About this file
This is a Performance Work Statement (PWS) for the relocation of the Kress Facility from Montgomery, Alabama to Maxwell Air Force Base, Alabama. The objective is to consolidate AUiX and Eagle Institute operations by relocating approximately 6,000 square feet of government-furnished property and equipment from an off-base leased facility (9 rooms across two floors plus two storage areas) to the Muir S. Fairchild Research Information Center (Building 1405) at Maxwell AFB. The contractor must provide all personnel, equipment, tools, materials, supervision, transportation, and services necessary to execute professional, secure, and damage-free moving services, including disassembly, packing, staging, transportation, unpacking, placement, reassembly, and debris removal of office furniture, administrative supplies, and sensitive IT and manufacturing equipment.
The contract requires four primary tasks: (1) Pre-Move Planning and Inventory Assessment, including a coordination meeting with the Contracting Officer's Representative (COR) no later than 10 business days before relocation, submission of a final Move Plan detailing sequential schedules and truck routing, and a joint pre-move inventory walkthrough; (2) Packing, Disassembly, and Preparation for standard assets and sensitive IT/electronic devices and manufacturing equipment wrapped in anti-static materials and transported in specialized padded bins; (3) Unloading, Reassembly, and Placement at the designated location with items reassembled to fully functional pre-move states and placed according to COR-provided floor plans; and (4) Post-Move Operations and Debris Clean-Up, including immediate removal of all packing materials and a final inspection walkthrough. Performance standards require 100% inventory accountability with no more than 1% damaged items, zero unexcused delays to the September 14, 2026 completion deadline, 100% removal of move-related debris, and zero security infractions. The contractor must obtain base access requests 30 days prior to performance, submit a Relocation & Move Plan within 10 business days after the post-award conference, and maintain an Asset Inventory Log throughout the process. Work shall be performed Monday through Friday during normal business hours (0730–1630), excluding federal holidays, with all activities completed by September 14, 2026. The contractor is responsible for compliance with all base access and security requirements, including vehicle inspections, personnel credentialing, installation identification badges, and adherence to traffic laws and weapons prohibitions on Maxwell AFB.
