1.0 STATEMENT OF WORK
1.1 Description of Work: The Work consists of furnishing all parts, labor, materials, equipment, supplies, services, and supervision necessary to inspect, test, repair, construct, demolish, excavate, grade, and alter various pavements, concrete work, and drainage systems; plus all airfield areas to include runways, taxiways, and aircraft parking aprons located on Scott Air Force Base, Illinois.
1.1.1 Scott AFB is approximately 20 miles east of St. Louis, Missouri. The Shiloh Gate is the primary vehicle entrance point, which is 1.5 miles southeast of Interstate 64 (Exit 19A) on Illinois Route 158 (Air Mobility Drive) at Seibert Road.
1.1.2 The Contractor shall use the Contractor Gate (i.e. Mascoutah gate) for both delivery and removals.
2.0 SCOPE OF WORK
2.1 The Contractor shall provide construction services for various pavement surfaces, concrete work, drainage system and lighting, including all airfield areas (taxiways, runways and aircraft parking aprons).
2.2 It is the intent of this contract to extend the serviceable life of existing asphalt and concrete surfaces and structures, including drainage systems, by general repair, which may include, but are not limited to; excavation, earthwork, demolition, disposal, surface milling, subsurface work with new select fill material for complete system replacement, new pavement construction, repair/replacement of drainage system, installing lighting systems, erosion control and seeding and/or sod placement.
2.3 The contractor shall be responsible for concrete curbs and gutters (including the installation of storm sewer inlets), adjustment of existing manholes, striping (including thermoplastic striping), seeding, sod, underground utility ducts, lighting, signage and similar trade work related to the repair and replacement of various asphalt and concrete pavement systems. Contractor is responsible for the disposal of all construction debris.
2.4 Specific requirements for each job will be identified in individual Task Orders issued by the Contracting Officer (CO).
3.0 AMBIENT FACTORS OF WORK
3.1 Assignment of Work: The work areas will be defined in each “Statement of Work” issued by the Contracting Officer to define the general scope of work to be accomplished
Pg 2 of 14 by issuance of a Task Order. The Period of Performance for each Task Order shall be agreed upon prior to issuing of a Notice to Proceed.
3.2 Site Assessment & Cost Proposals: At the Government conducted site visit, the
Contractors, Contracting Officer and Contracting Officer’s Technical Representative shall meet at the proposed job site and document the type and amount of work to be accomplished per the statement of work, or if applicable, specifications and drawings.
Special conditions and/or existing adjacent buildings damage shall be identified at this time. Upon notification from the CO and within seven (7) calendar days of the site visit, the Contractor shall submit a cost proposal inclusive of all costs to perform the work specified, an estimated period of performance and a traffic plan (if required by the traffic engineer). After the initial site visit, the Contractor’s proposal shall be submitted to the CO within seven (7) calendar days for projects under $100,000, ten (10) calendar days for projects over $200,000 and fourteen (14) calendar days for larger projects. Exceptions may be granted by the CO for Task Orders which are particularly complex. In cases of urgent need, the Government may request a quick response for a proposal of three (3) to five (5) calendar days or sooner.
3.3 Field Conditions: The Contractor shall be responsible for all field measurements to accomplish the work. Quantity and sizes of materials shall be determined from site visits and drawings, if available. The Contractor shall carefully examine the entire site and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents. The Government will make available to the Contractor any information on file concerning existing conditions related to each job to be performed by Task Order.
3.3.1 Contractor shall obtain the Contracting Officer’s Technical Representative’s approval prior to initiating demolition work or performing tests. The request for approval shall be given in sufficient advance notice to permit an inspection of the area before the work or test is initiated, in strict conformance with the Task Order Statement of Work, and/or specifications and drawings.
3.4 Applicable Drawings: No drawings are provided with individual Task Orders, except when Government previously designed projects are provided for accomplishment under this contract. The Government will provide a narrative description of work with each individual Task Order. One blue-line copy of available related record drawings will also be made available to the Contractor upon request.
3.4.1 When required by the Task Order, the Contractor shall during the course of construction, keep an accurate record of as-built conditions by computer upgraded disks. Contract drawings and specifications will be provided by the Government, when available, for the Contractor’s use. Drawing software is AutoCAD 2000.

