Sheet 49, Note 2 (Elect General notes) states: All open excavations shall be covered with metal plates or backfilled at the end of the shift. Does this note apply in paved areas only? Does it apply to grassed areas while waiting for the duct bank concrete to cure? Snow fence around open trenches would normally be provided at open trenches.

4-Apr-18 Snow fencing wiill suffice if area(s) have been designated contractor clear zones.

28-Jun-18 A01 3-Jul-18

R0002 7-Mar-18 Is the counterpoise to be installed in concrete? Please explain Elect. Eq. Note 1, Sheet 49 (3rd paragraph).

4-Apr-18

Per UFC 3-535-01, paragraph 12-1.6.1:

"If this is not practical, install counterpoise 4-6 inches above the duct or direct buried cable." It is deemed impractical to trench the counterpoise in a separate trench requiring additional asphalt pavement displacement and patching. Counterpoise shall be routed a minimum of 2 feet around light bases and other relevant equipment.

R0003 7-Mar-18

Re: Sheet 107, Detail 4. If the counterpoise must be installed 24” from the base can in lieu of within the excavated / core drilled area for the light a huge amount of additional asphalt will have to be removed and replaced. Perhaps as much as $500,000 to $1 Million. Compare to Detail 1 on Sheet

107 (EL521) where counterpoise is over ducts. Can the counterpoise be placed over the PVC duct in asphalt patched areas?

4-Apr-18 See R0002 Response 28-Jun-18 A01 3-Jul-18

R0004 7-Mar-18

Sheet 99, Detail 2 shows the in-pavement R/W, T/W edge light detail. It seems to us that pouring the concrete around the light base to 4” below the asphalt level creates a tremendous amount of additional

(unnecessary) work. Pouring the concrete around the base up to finished asphalt grade would eliminate substantial extra costs to include asphalt coring, L868 Light base extensions, high strength non-shrink grout, and make keeping the snow plow ring at the proper height much easier.

4-Apr-18 Pouring the concrete to asphalt grade level is acceptable.

28-Jun-18 A01 3-Jul-18

R0005 7-Mar-18 Are the light bars on Sheet 69 at Stations

180 + 09.03 new or existing?

4-Apr-18 New 28-Jun-18 A01 3-Jul-18

R0006 7-Mar-18 On Sheet 80 Note K refers to Sheet CD301 for trenching in PCC. We believe Note K should refer to a different sheet.

4-Apr-18

Refer to sheet 41, Drawing # CP501.

Place counterpoise conductor in same trench. See R0002 Response.

28-Jun-18 A01 3-Jul-18

R0007 7-Mar-18 On Sheet 82 should horizontal directional drilling be shown for the 2-2”-for FO cable? (top right)

4-Apr-18

There are (2) existing 4" depth asphalt, 10' wide access roads in this area.

Contractor has the option to trench and patch.

28-Jun-18 A01 3-Jul-18

Request for Information (RFI) Subject Matter Expert (SME)

R0008 7-Mar-18

Sheet 6 (GP101) indicates the new duct bank coming from the vault crossing an existing short runway between the West

Ramp and T/W A. That existing runway is not shown on Sheets EC112 or EC113. Are we to bore under that runway via Horizontal Directional Drilling?

4-Apr-18

Contractor has the option to trench and patch across rarely used Foxtrot

Parking ramp.Match existing. Assume

8" HMA.

28-Jun-18 A01 3-Jul-18

R0009 7-Mar-18

With regard to questions 2 and 3 above we request better details on exactly how the existing R/W asphalt shoulder (11” HMA plus 6.5” HMA) are to be cut and patched.

Particularly with regard to counterpoise and 2” conduit placement.

4-Apr-18

For removal refer to CD501 Detail 1.

Contractor shall remove existing HMA , PCC and material required to maintain

3 1/2" conduit separation from excavation envelope and 5 1/2" spacing between conduits.Minimum depth to top of duct-bank is 2'.

28-Jun-18 A01 3-Jul-18

R0010 7-Mar-18 Sheet 107, Note 2 (last sentence) under

Detail 3, is confusing. Please clarify meaning.

4-Apr-18 Counterpoise shall be placed in same trench pertaing to structural pavements.

28-Jun-18 A01 3-Jul-18

R0011 7-Mar-18

Sheet 108, Please confirm whether or not the 2W2” R/W and 1W2” T/W duct banks in the existing 11” + 6.5” HMA shoulders are to have #4 rebar reinforcement for all edge light conduits.

4-Apr-18

Per note 1 sheet # 108, drawing EL522, reinforcement is only required under full strength pavements.

Reinforcement is not required in the shoulder areas.

28-Jun-18 A01 3-Jul-18

R0012 7-Mar-18

Sheet 38 (CD501), Does the Step 1 and Step 2 process apply to the 1W2” T/W and 2W2” R/W shoulder cutting and patching for the new edge lights?

