Sheet 49, Note 2 (Elect General notes) states: All open excavations shall be covered with metal plates or backfilled at the end of the shift. Does this note apply in paved areas only? Does it apply to grassed areas while waiting for the duct bank concrete to cure? Snow fence around open trenches would normally be provided at open trenches.

Snow fencing will suffice if area(s) have been designated contractor clear zones.

R0002 7-Mar-18 Is the counterpoise to be installed in concrete? Please explain Elect. Eq. Note 1, Sheet 49 (3rd paragraph).

Per UFC 3-535-01, paragraph 12-1.6.1:

"If this is not practical, install counterpoise 4-6 inches above the duct or direct buried cable." It is deemed impractical to trench the counterpoise in a separate trench requiring additional asphalt pavement displacement and patching. Counterpoise shall be routed a minimum of 2 feet around light bases and other relevant equipment.

Re: Sheet 107, Detail 4. If the counterpoise must be installed 24” from the base can in lieu of within the excavated / core drilled area for the light a huge amount of additional asphalt will have to be removed and replaced. Perhaps as much as $500,000 to $1 Million. Compare to Detail 1 on Sheet

107 (EL521) where counterpoise is over ducts. Can the counterpoise be placed over the PVC duct in asphalt patched areas?

Sheet 99, Detail 2 shows the in-pavement R/W, T/W edge light detail. It seems to us that pouring the concrete around the light base to 4” below the asphalt level creates a tremendous amount of additional

(unnecessary) work. Pouring the concrete around the base up to finished asphalt grade would eliminate substantial extra costs to include asphalt coring, L868 Light base extensions, high strength non-shrink grout, and make keeping the snow plow ring at the proper height much easier.

Install in accordance with drawings, Sheet 99, Detail 2.

Drawing EL521 “Notes” #3 contradicts this indicating that the counterpoise shall be installed with all duct banks. For example, does a counterpoise need to be installed with the ductbank that is run to the control tower containing only

FO cable?

Counterpoise is required for primary series circuits supplying power to airfield lighting equipment.

How can that happen when base cans for R/W lights are 200 feet apart?

Are the existing underground lighting circuit conduits direct buried or concrete encased? Are they PVC conduit, GRS conduit, or other material? Specifically, we are concerned about the existing runway edge light and taxiway edge light circuits.

The new 2x2” concrete encased duct bank is shown to be installed in the same location where the existing underground lighting conduits are located and we are concerned about what will be encountered when excavating for the new ductbank.

Best available information is direct buried PVC conduit.

Is railroad protective liability insurance required for the work to be performed on the southeast side of the runway (drawing EC110)? If so information will have to be provided by the government prior to bid time about the railroad in order to get a quote from insurance carriers (railroad company, number of trains per day, speed, etc.). Will railroad flagmen be required and who will provide them?

The government is applying for RR ROE access and is providing the application instructions for informational purposes only. No flagman are required unless work is being performed within 50 feet of RR centerline. Offerors shall plan accordingly.

Airfield Operations personnel will train contractor personnel on airfield procedures and control tower communications when it is required by the contractor to cross active taxiways or other airfield clearance requirements.

The contract drawings indicate that the conduits in the duct bank should have 5- 1/2” spacing between the conduits. For manufacturers of duct bank spacers, the standard largest size of a duct spacer is one with a 3” spacing between the conduits.

Can the distance between the conduits in the duct bank be reduced to accommodate standard size spacers. Not only will this reduce the cost of fabricating the spacer, but also save in additional concrete quantity and excavation/backfilling for the duct bank.

3.1.5. Can radio transmitter “walk-over”

system such as Subsite TK Recon be utilized for guidance in lieu of a wireline and “tru-tracker” magnetic guidance systems? Also, paragraph 2.2 indicates that the location of the bore shall be made every 2” along with other information.

Does the logging of the location need to be this precise or can location be provided at every 3-5 feet?

Radio Transmitter system and locates every 3 feet is acceptable.

Regarding sheet EL522 – center to center duct measurements are shown as 7 ½”. We believe that is in error for ductbanks with

2” conduits. 7 ½” center to center duct spacing is correct to achieve 3” concrete encasement with 4” duct. For 2” ducts to achieve 3” concrete encasement the center to center duct measurement is 5 ½”.

Spacers to achieve 7 ½” center to center spacing on 2” ducts are not available.

Specifications agree with our reasoning calling for 3” off concrete between ducts.

Which is correct?

Sheet EC103 call out I (circled) points to T/W and R/W new conduits under existing shoulders (in 2 locations). Keynote I (circled) says see sheet EL522, detail 2 for trenching in HMA pavement. However, detail 2 on EL522 refers to trench in non-paved areas. Please provide correct detail reference.

EL 522, detail 2 for asphalt shoulders should be modified from 6" of top soil to minimum 4" HMA and additional 2" of compacted backfill to match existing shoulder pavement.

The new R/W edge light center line (and duct bank center line) are 5’ from the R/W edge. The existing R/W Edge lights are about 7’ from the existing runway edge.

Depending on type existing edge lighting duct (or duct bank) these two could be too close together. Can the new edge lights be closer than 5’ from the runway edge?

No. Edge lights are to be placed at 5' from runway/load bearing pavement edge. Best available information is existing airfield lighting circuits are in direct buried PVC conduit(s).

We note in the project specifications that there are a number of sole sourced proprietary airfield electrical requirements.

Those are the:

L829 switchgear regulators L890 control system upgrade

We are requesting that these items be listed in the bid tabulation as an allowance item with a predetermined cost to any contractor that is bidding the project. By providing these items as allowance items the balance of the material can be competitive bid providing the Base with the most competitive pricing in the market. Without segregating these items in the bid with a predetermined cost there is little point in any other airfield lighting manufacture quoting the project and the Air Force will have to take any price the sole source manufacturer elects to provide.

We replaced the regulators and control system on a previous project. The contractor does not need to supply any additional switchgear regulators L829 items. They are required to use the existing regulators in the switchgear.

The lighting vault controls modification, L890 item, involves proprietary ADB software.

If there are no modifications or additions to the switchgear CCR's the issue would then be the L890 ALCMS. Any changes or upgrades to the system would have to be performed by ADB and therefore proprietary. We would request that the

ALCMS scope of work have a predetermined cost and that cost be made part of the bid tabulation as an allowance item allowing the successful contractor the ability to purchase the balance of the electrical package from the manufacturer of their choice without the concern of being able to procure the proprietary software and or services from ADB. This will effectively create a fair and open bidding environment for all qualified manufacturers and provide the Scott AFB the ability to select the most economical proposal that meets their requirements.

At this time, the Government does not intend to create a separate line item with a predetermined cost for the ALCMS scope of work. Airfield lighting fixtures are not limited to one manufacturer. The current control system is compatible with products from other manufacturers. This RFP is a best value trade-off so Offerors are welcome to propose the best solution in conformance with the SOW and Design

Documents.

Drawings GS101 through GS109 show silt fence listed in the symbol legend, however, no silt fence is shown on the drawings. Is the contractor to determine the silt fence required and include in price, so are we only to include what is shown?

It is not envisioned that a EPA permit will be required for the project since total excavation should be less than 1 acre in square footage. Silt fence would only be required for excavated material stockpiling on "downstream" side of site.