3.4.2 All variations from the contract drawings, for whatever reason, including those made because of the selection of optional materials, shall be clearly indicated.
These variations shall be shown in the general detail utilized in the initial contract drawings. The as-built drawings shall be maintained in a current condition during the course of construction, readily available for review by the Contracting Officer or the CO Technical Representative at all times. The as-built drawings shall be furnished to the Contracting Officer not later than ten (10) calendar days after the final inspection date.
3.4.3 As part of the as-built drawings a separate set of plans shall be marked-up showing areas containing existing/remaining asbestos containing materials and lead-based-paint and methods of encapsulation, if appropriate.
3.5 Permits:
3.5.1 Contractor shall be required to apply for and submit to the CO an AF Form 103, Work Clearance Request, for all work to be accomplished under the Task Order five (5) days prior to the commencement of work. The AF Form 103 can be obtained from and approved by the 375th Civil Engineering Squadron, Maintenance Engineering Element (375 CES/CEOE), ext. 256-4710. The Contractor shall be responsible for clearly marking excavation locations or ground penetrations with white, water-soluble spray paint, or white utility flags.
Contractor shall maintain a copy of the Work Clearance Permit on the project site at all times during excavation procedures and will be made available upon request.
3.5.2 The Contractor shall obtain an AF Form 592 (Burning Permit) for the Civil
Engineering Squadron Fire Protection Flight (375/CEF), ext 256-5130 prior to performing any welding, cutting or brazing. A permit is required per job, per day.
The Contractor shall return all permits to the Fire Department at the end of each week, as a minimum. The Contractor shall maintain a fully charged fire extinguisher on site at all times regardless as to whether or not welding, cutting or brazing is being performed.
3.5.3 All documents related to the disposal of hazardous waste shall be submitted the
Contracting Officer and the 375th Civil Engineering Squadron, Asset Management Flight, Natural Resources Management Element (375 CES/CEAN), ext: 256- 2092. The Contractor shall obtain the proper documents from 375 CES/CEAN to ensure all materials leaving SAFB can be tracked and accounted for, in accordance with all governing laws.
3.5.4 Construction projects greater than one (1) acre will require a “Scott Storm Water
Permit” issued by 375 CES/CEAN. The permit can be obtained by submitting a completed ‘Scott Storm Water Permit Application”.

3.6 Work Coordination: The Contractor shall coordinate all work with the Contracting Officer or Contracting Officer’s Technical Representative. The Contractor shall notify the CO or CO Technical Representative five (5) calendar days prior to moving on to the jobsite to commence work. Contractor shall again provide notification the day work is scheduled to begin following an interruption of work of two (2) or more day’s duration.
3.7 Project Superintendent: The Contractor shall employ a fulltime superintendent on each
Task Order. Fulltime means, during working hours and/or whenever work is being performed. The Superintendent shall be responsible for the overall management of the project, coordination of all Subcontractors work, liaison with the Contracting Officer and the Contracting Officer’s Technical Representative. The Government reserves the right to stop work in the event the superintendent is not present when work is being performed.
3.8 Working Hours: Work shall be accomplished during the standard 8-hour day of 7:30 a.m. and 4:30 p.m. local time, Monday through Friday, excluding federal holidays and non-work days resulting from holidays occurring on weekends. When the Contractor desires to wok at other than the aforementioned times, he/she shall submit a written request to the Contracting Officer at least three (3) days in advance of his/her intentions to work during alternative periods to allow assignment of additional inspections forces, provided that they are reasonably available. If such forces are reasonably available, the Contracting Officer may authorize the Contractor to perform the work during the periods requested; however, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor and will be deducted from the final payment of the contract amount. The Contractor shall coordinate with Security Forces, ext: 256-2223, prior to performing work after normal work hours.
3.9 Flightline Work (Taxiways, Runways and Aircraft Parking Areas): In order that normal flying operations may be resumed at the scheduled date, the Contractor shall prosecute the work with sufficient work force, including extended daily hours and work week if necessary, to complete the entire work within the stated number of calendar days.
