1. INTRODUCTION
The Child Development Center (CDC) is an important part of the development and care of the young children of the base’s personnel. The CDC takes the responsibility of caring for these children so parents and families can focus on the mission at hand. The kitchen is an important part of the facility and is currently not meeting the needs of the CDC. Various repairs are required to bring the CDC’s kitchen to operational standards.
Within the below documents, the following shall be consistent. When “the Government” is mentioned, it is a representation of: the Project Manager (PM) and the Contracting Officer (CO). When “the Contractor” is mentioned, it is a representation of: the prime contractor, all sub-contractors, and all other parties working with/for the prime contractor.
2. SCOPE OF WORK
The work under this contract consists of furnishing all labor, materials, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this Statement of Work (SOW). Work shall consist of repairing and repainting walls, replacing flooring, replacing cabinets, installing an exhaust fan, and installing a floor drain. The Contractor shall provide various material and color options within the customer’s color scheme and allow customer to choose final materials and colors. The Period of Performance (PoP) for this work shall be 90 calendar days.
The above list is not all encompassing; the Contractor shall provide all supplemental work to ensure the listed items are accomplished in a neat and orderly manner.
All Laughlin Air Force Base (AFB) provided pictures/drawings are considered approximations, and the Contractor shall be required to verify all measurements before material is purchased or cut.
All work shall comply with Attachment 1 - AETC Installation Excellence Guide, Attachment 2 – LAFB Architectural Compatibility Guide, International Building Code (IBC), Unified Facilities Criteria (UFC), and Attachment 3 - LAFB Division 01 Specifications. In addition, work shall comply with all local, state, and federal codes were applicable. If any conflicts arise between the regulations, the most stringent shall be enforced.
3. DESCRIPTION OF WORK
The following descriptions of work reference section numbers which correlate to rooms/sections in the project area. The project area and breakdown of the rooms/sections are shown in Attachment 4 - Kitchen Layout (Sections).
Carefully remove all equipment from the walls and floors. Most of the equipment will be put back after work is complete with the exception of the wooden cabinets in section 4. The Contractor shall be held responsible for any damages occurring to existing equipment during this process and throughout the entirety of the project.
3.1. Walls
Repair and repaint all walls in all sections. Repair shall entail bringing the wall to a smooth surface and filling any holes that may be present.
Replace the drywall in section 1. Install a “green board” for wet zones in all walls of section 1 at a minimum of 1 foot above the existing wall mounted equipment.
Install plastic corner protectors which span the entire height of the wall on all wall corners in all sections.
Install lower wall protector sheets/planks to all exposed walls to a minimum height of four feet.
3.2. Floor
Remove existing floor tile in section 2, 3, 4, and 5. Ensure surface is clear of dirt and debris and install new floor tile.
Remove the existing baseboard and install new baseboard.
In section 1, the concrete floor needs to be adjusted to drain properly. Refer to section 3.6 for information on the drainage in this room. Once the concrete floor is finished, install food safe textured epoxy on the floor in this area (Section 1). The purpose of the textured epoxy is to alleviate a slipping hazard if the floor gets wet.
3.3. Ceiling
Remove the ceiling grid and tiles in section 1, 2, and 4. Install new ceiling grid and tiles that match the existing ceiling in sections 3 and 5.
3.4. Shelves and Cabinets
The cabinets in section 4 shall be removed prior to repairing/repainting the walls.
The existing metal cabinets shall be reinstalled in the same position after work is complete. The metal tabletop shall also be reinstalled. The wooden cabinets will be replaced with new cabinets that are similar in style and dimensions.
The shelves in section 5 shall be removed prior to repairing/repainting walls. The existing shelves shall be resurfaced/repainted (same color) and reinstalled in the same position after work is complete.
3.5. Exhaust Fan
Existing ventilation in section 1 is not adequate. Install an exhaust fan in the center of the room (as close as possible if there is other equipment in the way). The exhaust fan shall be independent from the HVAC system. The exhaust fan shall be installed in the ceiling and exit through the roof. Ensure that the extrusion on the roof is properly sealed to prevent leaks. The exhaust fan shall be able to exhaust the moisture/steam generated in this room that has caused water damage in the past. A “light switch” shall be installed in Section 1 to control the exhaust 4 to 5 feet above the ground and on the wall with the entrance/opening. The contractor shall provide and install duct work, electrical work, and all other necessary equipment to provide a complete exhaust fan system. The contractor shall check the electrical panels to ensure the exhaust fan power requirements do not exceed the capacity.
