Question 2 – Are there construction drawings for this project?
Answer 2 – We do not have contract design drawings for the work.
Question 3 – Has there been a previous lead base paint or asbestors survey completed on this building? If so can you please provide results? If found is Government going to provide removal of lead base paint and or asbestos or should this be included as a bid item.

NOTE: See Statement of Work para 1.1.1.1 and para 1.1.3.3
Question 4 – There is an existing section of tile outside of the restroom that has been removed, are we to replace it as part of our scope of work?
Answer 4 - No. The scope of this bathroom renovation is within the existing bathroom area.
Question 5 - When the wall tile is demolished the existing drywall will be demolished in the process. With that said I presume that we will be replacing the drywall with either green board or regular drywall or a concrete panel. Which would be preferred by the government?
Answer 5 - Per the text of the Statement of Work, the government assumed the existing drywall would be re-used. The text specified demo of the tile only.
Question 6 - The scope of work states to replace the existing countertops with solid surface counter tops. Are we talking about going back with like material or another type of material?
Answer 6 - The SOW states the Contractors are to provide a wall hung, commercial, synthetic, solid surface material counter top. I believe the existing is a vinyl covered MDF product. All Contractors are to propose, through the submittal process, their recommended sold material countertop selection that compliments their wall/floor tile selection.
Question 7 - What are the specifications for plumbing fixtures?
Answer 7 - The government did not specify specific vendors on purpose.
Contractors are to submit for approval their proposed plumbing fixtures to meet the commercial service duty of a public restroom, similar to the quality of existing plumbing fixtures.
Question 8 - Is there any water saver requirements?
Answer 8 – Yes. The government wants water conserving urinals, commodes, and plumbing fixtures. Please see and comply with the Water Efficient Fixtures criteria listed for commercial urinals, commodes, and plumbing fixtures, spelled out in National Efficiency
Standards and Specifications for Residential and Commercial Water-Using Fixtures and
Appliances, posted as an informational item on the FedBizOps site.
Question 9 - What are the specifications for partitions, toilet paper dispensers, hooks on doors, purse shelves?
Answer 9 - The government did not specify specific vendors on purpose. The government wants the Contractors to propose stall partitions, toilet paper dispensers, door hooks and other normally expected items suitable for commercial service duty equipment in a heavily used public restroom. The partition walls are to be floor mounted, and of a solid synthetic material designed for low maintenance.
Question 10 - What are the specifications for wall mounted items, Hand towel dispensers, Hand dryers, Soap dispensers, Ect. Specs advise to coordinate before mounting.
Answer 10 - The revised SOW, dated 12 August 2010, section 1.1.2.3 states that the wall mounted items are to be re-used and re-installed after coordination with the government. Thus, these items do not need to be purchased by the Contractor.
Question 11 - What are the brand, style and color of the bathroom partitions?
Answer 11 - No “brand, style, and color” for the new bathroom partitions are stipulated by the government. It is the government’s intent for the Contractor to propose a solid synthetic material, commercial grade bathroom partition suitable for heavy duty public restroom service.
The color should coordinate well with the floor and wall tiles selected by the contractor to compliment the floor tile of the lobby adjacent the bathroom entrance.
Question 12 - What is the color of the partition hardware?
Answer 12 - Current partition hardware color is chrome. The Contractors are to propose partition hardware along with all the other submittals normally required for a bathroom remodel project.
Quesiton 13 - What are the brand, style and color of the existing tile we need to match for the floors and walls?
Answer 13 - Per the as-built drawings, dated 25 Feb 2000, the existing porcelain floor tile in the hallway outside and adjacent to the entry doors of the restrooms (identified as area #
353 on the as-built drawings) is as follows:
Brand Style Color
Crossville Genesis A790-UP Burgundy Smoke
Crossville Genesis A660-UP Rosewood
Question 14 - What are the color and brand of the countertops?
Answer 14 - The Contractor shall propose, through the submittal process, commercial grade, solid surface countertops of a color to compliment the new floor and wall tile. See paragraph 1.1.2.6
Question 15 - What size sink do you require for the countertops?
Answer 15 - The Contractor shall propose, through the submittal process, commercial grade, white porcelain oval lavatories of a style to compliment the new countertops. No size dimension preference is provided. Recommend new lavatories be similar in size to existing.
Question 16 - Regarding the backing behind the walls – what type of material should be used for that backing?
Answer 16 - The government assumed the existing sheetrock backing behind the wall tile would be re-used. If the Contractor elects to demolish the existing backing along with the tile surface, that is their prerogative. The Contractor shall then propose an appropriate backing board along with their wall tile submittal.
Question 17 - Are we changing out or leaving in place indirect/edge light fixture?
Answer 17 - The indirect/edge lighting fixtures are being retained per paragraph 1.1.3.1 of the Statement of Work (SOW). Only the light diffusers within the perimeter light fixtures are to be replaced.
Question 18 - Are temporary restrooms needed? If so, how many fixtures and do they need to be conditioned? What is the anticipated usage if required?
Answer 18 - Yes. See paragraph 1.1.1.8 of the SOW. Use the fixture count provided at paragraph 1.1.1.2 as a minimum for the anticipated number of fixtures needed in the temporary restroom trailers. The Base Exchange will be heavily used during the anticipated construction period for this contract (approximately Oct –Dec 2010). We anticipate retirees and active duty personnel will be using the BX complex for autumn and winter shopping needs (Thanksgiving, Christmas, etc).
Question 19 - Can we fill water tanks with on-site water or do we need to bring water in?
Answer 19 - There is no direct connection water source (exterior hose bib, etc) at the temporary restroom location. Contractor shall arrange for water to be delivered and pumped into storage tanks supplying the temporary restroom trailers. Lackland AFB has water points where the contractor can fill their tank truck/trailer.
Question 20 - How many T-5 lighting fixtures?
Answer 20 - Per paragraph 1.1.1.4, approximately 23 lighting fixtures will need to be replaced, as 23 fixtures are being demolished.
Question 21 - What brand and type of privacy is required to use in place of bathroom doors?
Answer 21 - There is no “brand and type of privacy wall” for the entrance. The
Contractor is to remove the doors and demolish the existing entry door frames for both the men’s and ladies restrooms, and then slide the entrance opening to the left or right to create a privacy screen effect, such that passersby outside the restrooms cannot see directly into either restroom.
This entry modification must also result in a tiled entry opening that is ADA-compliant.
Question 22 - Will Worker’s Compensation insurance be required for subcontractors?
Answer 22 – Yes.
