About this file
This is a Questions and Answers document from a site visit conducted on April 30, 2026, for solicitation FA309926Q0007, addressing technical clarifications for the POL Fence Refueling Parking Area repair project at Laughlin Air Force Base.
The Q&A document clarifies design and construction requirements for approximately 2,500 linear feet of chain-link security fencing. Key technical clarifications include: existing fence posts may be cut at ground level and filled with concrete rather than fully removed; all gates and sliding gates shall be galvanized steel; the 120V single-phase electrical power is available at gate operator locations with panels located next to the generator; grounding shall comply with National Electric Code and UFCs with mechanically fastened connections acceptable in lieu of welded connections; approximately 460 linear feet of rigid electrical conduit shall be temporarily removed and reinstalled on the new fence at 120V; the fence shall be eight feet tall per SOW requirements (exceeding UFC 4-022-03's seven-foot minimum); and temporary orange construction fencing is permitted during construction phases. Operational requirements specify no additional lighting installation but continuous illumination of refueling areas per UFC 3-530-01 with temporary lighting as backup, proper hose and tool storage hooks instead of vehicle wheels, and temporary fencing acceptable during phasing provided it maintains security compliance with UFCs 4-022-03, 4-020-01, and DAFI 31-101. Several items remain marked "TBD" with estimated responses by May 15, 2026, including concrete testing requirements, V-track slide gate acceptability, bollard classification and mitigation intent, and slump test requirements.

Where posts are currently set in concrete or asphalt areas with footings surrounded by pavement products, is cutting the old posts at ground level and filling with concrete acceptable, or will footings need to be pulled? Note: If cut and capped, the new posts would be set right next to the old footings.
A1. Yes, cutting the old posts at ground level and filling with concrete is acceptable.
Q2. Are the gates intended to be steel or aluminum?
A2. Galvanized Steel
Q3. Are V-track type slide gates acceptable? Note: Typical cantilever gates typically can’t achieve the 2” AGL requirement.
A3. Answer TBD.
Q4. What voltage is currently available at the gate operator locations?
A4. 120 V
Q5. Will the contractor be responsible for installation of any access controls, beyond re-connection of existing access controls?
A5. No additional access controls, beyond re-connection of existing controls.
Q6. Please provide grounding requirements for the fence.
A6. Grounding requirements shall comply with applicable National Electric Code (NEC) and UFCs.

Q8. Is there an existing site plan available for this project?
A8. Please see attachment B - Pre-site Conditions.
Q9. Are sliding gates permitted to be constructed of steel instead of aluminum?
A9. Yes, Galvanized Steel.
Q10. Per the SOW, the contractor must ensure adequate lighting in the fuel parking area. Should additional lighting be installed, and if so, what are the required illumination levels or standards?
A10. No additional lighting. All areas of the refueling area must be illuminated at all times. In the case the lights are disconnected, temporary lighting must be provided. Standards follow UFC 3-530-01 Interior and Exterior Lighting Systems.
Q11. What is the existing electrical voltage supplied to the current gate operators? Single phase or 3 phase power ? Where are the panels located to isolate gate motors ?
A11. Single phase. Panel is located next to the generator. See Attachment 7 - Power Gate B8.
Q12. Are there known underground utilities or fuel lines within the proposed fence area? Will the contractor be responsible for utility locating and identification?
A12. Please see Attachment 8 - B8_B9_Utility_20260513 and Attachment 9 - B8_B9_Utility_FuelLines20260513. The available underground utilities do not relieve the Contractor from performing site investigations and locating and identifying underground utilities.
Q13. For fence grounding requirements, will mechanically fastened connections be acceptable in lieu of welded connections?
A13. Mechanically fastened connections are acceptable.
Q14. The plans indicate approximately 460 LF of rigid electrical conduit. Based on the site visit, is the intent to temporarily suspend, remove, and reinstall this conduit onto the new fence? Current voltage going to the light standards ?
A14. Yes, the intent is to temporarily suspend, remove and reinstall on the new fence.
120 V.
Q15. Can existing fence posts be cut approximately 3 inches below grade, capped with similar material, and left in place, with new posts installed adjacent to them to minimize site disturbance?
A15. Yes, this is acceptable.
Q16. Will the use of temporary orange construction fencing be permitted during construction?
A16. Yes, temporary orange construction fencing is permitted, as applicable.