3.6. Floor Drain
Existing drainage in section 1 is not adequate. Install a drain in the center of the room. Connect this drain to the sewer line towards the back of the room (Shown in Attachment 5 - Existing Pictures, page 1 & 3). Install a proper plumbing trap so fumes/smells from the sewer line do not enter the room. Ensure the concrete floor is properly sloped for both drainage and walkability/working conditions.
4. CONSTRUCTION/SITE REQUIREMENTS
4.1. Working Hours
All work shall be performed during normal duty hours (0730 – 1630) Monday through Friday. Work shall not be performed during federal holidays or on Air Education and Training Command (AETC) Family Days. The lists of both federal holidays and AETC Family Days are listed below.

Requests may be placed to work outside of these hours, but shall be submitted to the 47th Contracting Flight (CONF) for approval. Any requests of this type shall be submitted no fewer than three calendar days in advance to when the Contractor plans to work outside of the designated hours. The request shall be submitted with a description of the type of work, the requested days, and the hours for those requested days.
Note: No approval is guaranteed. The Government reserves the right to approve or deny any request that is placed.
4.2. Existing Site Conditions
The Government shall provide all documentation owned for the construction site.
However, it shall be the Contractor’s responsibility to survey said site to ensure their own understand and knowledge of the limitations/capabilities of the site.
A site survey shall be conducted by the Contractor to identify, verify, and validate the following:
- Existing site conditions
- Coordination of exiting conditions in parallel with proposed requirements
- Above and below grade condition assessment
4.3. Construction Area
Occupational Safety and Health Administration (OSHA) Standards for construction must be met throughout the construction process, including, but not limited to, taking caution measures to clearly indicate the construction area at all points. A construction laydown area shall be coordinated and approved during the submittal process; which must be enclosed with temporary fencing. All dumpsters and barriers shall be removed at the end of the project. The recycling center cannot be used unless the Contractor has received written consent. There shall be no dumping of any waste/ recycling/construction material on base.
4.4. Environmental Safety and Standards
Reference Attachment 6 - LAFB Specific Environmental Requirements, for installation environmental requirements.
All extra, discarded, and waste materials shall be removed from the installation and properly disposed of by the Contractor. Dumping on the installation shall not be permitted.
For chemical/hazardous materials, an AF 3952 will need to be submitted along with the Data Sheet for that material. This form is shown in Attachment 7 - AF Form 3952
– Chemical/Hazardous Material Request.
4.5. Worksite Cleaning and Standards
Reference Attachment 3 – LAFB Division 01 Specifications, for additional information on worksite cleaning procedures and standards. The form required to be filled out and submitted is shown in Attachment 8 – AF Form 103.
The Contractor shall be responsible for leaving the worksite clean/protected at the end of each work day. The Contractor shall be responsible for maintaining awareness of incoming inclement weather. To assist, the Government may send out notifications as well, but these notifications do not alleviate the Contractor from their responsibility.
The Contractor shall be responsible for maintaining the cleanliness of their site.
There shall not be any trash/rubbish strewn about on the grounds. There shall be designated trash disposal areas. All equipment/ materials at the site shall be secured and able to withstand high winds.
Offsite disposal location shall be provided in writing. If said location is not an already approved disposal site, then the Contractor shall receive approval from the city and/or county. Approval documents shall be submitted to 47 CONF before site may be used.
Upon completion of the project, the Contractor shall be responsible for restoring the surrounding area to its original state or better. Any grass that has been ruined shall be restored. The Contractor shall remove and properly dispose of any debris within the construction site. All leftover material that has not been used shall be removed. The Contractor shall remove all equipment from the site and take down any fencing and/or barricades that have been placed to cordon off the site. All cleaning shall be done before the Government accepts the completed product.
5. CONTRACT INFORMATION
5.1. Period of Performance
The total PoP is 90 calendar days. The period of performance from Notice to Proceed (NTP) #1 is 30 calendar days for material submittals and ordering. The period of performance from NTP #2 is 60 calendar days for construction. NTP #2 shall not be initiated until all submittals have been submitted and approved.
