Statement of Work (SOW) Strategy and Planning Facilitator
17th Training Wing, Goodfellow AFB, TX
1. Description
The 17th Training Wing at Goodfellow Air Force Base, in concert with its subordinate units, is conducting a strategic planning session to outline, design, and craft a 10-year strategic plan extending into the year 2035. Aligned with this initiative, the wing will conduct a strategic planning offsite on 16-18 April which will require a facilitated discussion focused on the principles of a strategic mindset, innovation, adaptability, and resilience. The facilitator will engage senior Wing leaders in a three-day strategic offsite to develop the Wing’s mission, vision, values, and elements of the strategic plan to include priorities, lines of effort, objectives, and metrics to understand tracking and accomplishment of strategic objectives.
2. Required Work
Required Work Consists of three Phases: Prework, Execution, and Post-work.
Plan, Design, and Implement a Facilitated Strategic Planning Session.
The contractor will provide all manpower, supplies and materials (e.g. workbooks, note-takers, books, information packets, other industry-standard facilitation tools, etc.) necessary to facilitate a strategic planning session from 16-18 April 2024 with leadership and key stakeholders of the 17th Training Wing. The facilitator will be able to analyze complex information, identify patterns and draw meaningful insights to guide strategic decision-making. The contractor will proficiently facilitate group discussions, manage diverse perspectives, and guide participants toward consensus in a strategic planning process. Desired outcomes of this planning session include 17th
Training Wing Mission and Vision statements, a list of priorities and objectives for inclusion in a 10-year strategic plan, a statement of values, performance metrics for strategic objectives, and a plan to implement and track progress of Strategic Plan completion.
The work required consists of three phases: Prework before the three-day session, Execution of the strategy session, and Post-work follow-up with deliverables.
Prework consists of conducting interviews with key Wing stakeholders including the Wing Command team, Group Commanders and Senior Enlisted Leaders. Interviews will be coordinated through a Point of Contact identified by the government. Interviews will be conducted with a quorum of Wing stakeholders. Interviews will be conducted virtually, in-person, or through hybrid means. Interviews with base leadership will refine intent for the event and collect unit-specific data relevant to strategic guidance and direction. Additionally, Prework should comprise designing a schedule of events to include an overview of the interview schedule, a schedule of events for the strategy session, and a timeline for completion of Post-work described below.
Furthermore, Prework should include those industry-standard actions necessary to execute a facilitated strategy session with executive leadership. Finally, Prework entails providing any previous case studies or referrals of past work conducted in strategic planning, strategic mindset development, long-range goals and priorities development, with emphasis on those conducted with military organizations.
Execution of the strategy session includes implementing and controlling the schedule of events in a manner that maximizes effective, productive conversation amongst wing leadership; using tools and methods of skilled facilitation to foster strategic thinking; and effectively capturing discussions, mindsets, and action items that will comprise a post-event report for wing leadership.
This strategy session will be attended by between 30-40 17th Training Wing personnel. Intended outcomes of this session include mission and vision statements for the 17th Training Wing, a statement of values, performance metrics for strategic objectives, priorities and objectives for a 10-year strategic plan, and a plan to implement recommendations and action items that will drive completion of a 10-year strategic planning document. This session must be conducted in-person and will not be conducted virtually.
Post-work consists of compiling and presenting a report, presentation, and/or document detailing impressions of the event, discussions that occurred during the session, and a follow-up plan to facilitate completion of the Strategic Plan. Follow-up consists of a post-session discussion with key stakeholders, outlining the notes from the Execution Phase. Post-work may be facilitated in-person, virtual, or hybrid options. Post-work occurs after the 16-18 April Strategy session. Within 30 days of execution of the strategy session, pending the Parties’ coordination and availability, a presentation will be made to Wing leadership documenting the key tasks, take-aways, due outs, and impressions from the strategy session.