4-Apr-18

Contractor shall remove existing HMA , PCC and material required to maintain

3 1/2" conduit separation from excavation envelope and 5 1/2" spacing between conduits.Minimum depth to top of duct-bank is 2'.

28-Jun-18 A01 3-Jul-18

R0013 7-Mar-18

From Drawing EC113 we cannot tell how far it is from MH01 to the AF Lighting Vault. Please show AF Lighting Vault location on EC113.

4-Apr-18 Distance from west ramp edge to AFLV is approximately 120' 28-Jun-18 A01 3-Jul-18

R0014 6-Jul-18

Are L-823 connectors (splices) required to be installed on every #6 L-824 5KV conductor cable in every HV manhole and HV handhole where the conductors pass through or can circuits pass through some of the manholes and handholes without splicing (at the contractors option)?

9-Jul-18 Contractor option per maximum cable pulling tension limitations.

9-Jul-18 A02 11-Jul-18

R0015 6-Jul-18 Do the equipment ground conductors require cable tags as shown on drawing

EL501?

9-Jul-18 No. 9-Jul-18 A02 11-Jul-18

R0016 6-Jul-18

Is the #4 counterpoise conductor to be installed with all ductbank runs? Drawing

EG001 “Electrical Equipment Notes” 1 indicates that the counterpoise is only required along with primary series circuits supplying power to airfield lighting equipment. Drawing EL521 “Notes” #3 contradicts this indicating that the counterpoise shall be installed with all duct banks. For example, does a counterpoise need to be installed with the ductbank that is run to the control tower containing only

FO cable?

9-Jul-18 Counterpoise is required for primary series circuits supplying power to airfield lighting equipment.

9-Jul-18 A02 11-Jul-18

R0017 6-Jul-18

Drawing EG001 “Electrical Equipment Notes” paragraph 5 indicates that counterpoise ground rods shall be out of sync with base can ground rods by 500 feet.

How can that happen when base cans for R/W lights are 200 feet apart?

9-Jul-18 Follow direction that counterpoise ground rods shall be spaced no more than 1000 feet.

9-Jul-18 A02 11-Jul-18

R0018 6-Jul-18 Where does the counterpoise terminate or go when it gets to MH-01?

9-Jul-18 Terminate with ground rod at MH-01 9-Jul-18 A02 11-Jul-18

R0019 6-Jul-18

Does the counterpoise need to be installed with ductbanks that are routed in pavement such as for ALSF-1 centerline approach lighting?

9-Jul-18 Yes. Refer to R0010 Response 9-Jul-18 A02 11-Jul-18

R0020 6-Jul-18

How should the counterpoise terminate at the end of ductbank/conduit runs? The only definitive indication in the contract documents is to install a ground rod at every 1,000 feet. Should every counterpoise run have a ground rod installed at the very end of the run?

9-Jul-18 Yes. 9-Jul-18 A02 11-Jul-18

R0021 6-Jul-18

In regards to the above questions regarding the counterpoise, could a set of drawings be provided that show the routing of the counterpoise and where the ground rods are to be installed?

9-Jul-18 Contractor to follow direction per notes, details and drawings.

9-Jul-18 A02 11-Jul-18

R0022 6-Jul-18

For the manholes and handholes as shown on drawings EL532 and EL535, does the 4” thick concrete apron need to be installed around the entire perimeter of the manholes and handholes? Also, the handhole apron is specified to be 3 foot wide, but the manhole apron width is not specified.

Please specify the width.

9-Jul-18 Yes. 3' is Typical 9-Jul-18 A02 11-Jul-18

R0023 6-Jul-18 Do the L-824C cables need to have fireproof tape installed in manholes and handholes?

9-Jul-18 No. 9-Jul-18 A02 11-Jul-18

R0024

Are the existing underground lighting circuit conduits direct buried or concrete encased? Are they PVC conduit, GRS conduit, or other material? Specifically, we are concerned about the existing runway edge light and taxiway edge light circuits.

The new 2x2” concrete encased duct bank is shown to be installed in the same location where the existing underground lighting conduits are located and we are concerned about what will be encountered when excavating for the new ductbank.

9-Jul-18 Best avaialable information is direct buried PVC conduit.

9-Jul-18 A02 11-Jul-18

R0025

Is railroad protective liability insurance required for the work to be performed on the southeast side of the runway (drawing EC110)? If so information will have to be provided by the government prior to bid time about the railroad in order to get a quote from insurance carriers (railroad company, number of trains per day, speed, etc.). Will railroad flagmen be required and who will provide them?

9-Jul-18

Existing railroad right of way is typical 25' from railroad bed centerline. Work outside the right of way does not require railroad special work notifications or requirements.
