PERFORMANCE WORK STATEMENT (PWS)
FOR
CUSTODIAL SERVICES
GOODFELLOW AFB
17 July 2019
1 DESCRIPTION OF SERVICES.
The Contractor shall provide all management, supervision, personnel, tools, equipment, supplies, material, transportation, and other items and services necessary to ensure that custodial services are performed at Goodfellow AFB and Goodfellow AFB Rec Camp, in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The Contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, in order to meet the requirements of this PWS and the Service Summary (SS). Cleaning frequencies are established in Appendix A1- A5, Headquarters (HQ) Air Education Training Command (AETC) Custodial Standards. Facility cleaning levels and estimated square footages are established in Appendix B1, Estimated Square Footages and Cleaning Level, and in Appendix B2, Estimated Square Footages for Periodic Floor Maintenance. Facility drawings of areas cleaned are established in Appendix C, Floor Plans and Maps. All work performed by the Contractor shall be performed in accordance with (IAW) all applicable laws, regulations, HQ Air Force (HAF), HQ AETC standards, instructions, AF Common Output Level Standards 2019, and commercial practices. Appendix F contains definitions and abbreviations common to the services in the PWS.
1.1 FACILITY CLEANING SERVICES:
When Appendix B-1 and Appendix C indicate that a facility has carpet and/or hard floor areas, the Contractor shall perform cleaning IAW Appendix A:

1.1.1 NON-CARPETED FLOORS. (HARD FLOORS: VINYL TILE, CERAMIC TILE,
LAMINATE, WOOD, CONCRETE, ETC.).
Maintain hard floors free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Accomplish cleaning by the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean and machine scrub, etc.) and with cleaning solutions if applicable, for the specific floor type. After cleaning, ensure floor surfaces, to include grout, has a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. All raised floors shall be cleaned with a damp mop only. Clean baseboards, corners, and wall/floor edges. Move chairs, trash receptacles, and other easily moveable items to maintain floors underneath these items, and return them to their original and proper position after cleaning.
1.1.2 CARPETED FLOORS.
Maintain carpets free of soil, dirt, debris, litter and other foreign matter by effective routine vacuuming. Utilize efficient vacuum cleaners that offer high airflow, high efficiency filtration, and an adjustable rotating brush agitation for more effective soil removal. Remove any spots and/or spills as soon as noticed; follow the carpet manufacturer’s approved methods or other commercially accepted practices to accomplish spot/spill removal. Notify the Facility Manager or the COR of all tears, burns, and raveling. Clean all area and throw rugs. Clean baseboards, corners, and wall/floor edges. Move chairs, trash receptacles, and other easily moveable items to maintain floors underneath these items, and return them to their original and proper position after cleaning.
1.1.3 STAIRWAYS/ELEVATORS/HANDICAP LIFTS.
Clean all floor surfaces IAW paragraph 1.1.1 or 1.1.2, as appropriate. Maintain stair guards, handrails, wall caps, and baseboards free of grease and grime. Remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 72 inches height from stair tread level, to maintain a clean, uniform appearance.
1.1.4 CLEAN FLOOR (WALK-OFF) MATS.
Vacuum and/or clean interior and exterior floor mats IAW Appendix A. Mats shall be free of all visible lint, litter, debris, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location.
1.1.5 TRASH COLLECTION/REMOVAL (CENTRALIZED LOCATION).
Government personnel shall place trash in tied up plastic bags, or other appropriate containers labeled as “trash” in designated facility centralized locations. The Contractor shall collect and dispose of all trash from these locations. The Contractor is not responsible for replacement of plastic trash bags. The Contractor will pick up any trash that may fall onto the facility or grounds during the removal of such collected trash.
1.1.6 CLEANING EQUIPMENT/MATERIALS.
To reduce the risk of cross-contamination mops, cleaning solution(s) (in mop buckets), rags and other equipment/materials that have been used to clean restrooms/locker rooms will not be used to clean other areas – except that they can be used to clean another restroom. At a minimum, change the mop water and disinfectant after cleaning 200 square feet. The Contractor shall clean and disinfect the mops and rags daily and completely dried prior to use.
