Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
ADDENDUM TO 52.212-2, Evaluation - Commercial Products and Commercial Services
The following is inserted as new paragraph (d) of the provision:
BASIS FOR AWARD: It is in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. TheGovernment will use the following Trade-Off Methodology to determine the bestvalue for the Government.
The evaluation process will include the following:
1. Technical Requirements: Technical suitability will be evaluated based on the offeror's approach in the Statement of Capabilities and the following three (3) Phases: Pre-work, Execution, and Post-Work as follows:
a. The offeror's capabilities statement approach to Pre-Work, Execution, and Post -Work will be the focal point of evaluation. The evaluation of adequacy is determined by conducting a comparative analysis of the proposal to the Statement of Work and assessing if it meets or exceeds the outlined criteria. The offeror's approach will then be rated according to the following table:
b. The evaluation of proposals will involve an assessment of each subfactor for strengths, deficiencies, weaknesses, Technical Rating Methodology:
and significant weaknesses. Evaluators will thoroughly analyze the content of each subfactor to determine its quality and adherence to the solicitation requirements.
Once the assessment of strengths, deficiencies, weaknesses, and significant weaknesses is completed for each subfactor, evaluators will utilize this information to assign an overall rating to the subfactor. Ratings will be assigned based on the extent to which the subfactor demonstrates exceptional performance, meets the minimum requirements, or falls short of expectations.
Once each subfactor is rated, the overall rating of the factor will be determined based on the aggregated ratings of its constituent subfactors. This comprehensive assessment ensures that all aspects of the proposal are thoroughly evaluated and contributes to the determination of the proposal's overall suitability for award.
1B. Technical Rating: The offeror's technical solution will be rated separately from the risk associated with its technical approach. The technical rating will evaluate the quality of the offeror's technical solution for meeting the Government's requirement and includes consideration of the significant strengths, uncertainties, and deficiencies found in the proposal. The risk rating considers the risk associated with the technical approach to meeting the requirement. The government will utilize the ratings listed in and below:Table 2A Table 2B
Table 2B.
Table 2B. Technical Risk Rating Method