Work shall be accomplished during daylight hours only. Any extension of daily work hours and/or work week shall be approved by the Contracting Officer and at no additional cost to the Government.
3.9.1 NORMAL FLYING OPERATIONS may continue on other areas of the airfield not affected by the Task Order.
3.9.2 Contractor vehicles, equipment or personnel will not be on or crossing the runway or taxiways, except during construction period closures as scheduled, or when clearance is given from the control tower. Crossing shall be controlled by flagmen who will be in constant radio contact with the control tower as required by the Government.
3.9.3 The Contractor shall schedule the work areas and airfield vehicle operations through the CO. The Contractor is responsible for obtaining general airfield
Pg 5 of 14 operating instructions prior to beginning work. This is accomplished at Base Operations – Building 433. The Contractor shall provide the CO a complete list of all employees and shall provide updates to this list as changes occur. The Contractor is responsible for ensuring all employees and Subcontractors are in compliance with these instructions.
3.9.4 There may be short periods of time due to in-flight emergencies or unannounced visit from dignitaries when the Contractor shall be required to vacate the work and move both personnel and equipment. Such removals, if required, will be given on short notice and expeditious action will be required. Compensation if requested by the Contractor for such situations shall be determined by the Contracting Officer.
3.9.5 When runway is closed for work the Contractor shall furnish, install and maintain
Low Level Barricades and Closed Runway Crosses subject to the approval of the Scott AFB Airfield Manager. Contractor shall relocate Low Level Barricades and Closed Runway Crosses as may be directed by Base Operations.
3.10 Special Events: Scott Air Force Base typically hosts an annual air show. During the period just before the show, the Contractor, depending on the work area, may be required to vacate the work site and move his/her equipment and excess materials. Every effort will be made by the Government to provide notice of this event far enough in advance to schedule the work around this time frame. The Contractor will not be paid downtime for this period for no work and no additional mobilization and/or demobilizations costs will be permitted.
3.11 24-Hour Point of Contact: The Contractor shall provide the Contracting Officer with
24-hour telephone numbers for his/her representative. These numbers shall be provided at the pre-construction conference, but no later than ten (10) calendar days after contract Notice to Proceed is issued.
3.11.1 In the event a problem develops with the Contractor’s work that could damage pavement systems, associated work or causes a safety/health hazard to base personnel, the 24-hour point of contact will be notified and the Contractor’s representative will respond within four (4) hours of notification with sufficient workforce, if required, to correct the problem.
3.11.2 If the Contractor fails to respond within the time frame indicated above, the
Government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with Government resources. All costs incurred as a result of the Government taking this action shall be properly accounted for and back charged to the Contractor.
3.12 Protection of Facilities: The Contractor shall protect from damage all buildings, utilities and property located in or adjacent to the jobsite and shall repair, replace or otherwise be liable for all such damage. It is the Contractor’s responsibility to provide
Pg 6 of 14 written notification to the Contracting Officer of any pre-existing conditions prior to commencing the work.
3.13 Barriers: Contractor shall furnish, install and maintain suitable barriers as required to prevent unauthorized entry, to protect base personnel and to protect the Work, existing facilities, trees and plants for construction operations. Contractor shall remove the barriers when no longer needed or at completion of Work.
3.13.1 Materials may be new or used, suitable for the intended purpose, but shall not violate requirements of applicable codes and standards or regulatory agencies.
Barriers shall be of a neat and reasonably uniform appearance, structurally adequate for the require purposes.
3.13.2 Contractor shall maintain barriers in good repair and clean condition for adequate visibility. Contractor shall relocate barriers as required by progress of work.
3.14 Cleanup: The Contractor shall cleanup each jobsite at the end of each work day and removes waste/debris regularly to prevent accumulation. Waste/Debris shall be kept from blowing onto surrounding areas. Upon completion of the work, all construction equipment and debris shall be removed from the site and the area shall be left in a neat and completely acceptable condition.
3.15 Equipment: Contractor shall at all times follow the manufacturer’s instructions and recommendations for use of equipment. All equipment used will be in good working condition with all required safety guards/stops, and emergency shutoffs being in working order.
3.16 Products & Materials: Products and materials shall conform to their respective manufacturing and performance publications. Contractor shall follow manufacturer’s instructions and recommendations for installation of products and materials used.
