1. Are level 4 special requirements the only areas that involve periodic floor maintenance?
Yes: level 4 Special Requirements are the only areas that involve periodic floor maintenance.
2. Does the contractor provide paper supplies?
Yes; the contractor provides paper supplies as stated throughout the PWS.
3. Does the contractor clean the hanger/bay area at the Fire School B3453?
No; the "high bay" hanger area of B3453 is not included in the square footage on Appendix B1 or B2.
4. Are the Fitness Centers serviced 7 days a week?
Yes; the Fitness Centers are serviced 7 days a week.
5. What periodic services will the contractor provide?
Periodic services are described in PWS and in the Appendices.
6. Is the contractor responsible for breakrooms?
The contractor will be responsible for breakrooms only where identified in the square footage and maps (floor plans.)
7. Does the contractor provide services in offices?
The contractor provides services in offices only where identified in the PWS and Appendices.
8. Are maps (floor plans) for each building provided?
Per Appendix C, maps (floor plans) will be provided to the successful offeror upon contract award.
9. What has changed from the previous contract?
Periodic maintenance services were reduced significantly and facility cleaning was increased, also centralized trash collection and water fountain cleaning were added.
10. Does the square footage for restrooms include locker rooms?
Yes; the column in Appendices B1 and B2 showing restroom square footage also includes locker room areas.
11. How are janitorial closets assigned?
Janitorial closets are assigned by the building manager and the Contracting Officer's Representative (COR).
12. What are the buildings that require escort?
Primarily, the 500 series buildings require escort.
13. What time will the buildings requiring escorts be cleaned?
Buildings requiring escorts will be cleaned during normal duty hours.
14. What areas are cleaned in each building, like B430 Headquarters?
Common areas and restrooms are generally cleaned in each building. More than one level of service may be required in a building, such as B430.
15. Can the date for the proposal response be changed to allow more time for preparation of responses?
The date for the proposal response is not changed.
16. When the frequency shows "daily", does that mean 5 days per week or 7 days per week?
"Daily" frequency depends on the hours of operation for the building.
17. What are the ages of the buildings on base?
Buildings on base range in age from WW-II era to recent construction.
18. What time of day can the classrooms at the Library (Consolidated Learning Center) be serviced?
Access is dependent on the building manager and schedules will conform to access limitations.
19. How are keys assigned for access the buildings before and after the normal duty day?
Keys are assigned by the building manager and depend on access control for individual buildings.
20. What building was reported as out of service?
Building 340 was reported as out of service.
21. What areas on base are not serviced on the contract?
Some areas on base that are not serviced are dormitories, base housing, and medical facilities.
22. Is the contractor required to spot clean?
Yes; spot cleaning is required as referenced in the PWS.
23. How can liquids and cleaners, and chemicals be transported on-base?
The contractor can pre-mix or train employees to mix concentrated cleaners/chemicals on-site.
The contractor must comply with PWS and contract regarding safety, hazardous materials, spills, clean-up, and similar requirements.
24. What safety requirements are needed for floor services?
The contractor is responsible for appropriate safety signage and procedures for floor areas serviced.
25. Child Development Center require background checks, are employees dedicated to the CDC (are they locked-in to performing only at the Child and Youth buildings?)
The contractor will determine assignment of employees to Child and Youth Program facilities.
Only employees with background checks may be assigned to perform services while children are present in the facilities.
26. Some State safety requirements do not permit the use of bleach around children, will other disinfecting solutions be considered or accepted?
Solutions available are discussed in PWS paragraph 1.4.5.
27. What are the special requirements for international student facilities?
International student facilities may change services and frequency in response to cultural requirements. Modification may apply.
28. What is a raised floor and where are they located? Is there an anti-static requirement?
Raised floors are installed above hard floors to accommodate access to cabling, wiring, and equipment. Specific locations are not stated. Access under the raised floor will not be required, damp mop the surface only. There is no anti-static requirements stated in the PWS.
29. Does the Fitness Center have any place where custodial supplies or equipment can be stored?
As with other buildings, the Fitness Center building manager and COR will assign closet space at the Fitness Center if available.
30. What types of areas are in the Fitness Center square footage?
The site visit toured some of the areas including locker rooms, basketball court, racquetball courts, family room, exercise rooms, equipment rooms, windows, bleachers. The site visit explained rafters are not included and the windows over the entry doors are not included. The PWS provides requirements for tile walls and the tops of lockers.
31. Is the Periodic Schedule only floors?
Periodic services are described throughout the PWS and in the Appendices.
32. Can a roster of the current employees be provided showing rates of pay, years of service, vacation time accrued?
A roster of current employees will not be provided. A Seniority List under the Collective Bargaining Agreement will be provided at the commencement of the contract.
33. On the technical evaluation, a mission essential services plan is required, can more information be provided on the nature of the closures that the plan should cover?
The crisis situations covered by the mission essential services plan include natural disasters;
domestic emergencies, and changes to Threat Environment. Offerors should review DFARS 237.76, provision 252.237-7023 Continuation of Essential Contractor Services and clause 252.237-7024 Notice of Continuation of Essential Contractor Services.
