Q21 Is there a walk-through scheduled for lenders?
A21 See clause 5352.215-9001, Site Visit, added to Section L.
Q22 Since no office will be provided by the Government for the custodial services contractor, is there a pad or space on Base, with access to electricity and water, where the contractor can put a rented trailer to serve as an office and for storage of equipment and supplies?
A22 No; the contractor will not be permitted to maintain an office or storage on base. A pad or space will not be provided for a rented trailer with office and storage of equipment and supplies.
Q23 Can CPARS be considered as past performance references? Can we use a PPQ from another government solicitation that was used within last 30 days?
A23 The Government reserves the right to use both the information provided in the Offeror's Past Performance proposal volume and information obtained from other sources available to the Government, to include, CPARS. The Instrs., Conds., and Notices to Offerors, Addendum to FAR 52.212-1, Instructions to Offerors-Commercial, Section 4.0 Volume III-Past Performance, does not require a PPQ from another government solicitation.
Q24 Can you please provide address of Visitor’s Control Center (pre-proposal conference) and instructions on how to enter the base?
A24 The Visitor's Control Center is located in the 4400-4500 block of South Chadbourne St (FM 1223) San Angelo, at the Jacobson Gate on Kearney Blvd Goodfellow AFB. Use FM 1223 to access the Visitor's Control Center. Base passes must be obtained from the VCC and driver's must provide license and proof of insurance (or rental documents).
Q25 Appendix H – Water-less Urinals, the data provided is that current data on the usage? Just to confirm only 43 cartridges were replaced throughout last year? Have there been any new water-less urinals installed?
A25 The data provided in Appendix H indicates the number of waterless urinals per building and the approximate replacement schedule for each urinal per year. The column ‘CARTRIDGE REPLACEMENT PER YR” indicates the approximate replacement schedule per year for each urinal in each building. The total is not indicative of the number of cartridges replaced last year.
No; new water-less urinals have not been installed.
Q26 The following spreadsheet Appendix E has errors that need to be corrected.
A26 The errors in the formulas have been corrected and Appendix E Spreadsheet Corrected 20190926 is added to the solicitation by amendment.
Q27 It seems to be some errors with the square footage numbers.
A27 The errors in the total square footage numbers in Appendix B1 have been corrected and Appendix B1 Corrected 20190927 is added to the solicitation by amendment.
Q28 How many Cleaners are servicing this contract, day porters and evening shift staff plus supervisor as well please?
A28 The Performance Work Statement does not identify the quantity of Cleaners or specific positions or numbers of personnel required to perform the services. The number of employees working for the incumbent contractor may not reflect the positions or personnel needed to fulfill the requirements in the solicitation. A Seniority List under the Collective Bargaining Agreement will be provided at the commencement of the contract.
Q29
a. Just to confirm, Level 2 Services (not restrooms) general cleaning is every other week? Once every 2 weeks (bi-weekly)?
b. Exterior window cleaning of the Fitness Centers and Gymnasiums is for all exterior windows, regardless of height?
c. Wall cleaning for Level 3 and 4 is up to 72 inches?
d. High Dusting for Level 4 (Ceiling Rafters/lights/fan) can this be performed during operating hours?
e. Level 4 Fitness Centers, racquetball court, cleaning walls, up to what height?
f. Level 4, Can we be provided a quantity of fitness equipment that will need to be cleaned, housing only (contact with floor)?

a. No; for Level 2 Services general cleaning "1 x bi-weekly" is not the correct term. Appendix A1 has been corrected to show "2 x weekly" (in bold) to clarify the requirements. Appendix A1 Corrected 20191002 is added to the solicitation by amendment.
b. Exterior window cleaning at the Fitness Center does apply to windows regardless of height.
Windows at the Fitness Center can be reached from ground level in service areas.
c. Dusting and wall cleaning are described in the PWS narrative when height limits are applicable. A specific reference to the PWS paragraph cannot be determined from the question.
d. High dusting for Level 4 is a periodic maintenance service described in PWS paragraph 1.3.3.
e. The quantity of fitness equipment is not known. The square footage for B140 and B340 in Appendices B1 and B2 applies.
Q30
a. Will the Government please clarify whether a complete cleaning schedule is due with proposal or at the pre-performance conference?
b. Since the page count is only 30 pages will a sample cleaning schedule ex: one building per level suffice and be found technically acceptable as demonstrating knowledge of the PWS?
c. If not, will the Government please change the page count allowance to 60 pages or more?

