Q&A

Q: The SOW states, “Prework consists of conducting interviews with key stakeholders including the Wing Command Team, Group Commanders, and Senior Enlisted Leaders.”

How many people are considered to be in the Command Team? How many Group Commanders are there? How many Senior Enlisted Leaders are considered to be included in this estimation? Approximately how many people is this in total? Any other key stakeholders besides the personnel mentioned above (Plans & Operations, etc.)

A: The Command Team will comprise approximately 15-20 people (Wing Commander, Deputy Wing Commander, Wing Command Chief, 4 Group Commanders, 4 Senior Enlisted Leaders, 5 Commander Support Staff). Other key stakeholders will attend the strategy offsite.

Q. The SOW states, “This strategy session will be attended by between 30-40 17th Training Wing personnel.”

Are these 30-40 personnel projected to be only the same personnel mentioned in the statement above: “Prework consists of conducting interviews with key stakeholders including the Wing Command Team, Group Commanders, and Senior Enlisted Leaders.”

Or does the 30-40 17th Training Wing personnel include additional individuals other than the Wing Command Team, Group Commanders, and Senior Enlisted Leaders?

A: These personnel will comprise the Wing Command Team listed in question above, as well as subject matter experts and support personnel.

Q. The SOW states, “Prework entails providing any previous case studies or referrals of past work conducted in strategic planning, strategic mindset development, long-range goals and priorities development, with emphasis on those conducted with military organizations.”

Just to confirm, this information is desired during the Pre-work phase (after a vendor is selected); not as part of the bidding process (prior to selection of a vendor), correct?

A: Past performance will be used for helping material and/or planning purposes. Any case studies or past performance specifically related to strategic planning, strategic mindset development, long-range goals and priorities development should be highlighted in the Prework phase, in order to further assist in planning for the Offsite.

Q. Page 6 of the SF 1449 states that deliveries or performance are from 01 April 2024 to 30 June of 2024. However, the SOW indicates that some pre-work deliverables are due during the month of March 2024. Please clarify.

A. Solicitation has been amended to update start date of the period of performance. See Statement of Work (Updated 7 Mar).

Q. Is there a preference for working in-person, remote, and/or hybrid? Will expenses related to airfare, daily allowances, and accommodation be covered if working in-person is required.

A: Execution of the Strategy Offsite is to occur in person. Prework and Post work may occur in-person, remote, and/or hybrid. Travel expenses for in-person work should be included in proposal.

Q. Will the Government check CPARS for Past Performance?

A: Past performance will be evaluated as specified in 52.212-2 Addendum using SAM.gov.

Q: Can the Government confirm there is no Past Performance Questionnaire requirement for this solicitation?

A: There are no past performance questionnaires.

Q. Can the Government clarify “a follow-up plan to facilitate completion of a strategic plan” (SOW Post Work section) Is that the same or different from “a plan to implement and track progress of Strategic Plan completion” (paragraph 2; required work)

A: These are the same requirement.

Q. Does the Government anticipate that the current Wing mission and vision statements will require significant overhaul/rewrite or more likely some adaptation to reflect current or projected future environments?

A: The Wing mission and vision statements will likely require adaptation vice full overhaul/rewrite to reflect current and projected future operating environments.

Q. Can the Government describe the provided space at Angelo State University? Will there be breakout room space in addition to the main room? If so, how many rooms/areas?

A: The main meeting location is a room that measures 33’1” long by 51’6” wide. Tables and chairs can be arranged as desired by facilitator and Wing Leadership Team. Attached to this room is an available kitchenette as well as a breakout room measuring 23’10” long by 24’10” wide. Up to two additional breakout rooms can be reserved if required.

Q. Can the Government clarify that the solicitation evaluation criteria is Lowest Price Technically Acceptable (LPTA)? Attachment 2 specifies that, but Page 41 of 41 of the Solicitation Amendment lists para (d) before paras (a) through (c) which specifies Technical, Price, and Past Performance as the precedence of evaluation.

A: Clause 52.212-2 and its addendum have been revised to align with each other.

Q. Can the Government specify its price realism and/or price reasonableness procedures to be used in this solicitation?

A: For award purposes, the Total Evaluated Price is the total price proposed. Prices will be evaluated for reasonableness. Prices which are excessively high or low may be considered unreasonable and may receive no further consideration.

Q: On page 1 of the SOW, it states, “Interviews will be conducted with a quorum of Wing stakeholders.” Does this mean we do not need to conduct these interviews individually?

A: This will likely be one interview session with the Wing Command Team and Key stakeholders to receive the Commander’s intent and conduct initial meet/greet activities so both parties understand more about each other going into the strategy session.

Q: Is there a preference for working in-person, virtual, remote, and/or hybrid?

A: It is up to the contractor to determine how they will conduct pre-work and post-work with the above options.

Q: Are there particular scheduling obstacles to observe that may affect data collection and strategic planning efforts?

A: None identified.

Q: Is Microsoft Teams a sufficient virtual platform? If not, what virtual platform does the Government require? Does the Contractor need a CAC to access the Government platform to do virtual interviews or other virtual interactions?

A: Microsoft Teams is sufficient if the offeror determines this to be their method for pre and/or post work. The Contractor does not need a CAC.