3.17 Submittals: The Contractor shall submit for approval all items as required in each
Statement of Work. The Contracting Officer may request submittals in addition to those required by the Statement of Work when deemed necessary to adequately describe the work. Submittals shall be made to the Contracting Officer in five (5) copies using AF Form 3000, Material Approval Submittal. Submittals shall be provided prior to work beginning that would include the materials/products the Contractor intends to use. Each submittal shall be in sufficient detail for ready determination of compliance with contract requirements. Submittals shall include such items as Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog cuts, samples, certifications, installation procedures and recommendations, templates, and other descriptive literature as may be required by the Contracting Officer. Shop drawings shall include dimensional pavement and/or drainage, landscaping and lighting plans and incorporate specific system manufacturer’s standard details. Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit.

Approval of submittals will not relieve the Contractor of compliance with the project requirements, including project drawings and specifications, when applicable. Submittals that are disapproved will be promptly corrected and resubmitted by the Contractor. No materials shall be installed until submittals are approved by the Contracting Officer. Any materials installed without the prior written approval of the Contracting Officer will be removed at the Contractor’s expense if found to be unacceptable.
3.18 Specifications: All work shall be in strict conformance to these specifications:
American Society for Testing Material (ASTM), Standard Specifications for Road and Bridge Construction (Illinois Department of Transportation), Unified Facility Criteria (UFC) for airfields and airfield components, applicable supplements/revisions and all local, state and federal codes/regulations that may apply. 3.19 Schedule of Operations: The schedule of operations to be performed under this contract will be directed by the Contracting Officer so as to ensure a minimum of inconvenience and interruption of normal daily operations in the area. The Contracting Officer shall be notified a minimum of ten (10) calendar days prior to interrupting any utility services.
3.19.1 The Contractor shall submit written notification to the Contracting Officer not less than ten (10) calendar days in advance for each planned interruption of a utility service. No single interruption shall exceed eight (8) hours. Utility service interruptions shall not be permitted unless approved by the Contracting Officer.
Service interruptions shall be accomplished at other than normal work hours if feasible.
3.19.2 Buildings adjacent to the construction area will most likely be occupied during construction. The Contractor shall coordinate work with the Contracting Officer’s Technical Representative and ensure the construction does not interfere with the adjacent building operations.
3.20 Testing: The Contractor will be responsible for obtaining, coordinating and directing all required testing. The Contractor shall engage a qualified independent testing agency to perform material evaluation tests and to design concrete design mixes. Copies of all test reports/results shall be submitted on AF Form 3000, Material Equipment Approval Submittal to the Contracting Officer for approval five (5) calendar days after completed tests and prior to acceptance of tested materials. Testing shall be adequate in number and comprehensiveness to determine the information required. Properly qualified, trained and equipped individuals who regularly are engaged in the performance of such tests shell accomplish all tests.

3.21 Commercial Utilities: The Contractor shall be responsible for any relocation of existing commercial utilities such as; electrical, gas, cable TV, telephone, etc. The Contractor shall contact said utilities and shall pay for all relocations cost incurred.
3.22 Government Furnished Utilities: All reasonable quantities of utilities required in the performance of the contract will be furnished by the Government at no cost to the Contractor. The Contractor shall make such temporary connections from existing points of supply as required. Such temporary connections shall be removed by the Contractor at the completion of work and prior to final inspection. All temporary connections and subsequent removal shall be at the Contractor expense.
3.22.1 Temporary connections to fire hydrants require approval from the 375th Civil
Engineering Squadron, Operations-Infrastructure-Utilities Section (375 CES/CEOIU), ext: 256-1686, to ensure installation of a backflow preventer, when required. 375 CES/CEOIU will provide and install the backflow preventer.
3.22.2 The Contractor shall provide telephone and other services required for the work.
3.22.3 If portable sanitary facilities are utilized, said facilities are subject to the approval of the Contracting Officer as to the location, cleanliness and maintenance.
3.22.4 All Contractors shall obtain water from a designated Base water fill stand. A fill stand is located at building 520 in the 375th Civil Engineering Squadron complex.
