Serving lines may be closed once the scheduled meal period has ended”.

Air Force Food Service Corporate Gold Eagle Standard. The contractor must contact Civil Engineers (CE), initiate a work order, and document the contact to replace lights over 10 feet.” Is the contractor responsible to procure the bulbs? If so can we be provided with the types, estimated costs and estimated usage annually for each type?

http://www.lacklandfss.com/dining_facilities.html

Answer 55:

The contractor is responsible for procuring replacement lights, including those that are 10 feet or higher inside the facilities. The contractor is reimbursed for these items from the Expendable

Answer 56:

Paragraph I.8 has been edited to read, “In the BMT facilities the contractor is responsible to clean from the back dock to the trash receptacles. Question 58:

(LCD TV/monitors), work stations, computer servers, printers, POS systems, pole displays, and hand-held inventory scanners. Contractor personnel shall determine if work orders to repair IT equipment should be called in to the 802d Force Support Squadron or Aloha Help Desk. Work orders shall be submitted by contractor IT personnel and follow up actions shall be taken to ensure equipment is repaired as soon as possible.” There seems to be a conflict in this paragraph. The first sentence states the contractor will troubleshoot and repair IT equipment, and then in the next sentence it states contractor personnel shall determine if work orders to repair IT equipment should be called in to the 802 nd

Force Support Squadron or Aloha Help

Desk. Could we get a clarification on responsibilities in this area?

Answer 58:

Paragraph I.9 has been edited to clarify contractor responsibilities in this area. It now states, “The contractor shall trouble shoot and repair IT equipment (hardware only) to include fax machines, work stations, computer servers, printers, POS systems, pole displays, and hand-held inventory scanners. Contractor personnel shall determine if work orders to repair IT equipment should be called in to the 802d Force Support Squadron, 802d Communications Squadron or

Aloha Help Desk. Work orders shall be submitted by contractor personnel and follow up actions shall be taken to ensure equipment is repaired as soon as possible. The contractor shall arrange for the repair or replacement of property and parts, which are covered by warranty. The contractor shall install new IT equipment (hardware only) and return old equipment to the Food

Service Equipment Custodian. The contractor shall only be responsible for trouble shooting menu boards (LCD TV/monitors) to ensure connectivity and electrical power. IT equipment will be cleaned regularly and be free of dust and grease”.

Question 59:

We have several questions in relation to the Service Delivery Summary, in particular to the

Performance Thresholds. How does the government decide when an Objective is Defective?

What tool is used to measure for contractor defect? As an example in Performance Objective 1, the Performance Threshold states that this requirement is met when the contractor does not exceed seven (7) defects for all inspections in a month. Is this by facility or for the whole project? What guidance was used to set the standard for how many defects in a specific objective, and to set the standard for allowable defects?

Answer 59:

The Contracting Officer makes the determination when a Performance Objective is or isn’t met based on observations made by the COR during an official inspection of the facility. The

Performance objective is met when the contractor does not exceed the number of defects specified in the Performance Threshold. The Performance Threshold is based on the entire program, not one facility The Air Force Personnel Center (Food Service Directorate) provides guidance on establishing the Performance Threshold, but allows each Food Service program to determine how many defects are acceptable for each Performance Objective. The number of defects in each objective is set at the level required to provide the needed food service support for the training mission of Joint Base San Antonio-Lackland while still allowing the contractor to make a few errors in the performance of this contract.

Question 60:

Answer 73:

The number of Force Protection Condition (FPCON) exercises are set by the 502d Air Base

Contract employees do not check ID cards in the BMT facilities during FPCON exercises; this is done by military personnel prior to entering the facility.

In facilities other than BMT, is the contractor required to place an employee at the entryway to check identification?

Question 77:

We have recently been made aware of DFAS letter dated June 21, 2012, subject Contractors and the use of Over the Counter Application (OTCnet) Deposit Services. This letter appears to move the requirement of Contractor personnel making cash deposits to a government function.

Could we receive further clarification?

If the contractor is required to make cash deposits, this paragraph states that the contractor shall turn in funds daily. Should this be changed to read Monday-Friday or will weekend deposits be made at a designated after-hours depository?

Answer 77:

The exact details of this new requirement are still being worked with the 802 Comptrollers

Squadron. As we understand it, the contractor will use OTCnet to prepare deposits slips. The contractor will turn funds over to Government personnel (Contracting Officer Representative).

A Contracting Officer Representative will count the funds, approve the deposit slips in OTCnet and deposit the funds in the bank. Deposits will be made Mon-Fri. Funds collected Fri-Sun will be held in the facility and deposited on Monday.

Question 78:

Should the new insurance that goes into effect in October 2014 where companies have to provide insurance for all employees including management with no co-pay become part of this contract as it is currently the law. Will this mean that it should be included as part of our propasal for this solicitation?

Answer 78:

At this point, it remains unclear whether the Affordable Care Act will survive, and if so, in what form or to what extent depending on the election results.

The main mechanism for contractors to assert any price adjustment lies through the CBA or

DOL wage determination adjustment process which if the full law takes effect, means that the contractor can recover the vast majority of its costs through increase to the fringe benefits that it must pay under that adjustment to the CBA or wage determination. As for management personnel not subject to the CBA or wage determinations, whether to include projected increases as part of its indirect costs such as overhead and G&A becomes a matter of business judgment that the Government cannot become involved in.