Due to the need of the kitchen in this facility. The PoP for this contract shall be completed during a designated time. NTP#1 shall be signed between the following dates: 1 Dec 2019 & 31 Jan 2020, at the discretion of the Government.
The Contractor shall implement a plan to avoid the building being out of commission through the duration of construction. The only room/area that shall be unavailable is the kitchen which is being worked on. If any outages are required, they shall be coordinated to occur while the facility is not in use; weekends, nights, or AETC Family Days.
5.2. Construction Meetings
Preliminary site walk: meant to allow the Contractor to see the site and develop any questions they may have to further their understanding of the project.
Pre-construction meeting: reference Attachment 3 - LAFB Division 01 Specifications, for details of the meeting.
Bi-weekly partnering meetings: during the construction phase, these meetings shall be held in person or over the phone, the Contractor shall not be paid travel to be in attendance physically. The Contractor shall provide a two week look ahead at each meeting along with any expected outages or work requests.
Government site visits: the Government shall inspect the construction site at irregular intervals to check on progress, safety, and to acquire updates.
System testing: before the preliminary final site walk, the Contractor shall demonstrate all systems are fully functional and operational. This site walk shall also have pertinent party members present to ensure compliance with different construction codes.
Preliminary final site walk: this site walk shall happen no later than two weeks before the contractual end date of the project. On this site walk, party members shall inspect all items for compliance and finishing touches. A list shall be created documenting things that need to be finalized.
Final site walk: this meeting shall consist of going back to the site and check that the listed created during the preliminary final has been completed. All final documentation for the project shall be submitted to the CO once all items are accepted.
5.3. Deliverables
The Contractor shall provide required submittals as indicated on Attachment 9 - Schedule of Submittals. For the materials shown in this submittal, the Contractor shall provide various material and color options within the customer’s color scheme and allow customer to choose final materials and colors. An example of a submittal is shown in Attachment 10 - AF3000 (Example). All submittals shall be submitted within the specified time after issuance of NTP 1 and approved within the performance period of NTP 1.
Progress Schedule: The Contractor shall submit the progress schedule in Attachment 11 - Progress Schedule & Report, depicting an overall contract progress schedule for the main elements of work for the PoP, as described in Attachment 3 - LAFB Division 01 Specifications.
The progress schedule shall be signed by the Government inspector recommending approval, and approved by the CO.
Payment for materials stored on or off site will not be authorized.
This submittal shall be submitted to 47 CONF no later than stated in Attachment 9, Schedule of Submittals, and shall be approved by the Government prior to commencement of construction operations.
Progress Reports: The Contractor shall submit the progress report Attachment 11 - Progress Schedule & Report every two weeks during construction as described in Attachment 3 – LAFB Division 01 Specifications.
The contract progress report shall be signed by the Contractor’s on-site representative. The work elements and percentages of the total job identified on the contract progress report shall be identical to the work elements and percentages on the contract progress schedule.
The Contractor shall obtain the Government contract inspector’s acceptance by signature of the actual reported progress prior to submission to the CO.
5.4. Warranty
The Contractor shall complete all inspection and commissioning requirements prior to final inspection.
The Contractor shall prepare and submit an approved draft of Attachment 12 - DD 1354, at least 14 days prior to requesting a pre-final inspection.
The Contractor shall incorporate the Government’s comments from the approved draft of Attachment 12 - DD 1354, and submit a finalized version of Attachment 12
- DD 1354, at the final inspection.
The warranty shall be issued in accordance with FAR 52.246-21. The following are the warranties required by the Contractor:
- All warranties shall guarantee work for a period of not less than one year or as offered by the standard manufacturer warranty; whichever is highest
- The Contractor shall guarantee that the wall paint shall not crack or peel, and shall withstand day to day operations. The Contractor shall also guarantee that the flooring shall not shift or crack, and shall withstand day-to-day operations.
5.5. Final Acceptance
The Contractor must submit a final DD Form 1354 to the CO at least five calendar days prior to the final inspection and acceptance of the project. The Government may delay final inspection and acceptance of the project until the final DD Form 1354 is received and/or to satisfy the aforementioned five day period.
5.6. Contract Points of Contacts
Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