If the Contractor has a justifiable need to obtain water at the project site, the Contractor shall request permission in writing to the Contracting Officer.
3.23 Patching and Repairing: After the work has been completed, and prior to final inspection, any Contractor-caused damages to Government-owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer. Any holes, cuts, breakages, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and disfigured areas then painted over or otherwise repaired and resurfaced in kind to match the existing finishes to the complete satisfaction of the Contracting Officer.
3.24 Final Inspection and Acceptance of Work: As construction nears completion, the
Contracting Officer’s Technical Representative and the Contractor’s Quality Control Representative or his/her superintendent will thoroughly inspect the work and generate a deficiency (punch) list. When all items on this list have been completed the Contractor shall notify the CO Technical Representative to schedule a preliminary inspection, which will include invitations to Government specialists of systems installed and when applicable, Airfield Management Upon the completion of all deficiencies the Contractor shall request a final inspection. The final inspection will be conducted by the CO’s Technical Representative, attended by the Contractor and the CO or his/her designated representative. For phased work, this process may be repeated for each phase.

4.0 STORAGE AGREAS
4.1 Material Storage Area: The Contractor shall provide his/her own storage vehicles for materials and equipment. No government facilities will be available on base for material storage. The Contractor will make a formal written request to the 375th Civil Engineering Squadron, Maintenance Engineering Element (375 CES/CEOE), ext. 256-4710.
Contractor may be allowed to park a storage vehicle in the contractor storage area, which may not be in the vicinity of the construction site. This site shall be kept in an orderly, neat and clean condition, free of weeds, tall grass, and debris at all times, and complies with all Illinois Environmental Protection Agency (IEPA) Regulations, at no additional cost to the Government.
4.2 Debris Containers: Trash dumpsters shall not be stored in the vicinity of any entrances.
No entrances to buildings or parking areas shall be blocked or closed at any time during the construction process. Construction debris shall be removed at the end of each construction day unless otherwise approved by the Contracting Officer. All dumpsters provided by the Contractor under performance of this contract shall contain labels clearly indicating the Contractor’s company name and the statement “Contractor Use Only”.
4.3 Debris Disposal: Debris shall be removed from the base promptly, and as feasible, all equipment and materials shall be removed or secured at the end of each day. The Contractor is responsible for the daily cleanup of all construction areas and construction debris that has escaped from the construction site. It is imperative to maintain all work areas in a clean and orderly condition, subject to the satisfaction of the CO or CO’s Technical Representative, to prevent Foreign Object Damage (FOD) to aircraft.
Equipment, materials, etc. that can be transported by high winds shall be tied down and secured at all times when not in use during the day and secured at the end of each day.
Contractor equipment and materials shall not be permitted to blow outside the construction site and surrounding FOD fence. The Contractor shall promptly clean up all items (dirt, debris, etc.) that are dropped onto areas traversed by aircraft. The use of sweeping equipment with metal bristled brooms is prohibited along the flight-line and on all airfield pavements.
5.0 ENVIRONMENTAL
5.1 Clean-up: All waste material generated by all work under this contract shall be handled, transported, stored and disposed of off-base by the Contractor and/or his subcontractors at any time in accordance with all applicable federal, state, or local codes, ordinances, court orders, or other types of rules or filings having the effect of law, including, but not limited to the following:
5.1.1 Executive Order 11752. 17 December 1973
5.1.2 Federal Water Pollution Control Act, as amended, 33 USC Sec 1251 et seq.
5.1.3 Clean Air Act, as amended, 42 USC Sec. 7401 et seq.
5.1.4 Solid Waste Disposal Act, as amended by the Resource Conservation and
Recovery Act, as amended, 42 USC Sec. 6901 et seq.

5.1.5 Federal Insecticide, Fungicide and Rodenticide Act, as amended 7 USC Sec. 736, et seq.
5.1.6 Endangered Species Act of 1973, as amended, 16 USC Sec. 153 et seq.
5.1.7 Comprehensive Environmental Response, Compensation and Liability Act, as amended by the Superfund Amendments and Reauthorization Act, as amended 42 USC Sec 9601, et seq.
5.1.8 Federal Environmental Protection Agency guidelines on thermal processing and land disposal of solid waste (40 CFR 240 and 241).