1.2 RESTROOMS/LOCKER ROOMS CLEANING SERVICES:
When Appendix B-1 and Appendix C indicate that a facility has restrooms and/or locker rooms, the Contractor shall perform cleaning IAW Appendix A:
1.2.1 CLEAN AND DISINFECT.
All surfaces of sinks, toilets, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, saunas, partitions, doors, walls, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces utilizing a germicidal detergent. Ensure restrooms are free of odor, or have a clean scent. Ensure showers, toilets, and urinals are free of spots, water spots, scale buildup, soap scum, mold/mildew, odors, and any other deposits. Ensure mirrors are free of streaks or other removable matter. Ensure partitions are free of smudges and stains. Clean vents that are within 72 inches of the floor. Ensure restroom sinks, countertops, and fixtures are free of water and scale deposits, soil, streaks, and other removable matter. Ensure walls and grout is free of all film spots, and detergent buildup.
Occupied restrooms shall be serviced when users/occupants vacate the restroom. Post appropriate signage alerting facility users/occupants that the restroom is “closed for cleaning.” Do not close all facility restrooms simultaneously unless the facility contains only one restroom. Use safety cones/stands or other signage to alert occupants of wet floors. Remove signage when floor is dry.
Notify the COR if building occupants use restrooms when closed signage is posted.
1.2.2 RESTROOM FLOOR CARE.
Maintain all floor surfaces IAW paragraph 1.1.1 by effective routine cleaning. Move or tilt all moveable items to sweep and damp mop underneath. Maintain floor tile grout to be free of dirt, scum, mildew, and residue.
1.2.3 STOCK RESTROOM SUPPLIES.
Ensure restrooms are stocked sufficiently so any provided supplies including toilet tissue, paper towels, and hand soap do not run out. Store supplies in areas designated by the COR. If supplies run out prior to the next service date, refill within two hours of notification.
1.2.4 DRINKING FOUNTAINS.
Contractor shall clean all facility drinking fountains, typically located near or in the vicinity of restrooms. All porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountains shall be cleaned and disinfected. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil. The numbers of drinking fountains throughout the buildings are listed in Appendix H.
1.2.5 RESTROOM TRASH REMOVAL.
Empty all trash receptacles in restrooms and locker rooms, dispose of trash, and return containers to their original locations. Provide and replace soiled, worn, or torn trash can liners. Trash receptacles shall be left clean, free of foreign matter and odors. Empty feminine hygiene receptacles and replace the liner. Maintain the receptacles free of foreign matter and free of odors.
1.2.6 MAINTAIN WATERLESS URINALS
1.2.6.1 MAINTAIN WATERLESS© BRAND URINALS
Contractor shall provide and maintain the required chemicals and trap cartridges to service all the Waterless© brand urinals. Contractor shall service urinals at the same time they are cleaning the restrooms. Cartridge replacement will occur in accordance with Appendix H. These urinals require a specific cartridge type trap and suspension liquid to service them. All the components needed to service these urinals typically come in a kit. The kit includes the trap, liquid, and the tool to change the traps from the manufacture or authorized reseller. The government will provide training instructions on the maintenance of these urinals.
1.2.6.2 MAINTAIN FALCON© BRAND WATERFREE URINALS.
Contractor shall provide and maintain the required chemicals and trap cartridges to service all the Falcon© water-free Brand Urinals. Contractor shall service urinals at the same time they are cleaning the restrooms. Cartridge replacement will occur in accordance with Appendix H. These urinals require a specific cartridge type trap and suspension liquid to service them. All the components needed to service these urinals typically come in a kit. The kit includes the trap, liquid, and the tool to change the traps from the manufacture or authorized reseller. The government will provide training instructions on the maintenance of these urinals.
1.3 PERIODIC CLEANING SERVICES
Periodic Cleaning Services are defined as the following services and other services performed on a periodic weekly, monthly, quarterly, semi-annual, annual basis. When Appendix B-2 and Appendix C shows a facility with square footage or when Appendix A show services at a periodic frequency, the Contractor shall perform periodic cleaning.

1.3.1 PERIODIC HARD FLOOR MAINTENANCE.
Clean, scrub, seal, buff, polish, wax, and strip floors as required for the appropriate surface to maintain, protect, and ease normal routine floor cleanings. After periodic maintenance, ensure floor surfaces to include grout has a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Move chairs, trash receptacles, and other easily moveable items to maintain floors underneath these items, and return them to their original and proper position after the floor surface has dried.
1.3.2 PERIODIC CARPET RESTORATIVE CLEANING.
Deep clean carpets in order to remove embedded soil from carpet fibers. Employ an effective technique and/or method to address soil suspension, soil extraction, and drying. Ensure after deep cleaning, the carpeted area shows an improvement in visible appearance. Remove all cleaning solutions from baseboards, furniture, trash receptacles, chairs, and other similar items. Move chairs, trash receptacles, and other removable items to clean carpets underneath, and return them to their original location after the carpet has dried.
