Paragraph 1.4.6 provides for the responsibility of M10 validation and coordination with the Accountable Officers. Can this be performed via a monthly briefing, where all signatures may be obtained at that time?
A: Dependent on requirement of SOLRS CC/AO. Currently, this is performed during monthly briefing. (POSTED TO FBO 23 Nov)
28. Q: PWS dated 16 November 2016, Paragraph 1.6.4, and Appendix 4 discusses the requirement for the contractor to conduct 4 DIFM reconciliations per month. Would the Government please provide the average number of issued items appearing on the D23 (DIFM Listing) that would require Quarterly Inventory/Reconciliation?
A: The Government will not provide this data as data is dependent on workload, item status, etc. and is highly variable. Providing the average number is not anticipated to be of use to clarify paragraph 1.6.4. (POSTED TO FBO 23 Nov)
29. Q: PWS dated 16 November 2016, Paragraph 1.3 discusses the contractor’s responsibility in performing Document Control Operations. Would the Government please advise if the current vendor operates an approved Electronic Document Control system to clear and file documents?
A: Documents are cleared via ES-S and filed using Automated Imaging System. (POSTED TO FBO 23 Nov)
30. Q: PWS dated 16 November 2016, Paragraph 1.5.2.1 requires the contractor to deliver HAZMAT material from the Central Receiving Point to the HAZMART. Are HAZMART personnel also required to perform direct-deliveries of HAZMAT to customers?
A: HAZMAT Contractor Personnel do not perform direct-deliveries of HAZMAT to base customers (user). The contractor is responsible for transporting excess HAZMAT to on base holding/disposal collection points; for RDOs/off base shipments, the contractor will package and move to base outbound cargo Transportation Management Office (TMO) in building 90639. 31. Q: PWS dated 16 November 2016, Appendix 4 lists the average Force Records Alterations (FIX) performed each month. Is GLSC performing the FIX Actions or is it locally?
A: FIX actions are performed by 635th Supply Chain Operations Wing. (POSTED TO FBO 23 Nov)
32. Q: PWS dated 16 November 2016, Appendix 4 lists the requirement for the contractor to perform 15 Technical Assistance Requests (TAR's) each month. Would the Government please provide more detail relative to what is involved in performing these TARs, so that the offeror can better estimate the manpower required to satisfy this requirement?
A: Technical Assistance Requests involved procedural clarification and/or process guidance resulting from discrepancies identified during evaluations. Clarification/guidance involved research of AFIs, AFMAN, Handbook, DOD guidance. (POSTED TO FBO 23 Nov)
33. Q: The requirement to include a completed DD 254 seems to be limited to Joint Ventures only. A: Amendment posted 22 Nov 16 corrected this issue within the Addendum to FAR 52.212-1. All offers must contain a completed DD 254 per the solicitation. (POSTED TO FBO 23 Nov)
34. Q: 52-212-1 Section 6.3: Please clarify whether this reference for formatting applies to Volumes II and III.
A: Addendum to FAR 52.212-1 Section 6.3 states: “Format for proposal Parts II and III shall be as follows:”, indicating 6.3.1 to 6.3.3 apply to Parts II and III. (POSTED TO FBO 23 Nov)
35. Q: Paragraph 1.5.2.1 of the PWS states “Transport HAZMAT from central receiving Building 90639 to the HAZMART Building 90720, (approximately 1 mile) ….” However, Appendix 5c of the PWS says that “There are no government provided vehicles under this contract.” QUESTION: Is the contractor expected to provide vehicles to transport materials?
A: The government does not provide vehicles. The contractor will determine types and sizes of vehicles needed for performance of contract requirements. See PWS para 1.5.2.1 for delivery requirements. The incumbent contractor utilizes a forklift and small pickup truck to transport material from B90639 to HAZMART. The maximum load is 2,400 lbs. (4 x 55-gallon drums @ 600 lbs. each).