5.1.9 Toxic Substance Control Act of 1976.
5.2 Hazardous Wastes: Handling of hazardous waste, as defined by federal and state laws, shall be coordinated with the 375th Civil Engineering Squadron, Asset Management Flight, Natural Resources Element (375 CES/CEAN) ext. 256-2092.
5.3 Hazardous Substance & Oil Spills: If the Contractor or any Subcontractor creates oil or any other hazardous substance spill, they must notify the 375th Civil Engineering Squadron, Asset Management Flight, Natural Resources Element (375 CES/CEAN), ext.
256-2092.
5.4 Spill Containment: In the event spill containment or clean-up is beyond the
Contractor’s ability, the Contractor shall contact the Civil Engineering Squadron Fire Protection Flight (375/CEF), ext 256-5130, for coordination. The Government will arrange for clean-up and/or containment. The Contractor shall reimburse the Government for all cost associated with the clean-up, including disposal of all waste.
5.5 Dust: The Contractor shall maintain all excavation, embankments, stockpiles, access roads, and all work areas free from excess dust to such reasonable degree as to avoid causing a hazard or nuisance to base personnel or surrounding facilities. Approved temporary methods consisting of sprinkling, chemical treatment, light bituminous treatment or similar methods will be permitted to control dust. Use of water will not be permitted when it will result in, or create hazardous or objectionable conditions such as ice, flooding, or pollution.
5.6 Asbestos: All materials containing more than one (1%) percent asbestos shall be removed and disposed of per current Environmental Protection Agency (EPA) and Occupational Safety Health Organization (OSHA) regulations. The Contractor shall ensure that the material is disposed of in an approved manner and in accordance with asbestos plans, with applicable bills of lading and manifests available for review by the Contracting Officer. The Contractor shall provide and submit for approval on an AF Form 3000, Material Approval Submittal a written asbestos removal plan by individuals fully qualified and certified to accomplish such plans. The asbestos removal plan shall be submitted for approval not later than ten (10) calendar days after contract Notice to Proceed is issued.
5.7 Restricted Materials: The use of Class I Ozone Depleting Substances, Asbestos containing materials and Lead containing materials are strictly prohibited.

6.0 SAFETY
6.1 Compliance: The Contractor shall comply with all applicable regulatory local, state and federal safety guidelines.
6.2 Safety Briefing: The Contractor shall brief all Subcontractors on safety and fire prevention regulations, emphasizing the requirement to obtain a burning permit (ref. Para 3.5.2), when welding, cutting and brazing operations are required. The Contractor shall also obtain authorization from the Civil Engineering Squadron Fire Protection Flight (375/CEF), ext 256-5130, when open burning is intended. Contractor shall maintain documentation that available for review by the Government that all Subcontractors have been briefed.
7.0 LAWS, ORDINANCES, AND REGULATIONS
7.1 Compliance: The Contractor shall comply with all applicable requirements stated in the Toxic Substances Control Act of 1976. Specifications can be found at:

7.2 Material Safety Data Sheets (MSDS): All materials used in the performance of this contract shall be applied in strict accordance with the manufacturer’s printed label instructions, including Material Safety Data Sheets and all applicable safety and environmental Standards. All hazardous materials warning labels and MSDS shall be kept on-site for review until completion of construction.
7.3 Ozone Depleting Chemicals: Ozone Depleting Chemicals, Class I and II listed in
Attachment 2 of AFI 32-7080 are to be recovered by the Contractor and returned to the Government. The Ozone Depleting Chemicals may not be sold or given away to private industry unless otherwise specified by the Government. Specifications can be found at:

7.4 Recycle: IN support of national environmental efforts, the Contractor shall recycle all ferrous and non-ferrous metals from the project. The Contractor shall also recycle general administrative refuse associated with this project. This refuse includes cardboard, one gallon mark 1 & 2 plastic bottles, type 1 & 2 plastic soda bottles, aluminum and steel soda cans and mixed paper. All recyclable materials shall be turned into the base Recycling Center on New Mexico Street will accept items Monday through Friday between the hours of 7:00 a.m. and 4:00 p.m. The telephone number for the Recycling Center is (618) 256-6431.