1.3.3 DUSTING.
(Category 4 Facilities Only) Low dusting includes surfaces within 6 feet of the floor and must be free of dust, lint, cobwebs, and litter. High dusting includes surfaces above 6 feet up to 10 feet.
Surfaces could include items such as tables, shelves, bookcases, storage lockers, window sills, hand rails, pictures, clocks, window blinds, ceiling fans, etc.
1.4 SPECIAL CLEANING REQUIREMENTS.
The Contractor shall accomplish all cleaning tasks as appropriate for Special Requirement Facilities (Child Development Center, School Age Program, Youth Center, and Fitness Centers) identified in Appendices A, B, and C. Minimum cleaning frequencies are established in Appendix A.
1.4.1 CHILD AND YOUTH PROGRAMS (CDC, SCHOOL AGE, YOUTH).
Maintain designated Child and Youth Program (CYP) facilities IAW AFI 34-144, Child and Youth Programs, summarized below and IAW Appendix A. Kitchen areas are not part of the Contractor’s responsibility for cleaning.
Hours of operation are 06:30 – 17:45. All cleaning requirements will be performed either before or after Child and Youth Programs operational duty hours except for any cleaning requirement standard performed more than one time daily. For those specific cleaning requirements of two or more times daily, at least one cleaning will be performed during operational duty hours. Daily mopping and sweeping of floors shall be accomplished during operational duty hours as indicated in Appendix A.
Contractors shall sign in and out at the front desk upon entry and exit, and use only the main entrance to enter and leave the building.
1.4.2 SPECIAL CLEARANCE REQUIREMENTS: CHILD AND YOUTH PROGRAM
FACILITIES.
1.4.2.1 BACKGROUND & CRIMINAL HISTORY CHECK:
In accordance with AFI 34-144, Child and Youth Programs, DoD Manual 1402.05, Background Checks on Individuals in Department of Defense Child Development and Youth Programs, and DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, a criminal history background check must be initiated and completed for Contractor employees before they can be allowed to work in Child and Youth Program (CYP) facilities when children or youth are present. A Security Manager designated by the CO shall initiate, receive, and maintain all background checks. All results shall be maintained by the Child and Youth Program Directors. The following steps are required to process the background check.
a. An Installation Records Check (IRC), inclusive of a check of the Air Force Central Services Registry (CSR) must be completed on all contractor employees assigned to work in CYP facilities, who have lived or worked on a military installation before they were hired. The IRC includes all bases the individual lived or worked on in the last two years. (AFI 34-144,
9.6.6 and 9.6.7)
b. All contract workers assigned to work in CYP facilities shall complete and sign a Basic Criminal History and Statement of Admission DD 2981 (Appendix G), t indicating whether or not they have been arrested or convicted of any crime involving children, drugs, or alcohol. (AFI 34-144, 9.6.4.3).
c. All contract workers assigned to work in CYP facilities shall complete a Child Care National Agency Check with Inquiries (CNACI) which includes a State Criminal History Records Checks (SCHRC) performed for current and former states of residence and employment listed on an employee or prospective employee application. (AFI 34-144, 9.6.9).
d. Contractor employees will undergo a reverification every 5 years using the same investigations as required during the initial investigation or with the latest guidance issued on reverifications. (AFI 34-144, 9.6.13.2).
1.4.2.2 CRIMINAL BACKGROUND HISTORY CHECK PROCEDURES.
Contractor employees being assigned to work in CYP facilities shall report to the Security Manager designated by the CO to initiate and complete documentation per paragraph 1.4.2.1.
During this time, the Security Manager shall request the individual obtain and complete an Applicant Fingerprint Card from the Goodfellow AFB Information Protection office. The Security Manager shall initiate an Installation Records Check (IRC) for each contract employee. The IRC must be completed before the contract employee is authorized to work in the Child Development and/or Youth Center(s). The Security Manager shall also initiate a Tier 1, which encompasses a State Criminal History Repository (SCHR) Check on each Contractor employee. An unfavorable or derogatory report would include, but not be limited to, the following applicable crimes: any charge or conviction for a sex crime, an offense involving a child victim, a substance abuse felony, or a violent crime. The Security Manager shall identify all report results whether favorable, unfavorable, or derogatory to the Contracting Officer (CO). The CO shall provide the appropriate documentation for the Child and Youth Program Director’s file. No contract employee shall be allowed to work on Goodfellow AFB with an unfavorable or derogatory Tier 1 report.