Q: Paragraph 1.5.7 of the PWS states “Maintain existing low-level radioactive storage facility and coordinate disposition of radioactive material with the base radiation safety officer.” QUESTION: Can the Government clarify as to the types of low-level radioactive materials being stored, e.g., Tritium on watch faces/gauges for visibility in darkness, etc.?
A: The radioactive type is Thorium. It is found on counter measure sets or embedded in access window covers.
37. Q: PWS appendix 4, Workload Estimates, HAZMART. Line 7 indicates 15 shipments per month. QUESTIONs: Are these shipments on or off base? Do any shipments require certification and packaging for transportation off base via ground or air?
A: Contractor is responsible for transporting excess HAZMAT to on base holding/disposal collection points; for RDOs/off base shipments, the contractor will package and move to base outbound cargo Transportation Management Office (TMO) in building 90639.
38. Q: RFP dated 27 October, page 3, CLIN 0002 lists five additional labor categories, which are not contained in the CBA. In order to price the fully burden costs for non-standard duty hours, would the Government please confirm that these labor categories accurately reflect the job classifications currently performing the work, and advise if the offeror is permitted to bid these labor categories in CLIN 0001 against SCA wages.
A: The Government does not intend on further clarifying possible labor categories. The purpose for this CLIN is to account for an hourly rate for labor classifications an offeror may utilize. If additional labor classifications are anticipated to be used by an offeror, they may add them and their fully burden costs for non-standard duty hours so they may be included in any resultant contract. A: The government requires at a minimum of EESOH-MIS shop users/HAZMAT Awareness training which can be provided by 1 SOCES at no cost. Contractor determines additional training requirements for duty performance. Additional training not otherwise required by the Government shall be at the contractor’s expense.

Q: PWS 4.2.10The referenced para states the contractor is responsible to schedule and coordinate specialized training that insures contractor personnel maintain currency in military / defense specific systems to include hardware, software, and other systems applicable to the performance of the contract. Please confirm what warehouse management system training is required for contractor personnel ISO this contract.

1. Q:The PWS, 1.4.2. directs to conduct physical inventories. Is this a manual hand count or are the items to be inventoried electronically captured, such as RFID technology? How many man hours have historically been utilized for this requirement, per physical inventory?
A: Inventory is performed manually. See PWS Appendix 4, Workload Estimates. Man hours will be dependent on items inventories, work force availability and personnel experience.
2. Q: The PWS, Appendix 4, Workload Estimates, #8, states a requirement to validate shelf life of HAZMAT material. Are these materials captured in an electronic database that include expiration dates or is this a physical validation? How many items and quantities are normally contained in a typical inventory?
A: Validation is conducted physically. See PWS Appendix 4, Workload Estimates for HAZMART items to be inventoried.
3. Q: CLINs X002 instructs offerors to “insert the proposed fully burdened rate for non-standard duty hours for each of the following DOL Labor Categories; Supply Technician, Material Expeditor, Material Coordinator, Warehouse Specialist, Shipping/Receiving Clerk, and Forklift Operator for each of the Periods of Performance. As a CBA is now incorporated that identifies the Job Classifications in Appendix A, along with the wages, please confirm the CLIN X002 SCA positions remain correct.