7.5 Temporary Erosion Control: All construction that disturbs the ground cover, either natural or manmade, shall be subject to erosion control measures. The Contractor shall evaluate the scope of work to determine the level of erosion control measures to be

The goal of this work is to save valuable topsoil and prevent environmentally damaging non-point source pollution to waters of the United States from vegetation, soil and construction debris released from construction sites. The Contractor is responsible for the design of site-specific temporary measures and implementation of work procedures. This does not preclude the Contractor from proposing other methods on a site-specific basis. If the Contractor proposed other methods, typical installation details and specifications shall be provided for approval prior to implementation.
Performance will be determined by the effectiveness of the program in preventing soil and other contaminants from leaving the construction site. Construction projects greater than one (1) acre will require a “Scott Storm Water Permit” issued by 375 CES/CEAN.
The permit can be obtained by submitting a completed ‘Scott Storm Water Permit Application”.
7.5.1 Maintenance and Restoration: The Contractor shall maintain and repair, as necessary, all erosion control measures throughout the project area until permanent erosion control measures (seeding, sod, pavement, structural construction, etc.) that eliminate project generated non-point source pollution from entering the storm water system are established. Maintenance and repair of the temporary erosion control measures may extend into the warranty period until such time as the permanent measures are fully established. Upon completion of the permanent erosion control measures the Contractor shall remove and dispose or recycle all materials used for this work at no cost to the Government. When temporary erosion control requires the use of temporary settling basins (dry ponds), they shall be drained and the ground returned to its original or finished contour and ground cover at the completion of the contract.
7.6 Prevention of Hazardous Substance Discharge: The Contractor shall prepare a
Pollution Prevention Plan and site specific Spill Prevention and Countermeasures Plan for all hazardous substances and petroleum products temporarily stored on site in excess of reportable quantities as defined in Environmental Protection Regulation 40 CFR 302.

7.7 Concrete Washing and Saw Cutting Activities: The Contractor shall direct all concrete washing, or slurries resulting from saw cutting activities that contain Portland cement, to an area on the construction site where the sediments will be filtered out into the soil. Do not allow washing to enter the storm drain system or any water course. The Contractor shall coordinate with the Contracting Officer’s Technical Representative prior to any concrete truck arriving on base to determine an appropriate wash out area. If concrete wash water cannot be directed to a suitable area on the construction site, it must be properly contained, collected and disposed of as construction debris. Excess concrete not used in construction activities shall not be dumped, and must be removed and disposed of off base. Spills of concrete, concrete wash water, or chemicals used exposed aggregate, must be contained and cleaned up immediately to prevent the spill from entering any part of the storm sewer system.

7.8 Removal of Debris: All debris generated by the Contractor shall be properly disposed of by the Contractor, at the Contractor’s expense, off the Base. Removal of debris and other materials shall be handled, transported, stored and disposed of by the Contractor and his/her Subcontractors in accordance with all applicable federal, state or local laws, ordinances, regulations, court orders or other types of rules or rulings having the effect of laws. These restrictions shall apply both on and off base.
7.9 Spillage: The Contractor is required to take all precautions to prevent spillage of materials from Contractor vehicles on base pavements. The contractor shall provide adequate labor and equipment to keep paved areas free of debris, and to contain losse materials at all times.
7.10 Streams, Wetlands and 100-Year Flood Plains: It is the policy of the United States
Air Force to minimize construction and maintenance activities in streams, wetlands and 100-year flood plains. Any temporary construction, such as false work or coffer dams constructed within these areas shall be approved by the Air Force at higher headquarters and by federal agencies before work is begun. When such activities are unavoidable, sue to the nature of the work, the Contractor shall abide by all federal, state and Air Force policy regarding streams, flood plains and wetlands. Detailed plans of proposed temporary construction shall be submitted to the Contracting Officer and approval received from all approval agencies before work is begun.
8.0 CULTURAL RESOURCE MANAGEMENT
8.1 For the protection of cultural, historic and prehistoric resources, the Contractor shall submit a signed certification that the selected land borrow area is free of all materials of this type. This includes anything of an archeological nature as well as any Native American sites to include tribunal burial grounds.