a. Installation Records Check (IRC). An investigation conducted through the records of all installations of an individual’s identified residences for the two years before the date of application. This record check must include police (base and/or military police, security office, criminal investigations, or local law enforcement) local files check, Drug and Alcohol Program, Family Housing, and Medical Treatment Facility for Family Advocacy Program, to include Service Central Registry records, and mental health records, and any other record checks as appropriate, to extent permitted by law.
b. Tier 1 Security Investigation. A personnel security investigation consisting of a records review of certain national agencies to include a technical fingerprint search of the files of the Federal Bureau of Investigation (FBI). Contractor employees may be permitted to work before completion of the Tier 1 provided the employee is working within sight of an individual who has successfully completed a background check.
c. Contractor employees have the right to obtain a copy of the background check report by submitting a request to the NBIB FOI/PA office (https://nbib.opm.gov/). Contractor employees have the right to challenge the accuracy and completeness of any information contained in the report through the Privacy Program described in DoDI 5400.11-R. The CO shall inform the Contractor of employees whose criminal history background checks result in an unfavorable or derogatory report. The Contractor shall immediately remove this employee from their service at the Child and Youth Program Facilities.
d. Contractor employees who have previously received a background check within the last five years must provide proof of the check to the Security Manager who will determine if and when a new background check is required.
1.4.3 REQUIRED TRAINING.
All Contractor employees assigned to CYP facilities shall be required to attend annual training on identification, prevention and reporting of child abuse and neglect IAW AFI 34-144, 10.10.2. The training will be conducted during normal duty hours by a Government certified trainer. The Contractor shall be responsible for ensuring new employees working at the Child and Youth Program Facilities are scheduled for and complete this training.
1.4.4 IMMUNIZATIONS.
All Contractor employees assigned to CYP facilities shall be free of communicable diseases to include tuberculosis, prior to entering either facility. All contract employees must have the following immunizations required IAW AFI 48-110, “Immunizations and Chemoprophylaxis for the Prevention of Infectious Diseases” prior to an employee being allowed to work in CYP facilities. The Contractor shall be responsible for providing certification that all of his/her employees assigned to CYP facilities meet the above conditions. Costs of any required immunizations will be incurred at the Contractor’s expense.

1.4.4.1 REQUIRED DOCUMENTATION.
The Contractor shall provide a summary listing of all employees proposed to work in the Child and Youth Program facilities with the employees’ name, position, date background checks were initiated and completed, date child abuse training was completed, certification that immunization requirements have been met, and employee statement (Appendix G) completed (per 1.4.2.1.b.) for assignment to work in the Child and Youth Program facilities. In the event that an employee is replaced, even temporarily, the replacement shall meet all requirements set forth in paragraph 1.4.2 through 1.4.4, prior to beginning work. Failure to fulfill these requirements, in sufficient time to replace an employee, will not relieve the Contractor of its responsibilities under this contract.
Failure to provide these statements will prohibit Contractor employee(s) entrance into the Child and Youth Program facilities. The Contractor shall update the listing as necessary
1.4.5 CLEANING REQUIREMENTS FOR CHILD AND YOUTH PROGRAMS:
Physical contact shall not be allowed and Contractor employees shall not be alone with children unsupervised. All employees shall wear a nametag or other identifying apparel IAW AFI 34-144 and PWS paragraph 4.7.2.
1.4.5.1 DISINFECTING, CLEANING AND SANITIZING SOLUTIONS.
The Contractor shall store all disinfecting, cleaning, and sanitizing solutions in their original, labeled containers (with the exception of bleach water solution). Store bleach water solution in a non-brand name container clearly labeled as “BLEACH WATER”. Use the same type of container for bleach water throughout the facility. Keep all cleaning solutions out of children’s reach at all times.
Cleaning Solution: Use soap and water to clean visibly soiled areas.
Disinfecting Solution: Use a chemical agent to prevent infection from non- food surfaces and equipment by destroying harmful bacteria and other microbes. These chemicals must be registered with the US EPA and so state on the label.
Examples:
- Liquid chlorine bleach (without scent), one-quarter (1/4) cup (5.25% sodium hypochlorite) in one (1) gallon of water (or 1 Tablespoon bleach in 1 quart water), made fresh daily
- Quaternary ammonium compound mix at 400 ppm or as directed, confirm with test papers Pine oils (must be at least 70% pine oil) follow manufacturer’s directions
- Commercial disinfectants follow manufacturer’s instructions
Sanitizing Solution: Use a limited list of chemical agents that reduce the number of bacteria and viruses to a safe level for public health requirements. Use sanitizers on food contaminated surfaces and equipment.
