(End of Provision)

(viii) The provision at 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition.

The Government will organize the quotes based on the price from lowest to highest and will evaluate the technical approach of the two lowest priced offerors first. If the two lowest priced offerors are technically acceptable, then the lowest offer represents the best value for the Government and the evaluation process ceases at this point. If one of the offerors is technically inacceptable, then the next lowest offeror will have their technical approach evaluated, and this will continue until the government has two technically acceptable offerors or runs out of offers to evaluate. At that point, award shall be made to the lowest priced technically acceptable offeror without further consideration to any other offers.

The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ.