a. A complete schedule is due in accordance with Evaluation Factors for Award, Addendum to FAR 52.212-2-Evaluation-Commercial Items, Para 5.1.3, Subfactor Three: Scheduling, Labor Workload Balance, and Quality Control Measures.
b. A sample cleaning schedule does not meet the requirements of the Instrs., Conds., and Notices to Offerors, Addendum to FAR 52.212-1, Instructions to Offerors-Commercial, Section
3.0 Volume II-Technical Volume or the Evaluation Factors for Award, Addendum to FAR 52.212-2-Evaluation-Commercial Items, Para 5.1.3, Subfactor Three: Scheduling, Labor Workload Balance, and Quality Control Measures.
c. The page limit for Price Volume II is increased to forty-five (45) pages. See the changes marked AMENDED in the addendum to the Instructions to Offerors.
Also note, Instrs., Conds., and Notices to Offerors, Addendum to FAR 52.212-1, Instructions to Offerors-Commercial, also allows: "Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size.
Foldout pages shall fold entirely within the volume. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 12 point."
Q31 Are contractor owned vehicles permitted to remain on-base overnight?
A31 No; contractor-owned vehicles are not permitted to remain on-base overnight.
Q32 Section 3.1.1 states the contractor can store paper products only, is there a location on-base to store other consumable products? (items such as hand soap, trash liners, urinal cartridges etc.)?
A32 No; no other location on base is available to store other consumable products.
Q33 Are any of the buildings that require exterior window washing services higher than two (2) stories? If so, please identify the number of stories and the building/location along with the amount (count) of windows.
A33 No, none of the buildings that require exterior window washing services are higher than two (2) stories.
Q34 If you could revise the Bid Schedule to remove the 0 in the amount columns on all pages so that the extended price can be clearly seen... if the price sheets titled "Supplies or Services and Prices/Cost sheets could be provided in Excel format so that the unit prices can be entered A34 Bid Schedule Spreadsheet 20191002 is added to the solicitation by amendment to facilitate completion of the schedule in a clear format. The Supplies or Services and Prices/Cost pages in the Solicitation - FA303019RA005 document cannot be separated however the Bid Schedule Spreadsheet matches the information and the spreadsheet's data can be transcribed into the CLIN structure of the solicitation.
Q34 Will the government entertain an extension of this proposal due date for one week beyond October 17, 2019?
A34 The date for the proposal response is not changed.
Q35 If the offeror does not have a subcontractor, is there a need to complete any information referencing the Consent Letter? Can the offeror state “We are submitting this offeror with no subcontractor involvement” Pg 116 Section 4.1.
A35 If the Offeror does not have a subcontractor, the Consent Letter does not apply.
Q36 No CLIN 0009 in Attachment E - Was this an oversight?
A36 The schedule does not have CLIN X003, X006, or X009; these numbers on the standardized Air Force Custodial Services template are not applicable at Goodfellow.
Q37 The Government states "complete Section 6 Bid Schedule? for pricing. Is Section 6 Bid Schedule same as "Supplies or Services and Prices/Cost" Pg. 113 Section 2?
A37 The Supplies or Services and Prices/Cost pages in the Solicitation - FA303019RA005 document is on the SF1449. the Section 6 Bid Schedule is in the Performance Work Statement.
Q38 You note floor types are subject to change without notice, does this mean there may be "temporary construction" of the flooring for this change to take place, and if so is the contractor required to clean the areas of debris from the construction? PWS 1.1 A38 Subject to change without notice does not mean temporary construction. The contractor is not required to clean areas of debris resulting from construction.
Q39 What does the government consider to be raised floors? PWS 1.1.1 A39 Raised floors are installed above hard floors to accommodate access to cabling, wiring, and equipment. No access under the raised floor will be required, damp mop the surface only.
Q40 What is the frequency and how many facilities in which temporary facility cleaning services are currently being serviced? PWS 1.5.5 A40 At this time, temporary facility cleaning services are not on contract and are not applicable to any buildings listed in Appendices B1 or B2.
Q41 Janitorial closets are provided for paper storage only, are there spaces in or around the janitorial closets which cleaning chemical and agents and/or cleaning carts, and large trash receptacles can be stored? PWS 3.1.1 A41 No; no other locations on base are available to store other consumable products.
Q42 The amount of supplies is total dependent on the number of individuals using each facility.
Can you supply the number of personnel in each facility?
A42 No; Operational Security requirements prohibit disclosure of the number of personnel in each facility.
Q43 Is there a list of sizes for the trash containers?
A43 No; a list of sizes for the trash containers is not available.