Examples:
- Liquid chlorine bleach (without scent), 1 Tablespoon (5.25% sodium hypochlorite) in one
(1) gallon of water, made fresh daily; must be left on for 2 minutes to be effective
- Quaternary ammonium compound mix as directed and confirm with test papers. Check with label to ensure it is recommended for food surfaces. Ammonium compounds are deactivated by soap and detergents and may not protect against all bacteria. Follow manufacturer’s instructions and allow time to work
1.4.5.2 CLEANING PRODUCTS APPROVAL.
The Contractor shall provide a list of all cleaning products to be used in Child and Youth Program facilities to the Contracting Officer, who will provide copies to the directors of those facilities, to ensure that the cleaning products are suitable and approved for use in a child care environment.
Cleaning products containing warnings that they may not be used in areas occupied by children cannot be used. Chemical air fresheners are not permitted. All chemicals and other potentially dangerous products (except bleach water solution) and cleaning supplies (including mops, mop buckets, etc.) must be stored in their original, labeled container in a locked closet inaccessible to children. Products containing chlorofluorocarbons (CFC’s) or ozone depleting substances shall not be allowed or approved for use. Products containing phenolic compounds, such as “Lysol” shall not be allowed or approved for use in CYP facilities.
1.4.5.3 CLEANING EQUIPMENT/MATERIALS.
To reduce the risk of cross-contamination mops, cleaning solution(s) (in mop buckets), rags and other equipment/materials that have been used to clean restrooms/locker rooms will not be used to clean other areas – except that they can be used to clean another restroom. At a minimum, mop water and disinfectant must be changed after cleaning 200 square feet.
The Contractor shall clean and disinfect the mops and rags daily in detergent and hot water, rinsed in warm water and sanitized in a bleach solution, wrung out, and hung to air dry. Trash, mops, brooms, and cleaning buckets shall be inaccessible to children.
1.4.5.4 CLEAN/SANITIZE TABLES, CHAIRS, AND HIGHCHAIRS.
The Contractor shall clean tables, chairs, and highchairs used for eating after each meal and sanitize daily. The Contractor will sanitize all other remaining tables and chairs daily as specified in Appendix A.
1.4.5.5 CLEAN/SANITIZE FOOD PREPARATION, DIAPER CHANGING TABLES,
CABINETS & MILLWORK, AND ADJACENT WALLS.
The Contractor shall clean food preparation tables, diaper changing counters, sinks, cabinets, millwork, and adjacent walls at least daily, and as needed, with hot water and detergent and then sanitize with a bleach solution.
1.4.5.6 SWEEPING/MOPPING NON-CARPETED FLOORS.
The Contractor shall sweep and mop (clean and sanitize) the floors underneath all eating tables and adjoining walls after each meal.
1.4.5.7 OTHER NON-CARPETED FLOORS.
The Contractor shall sweep, mop with hot water, and sanitize with bleach water solution daily all other floors (not including restrooms).
1.4.5.8 CLEAN/SANITIZE CHILDREN’S TOILETS AND FIXTURES.
The Contractor shall clean with hot water and detergent, and then sanitize with bleach water solution toilets, sinks, and adjacent walls (up to height of four feet) at least twice daily (after lunch and in the evening after hours) in rooms for children three years and older and once per day in rooms for children under three years old.
1.4.5.9 SWEEP/MOP CHILDREN’S RESTROOM FLOORS
The Contractor shall sweep and mop first with hot water and detergent and then sanitize with bleach solution the children’s bathroom floors, twice a day for children three years and older and once per day in rooms for children under three years old. The Contractor shall return all furnishings that were moved for cleaning back to their original location and position after the floor is dry.
1.4.5.10 NON-CARPETED FLOOR MAINTENANCE.
The Contractor shall spray buff all non-carpeted floors once a month. Strip and wax these floors on a semi-annual basis, after operating hours. The Contractor shall remove all movable furniture prior to stripping and waxing, and replace items when wax is dry. Coordinate with the COR and the facility manager to assure scheduled services do not conflict with special CYP programs.
1.4.5.11 VACUUM.
The Contractor shall maintain all carpeted areas free of visible soil. Vacuum these areas at least once per day, when children are not present in the activity rooms, or as required to maintain clean and sanitary conditions. Clean soiled areas as necessary.
