MEMORANDUM FOR RECORD
SUBJECT: FA3099-21-R-0002, Repair Overruns on Center Runway, Amendment 01; Questions and
Answers (Q&As)
Question 1: The proposal requirements call for 10 pages total for Part II - Technical Proposal.
The requirements for this proposal include resumes and certifications for qualified personnel.
Are these resumes and certifications to be counted towards the 10 page limit?
Yes for resumes; however, the certificates, including certification numbers, identification numbers, etc., can be listed in the resumes, no copies needed.
Question 2: Sub-factor 3 of Part II proposal calls for an execution schedule. Is there a page size limitation for Part II - Technical Proposal? Would the government accept an 11x17 schedule for this section of the proposal?
Yes, it would be easier to read the proposed schedule.
Question 3: Part III - Past Performance proposal calls for up to 2 pages per provided project. We are to utilize attachment 7 for these projects, this attachment is 3 pages by itself. We respectfully request that the 10 page limit for this Part of the Proposal response be removed.
No, the 10 page limit will still be in effect for the Past Performance Information. To provide further clarification, the Past Performance Questionnaires (Attachment 7), are not considered a part of the 10 page Past Performance Information (as indicated in Section M-
1 (C)). The Past Performance Questionnaires are not required but can be completed and emailed to one of the individuals as stated in Section C of the questionnaire.
Question 4: Part III - Past Performance. Will the government accept CPARS in lieu of the PPQ
Attachment 7 document? If the previous contact does not wish to fill out the attachment 7 document, will the government accept previously filled out PPQ request forms?
No, the contractor can choose whether or not to send the PPQ form. As stated in
Section M-1(C), the Government will evaluate past performance on an offeror based on (i) the references provided by the offeror and any past performance information obtained from survey/questionnaires (Attachment 7), and (ii) any other sources available to the
Government, to include, but not limited to, the Past Performance Information Retrieval
System (PPIRS), Federal Awardee Performance and Integrity Information System
(FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the
Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
Question 5: Section L2.D.1.f of the solicitation calls for the contractor to sign and date the RFP and return it in its entirety along with any/all amendments. Section L2.D.1(a-e) are the items required for this proposal. Would item f need to be signed?
By completing blocks 19 and 20 of the RFP, Section L-2.D.1.f of the Solicitation will be fulfilled.
Question 6: The SF1442 stipulates that 1 original and 1 copy are to be submitted as sealed offers for this contract solicitation. Section L-10 of the solicitation states that proposals are to be emailed. Please confirm which method of delivery of the proposal documents are correct.
Follow Section L-10 of the Solicitation for submitting the proposal.