4. Q: CLINs X002 lists a Forklift Operator, however, there is not a forklift listed under the government provided equipment. Is there a forklift available to transfer HAZMAT from the central building to the HAZMART building? If no Government forklift provided, is the Contractor to provide one?
A: Non-motorized equipment such as pallet jacks are available and will be provided by the Government as “joint-used”. Required equipment which is motorized such as forklifts and trucks are NOT provided and will be contractor provided. The offeror shall determine from the solicitation and these answers, the amount and type of forklift/vehicle requirements. This is a Firm-Fixed price contract.
5. Q: The Transition Plan states that “This plan shall detail how the offeror intends to manage, staff, schedule (to include milestones), and complete all required tasks within 30 days of contract award and be able to perform IAW the PWS on the first day of the performance period without degradation in service from the previous contract…” Is this 30 Calendar days or 30 Business days?
A: 30 Calendar days
6. Q: PWS 1.5.2 states that the contractor will be responsible for: receipt, storage, issue, inspection and distribution of HAZMAT materials. Is the contractor or the government responsible for HAZMAT disposal? 7. Q: CBA Appendix A calls for a Hazmart Technician. However, PWS 1.5 HAZMART duty descriptions seems more in-line with an Environmental Technician. Will you confirm the job description for the CBA Hazmart Technician?
A:The Government will not provide job descriptions. All offerors are responsible for providing their offers with the known requirements in the PWS, Solicitation, and CBA, or alternate Wage Determination if the business model of the offeror differs from that of the CBA. (POSTED TO FBO 23 Nov)
8. Q: Per CLINS X002, Offerors are to price Non Normal Duty Hours, IAW PWS 1.4.7. Will the Government define the hours of Non Normal Duty for Offerors to determine whether or not a WD SCA Shift Differential is required?
A. The Government has incorporated CBA 2016-9467. The offeror is responsible for providing their pricing. A Firm-Fixed Priced will result from this solicitation. X002 CLINs are designated as a LOT and funded up to the amount on the CLIN per year. Pricing requested is straight time and if overtime pay is appropriate for these CLINS, the straight pricing shall be used as the starting point for the Government to plan for allowable amounts of hours which may be authorized IAW the CLIN.
9. Q: Are “non-normal duty hours” considered overtime in CLINs 0002, 1002, 2002, 3002, 4002, and 5002? Does the government expect to see a base rate and an overtime rate for non-normal duty hours, per SCA labor category?
Non-normal duty hours may or may not be considered overtime. Paragraph 1.4.7. may be considered overtime if contract employees work outside of the normal work week hours. Both instances are considered minimal and the straight pay pricing provided in X002 CLINS will be used as a basis for Government planning when/if these situations arise. Proper payment of straight or overtime shall be followed by the contractor.
10. Q: We noticed numerous forklifts, pallet dollies and other equipment in all of the warehouses. We assume these are government-owned.
1. Are they owned by the government?
1. Will any of these items be made available to the contractor for use? For joint-use with government personnel? If so, how many of each type at each facility will be made available?

13. Q: Does the contractor transport MRSP kits anywhere within a facility, between facilities or on the installation?

14. Q: Regarding the Aircraft Parts Stores, does the contractor receive all shipments directly into these facilities or are they received into the main CRF and then processed and moved to the parts stores?
A: CRF serviceable managed assets are receipted by CRF personnel. Movement of assets, when required, is conducted by government personnel.
15. Q: Are any of the printers in APPENDIX 5a multifunction that can be used to make photocopies? If so, which?

16. Q: Is the government providing a copy machine for contractor use? If not, does the contractor have access and use of a joint-use machine?

23. Q: Currently there are 5 labor categories listed on the overtime CLIN sheet, but 6 positions will be filled. Which labor category, from the CBA, needs 2 individuals to complete the workload? A: Each offeror shall submit their Firm-Fixed pricing for to adequately perform the tasks within the requirement.
24. Q: For the Non Normal Duty Hours, the SF 1449 Continuation sheets asks for an hourly rate for each labor category but for unit cost they only offer it as 1 LOT. Can the government give a breakout of the overtime hours required for each labor rate so that accurate pricing can be given?
A: The non-normal duty hours amount per position is requested to allow for the Government to plan for any emergency non-normal duty hours whereas the Government has the amount prior to the request to ensure funding is available for the time required. It is not anticipated this non-normal duty hour time will be required so no breakout has been determined, nor will be given.
25. Q: or CLIN 5001 & 5002, it looks like they would like a pricing for a 6 month extension, but they do not give any quantity or units on the SF 1449 Continuation sheet as well. On page 33 of the solicitation, it states that the contract will not exceed a 5 year contract, so that makes it sound like the government could not extend it for an extra 6 months even if they wanted to. Please clarify what the government requires terms of pricing for CLIN 5001 & 5002. A: Pricing is not requested for CLIN 5001 or 5002. The Government reserves the right to extend services IAW FAR 52.217-8. This extension may be at a point within the first few years of the contract. Pricing for the extended services shall be IAW the prior period of services.

1. Q: Will contractors be provided a Seniority List for incumbent personnel placement purposes?
A: IAW FAR 22.1020 "At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination." Offeror's may contact the incumbent contractor (Bering Straits Logistics Services LLC), or the International Association of Machinists & Aerospace Workers AFL-CIO, District Lodge 75, Local Lodge 20 for information prior to the required by law date.
2. Q: Will the Government provide contractors with a list of incumbent employee hiring dates for PTO purposes?
A: No. Providing incumbent employee information would give contractors the number of employees currently working for the incumbent.
