About this file
This document contains final answers to contractor questions regarding a federal contract for the relocation of office furniture, equipment, and assets from an off-base facility in Montgomery, Alabama to Maxwell Air Force Base. The solicitation (FA330026Q9534) seeks a moving contractor to relocate approximately 6,000 square feet of space across nine rooms on two floors, including workstations, IT equipment, printers, 3D printers, laser engravers, and related assets. Quotations are due August 7, 2026, with performance commencing August 14, 2026 and concluding by September 18, 2026. The Department of the Air Force Air Education and Training Command is the contracting agency.
Key responsibilities clarified through the Q&A include: the contractor must pack all contents of desks, file cabinets, and storage areas; disconnect accessible external cables; provide protective packing and transportation; and reassemble equipment at the destination. Government personnel will handle IT configuration for network-connected equipment, while the contractor must return equipment to fully functional pre-move states, which may include necessary testing. The contractor assumes liability for damages occurring during transit. An item list with photos has been provided in the amended solicitation on SAM.gov. The contractor must submit installation access documentation per Air Force requirements and incorporate anticipated commercial vehicle inspection and gate-processing delays into the move schedule. The move timeline and sequencing are contractor-determined within the performance period, subject to section 9 operational hours restrictions. No classified or sensitive materials are involved in the relocation.

Answers to Contractor Questions
1. Furniture and Equipment Inventory: The PWS describes the relocation of office furniture, workstations, IT equipment, printers, 3D printers, laser engravers, and related assets. However, we were unable to locate a detailed inventory within the solicitation package. Can the Government provide a detailed inventory of furniture, equipment, and other assets to be relocated, including quantities where available? If an inventory is not available, can the Government provide any additional information regarding the number of workstations, monitors, printers, specialized equipment, or other items included in the move?
Answer: Item list and photos have been attached in amended Solicitation on SAM.gov.
2. Specialized Equipment Relocation: The PWS references the relocation of specialized equipment, including 3D printers and laser engravers. Can the Government clarify whether the contractor is expected to reinstall and return these items to operational status, or whether Government personnel and/or OEM representatives will perform any required technical installation and operational verification?
Answer: The Government will be responsible for all IT configuration required for equipment connecting to Government networks.
3. Base Access Timeline: Section 5.1 of the PWS states that installation access documentation must be submitted at least 30 days prior to the commencement of on-base services. However, the solicitation indicates quotations are due on August 7, 2026, performance begins on August 14, 2026, and the current period of performance runs through September 14, 2026. Given the limited time between the due date, anticipated award, and the start of performance, can the Government clarify the installation access process for this requirement and confirm whether the 30-day advance submission requirement applies to this effort? If not, what timeline should contractors anticipate for submission and approval of installation access documentation?
Answer: See link: https://www.maxwell.af.mil/About-Us/Fact-Sheets/Display/Article/4024201/base-access-information/. Please reference updates to Section 5.1.
4. Move Profile and Site Conditions: What are site conditions that may affect the move, including elevator or stair access, basement access, loading areas, carrying distances, parking limitations, or restricted loading times?
Answer: Elevators and stairs are accessible for this requirement.
5. Equipment Readiness and Responsibilities: Our current understanding is that Government personnel will power down and secure the IT and manufacturing equipment before it is moved.
Under that approach, the moving contractor would be responsible for:
| • | Labeling and documenting the equipment |
| • | Disconnecting accessible external cables as directed |
| • | Protective packing and transportation |
| • | Placement and physical reassembly at the destination |
Answer: Contractor will be responsible for fulfilling the items in Section 6.1, 6.2, and 6.3 of the PWS.
6. Equipment Readiness and Responsibilities: Please identify any equipment that will be provided fully ready for pickup, as well as any items the Government expects the contractor to prepare differently. Also note whether technical startup, calibration, programming, testing, certification, or OEM support is expected to be included in the moving scope.
Answer: No equipment will be fully ready for pickup—3D Printers/Laser engravers MAY be in pack ready state, however, contractor should be prepared to prepare and pack all items subject to the move. Please reference the attached item list provided in the amended solicitation.
7. Schedule and Coordination: With award anticipated no later than August 14 and completion required by September 14, please share what timing would be ideal for the Government for the required activities. Please also note any mission requirements, preferred sequencing, restricted dates, or operating-hour limitations that would help us build the move around the Government’s needs
Answer: Per the PWS, the move is to begins after date of award. The length of the move is subject to the move plan of the contractor. The period of performance is from 14 Aug 26 to 18 Sept 26. Please reference Section 9 of PWS for hours of operation.
8. Specialty equipment: Please provide the weight of the 3D printers, laser engravers, and any other unusually heavy, fragile, or specialized equipment.
Answer: Weights of equipment are unknown, and we do not have a method for weighing any items. Please reference attachment for photos in the amended solicitation.
9. Loading conditions: Is there a loading dock at either location? If not, what is the approximate distance between the building entrances and the nearest location where moving trucks may park?
Answer: There are no loading docks at either location. Distance is unknown.
10. Truck restrictions: Are there restrictions on truck length, height, axle weight, liftgate use, or the number of commercial vehicles that may enter or stage at Maxwell AFB simultaneously?
Answer: Truck restrictions at the Kress facility are subject to the City of Montgomery and unknown to the Government. Truck restrictions for entering Maxwell AFB are subject to Security Forces.
11. Reconnection and testing: Does “fully functional pre-move states” require the contractor only to physically reconnect equipment, or must the contractor also perform system testing, calibration, network configuration, or manufacturer-certified setup?
Answer: The contractor is expected to return equipment to fully functional pre-move states which may include any necessary testing of equipment.
12. Packing scope: Is the contractor responsible for packing the contents of desks, file cabinets, storage rooms, bookshelves, and supply areas, or will Government personnel pack some or all those contents?
Answer: Contractor responsibility.
13. Sensitive materials: Will the move include classified information, controlled unclassified information, personally identifiable information, data-bearing devices, or other materials requiring special custody or chain-of-custody procedures?
Answer: No classified, CUI, PII is applicable to this move

Answer: The contractor will be liable for their own workers, equipment, insurance, and etc. The government will not be liable.
19. Damage responsibility: Will the Government establish declared or replacement values for the sensitive IT and manufacturing equipment for purposes of loss or damage claims?
Answer: Please reference 5.4.2 of the PWS, the contractor will be liable for damages that occur during transit. This will be assessed on the final inspection.
20. Quote format: Are there page limits or a preferred format for the Project Milestone Plan and detailed technical solution required with the quotation? The RFQ requires both a realistic completion plan and a technical response addressing PWS Sections 5.1 through 5.4.
Answer: There is no limit, as long as all the necessary and pertinent information is included in the quote and the proposed plan.
21. Will Government IT personnel be responsible for system configuration, network connection, equipment testing, calibration, and software-related activities after the move, with the contractor responsible only for physical shutdown, disconnection, reconnection, and placement?
Answer: The Government will be responsible for all IT configuration required for equipment connecting to Government networks.
22. Are any individual pieces of equipment unusually heavy, oversized, fragile, or subject to specialized rigging or manufacturer-specific handling requirements?
Answer: There are a few items that are unusually large, heavy, and may require special handling—see attachments inventory list and photos.