1.4.5.12 CARPET MAINTENANCE.
The Contractor shall extraction clean all carpet IAW the standards as listed in Appendix A, once a month for children under 3 yrs. old and quarterly for children 3 and older. This service is to be done on weekends or after operating hours to ensure carpets are completely dry when children are present. Remove all movable furniture prior to cleaning carpets, and replace when carpets are dry.
Coordinate with the COR and the facility manager to assure scheduled services do not conflict with special CYP programs.
1.4.5.13 EMPTY TRASH CANS AND DIAPER PAILS.
The Contractor shall empty trash cans once daily and diaper pails twice daily. Provide and replace worn, torn, or otherwise soiled trash bags suitable for the type of trash containers within the entire facility.
1.4.5.14 CLEAN/SANITIZE TRASH CONTAINER AND DIAPER PAIL.
The Contractor shall clean and sanitize trash containers and diaper pails daily, first with hot water and detergent and then sanitize with a bleach water solution.
1.4.5.15 STOCK RESTROOM/FACILITY SUPPLIES.
The Contractor shall ensure restroom and facility supplies are sufficiently stocked so any provided supplies including toilet tissue, paper towels, and hand soap do not run out. Store supplies in designated areas. If supplies run out prior to the next service date, refill supplies within two hours of notification at no additional cost to the Government.
1.4.5.16 DUSTING.
Ensure low surfaces (within 6 feet of the floor) are done monthly and high surfaces (above 6 feet up to 10 feet) are done annually and are free of dust, lint, cobwebs, and litter. Surfaces could include items such as tables, shelves, bookcases, storage lockers, window sills, hand rails, pictures, clocks, window blinds, ceiling fans, etc.
1.4.5.17 WINDOWS.
Ensure interior windows are cleaned IAW Appendix A and show no traces of film, dirt, smudges, water, or other foreign matter. Ensure exterior windows of building are cleaned IAW Appendix A and show no traces of film, dirt, smudges, water, or other foreign matter. Contractor is responsible for removing and re-installing screens.
1.4.5.18 INTERIOR GLASS.
Ensure doors, mirrors, and interior glass, including glass in entry/exit doors, partitions, display cases, side-lite glass, and directory boards are cleaned weekly and shall show no traces of film, dirt, smudges, water, or other foreign matter.
1.4.5.19 CLEAN DRINKING FOUNTAINS.
Clean drinking fountains (Appendix H) with sanitizing solution daily. All porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountains shall be cleaned and disinfected. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
1.4.5.20 CLEAN DOOR KNOBS.
Clean door knobs with sanitizing solution daily.
1.4.6 SPECIAL REQUIREMENTS FOR CHILD AND YOUTH PROGRAMS.
The Contractor shall accomplish all cleaning tasks IAW 1.1, 1.2, 1.3, and 1.4 as appropriate, for CYP Special Requirement Facilities (Child Development Center, Youth Center(s), School Age Program, and Starbase Facility), identified in Appendices A, B, and C in order to meet the requirements of this PWS and the Service Summary (SS). Minimum cleaning frequencies are established in Appendix A.
CYP may provide special events or programs (such as Summer Vacation, Spring Break, and Winter Holiday Break) where children are present full time. Coordinate with the COR and the facility managers to assure scheduled custodial services do not conflict with special CYP programs.
1.4.7 SPECIAL REQUIREMENTS FOR FITNESS CENTERS
The Contractor shall accomplish all cleaning tasks IAW 1.1, 1.2, 1.3, and 1.4 as appropriate, for Fitness Special Requirement Facilities (Mathis Gym, Carswell Gym), identified in Appendices A, B, and C in order to meet the requirements of this PWS and the Service Summary (SS). Minimum cleaning frequencies are established in Appendix A.
Fitness Centers have a 24-hour access availability to base populace even when facility is closed.
Contractor shall be required to still perform services while occupied.
The Contractor shall sweep and mop (clean and disinfect) the floors in the exercise rooms 2 times daily and perform a deep cleaning, to include floor workout mats, monthly IAW with manufactures recommendations. Hard floors in hallways, corridors, lobbies, stairways, and entrance way and general rooms will be scrubbed and buffed monthly.
1.5 CONTRACTOR PROVIDED EQUIPMENT AND SUPPLIES:
1.5.1 CONTRACTOR-FURNISHED EQUIPMENT/VEHICLES.
The Contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract. Equipment or vehicles found to be unsafe and/or unable to function as designed, shall not be used in performance of this contract. The CO or COR may inspect the Contractor’s equipment and vehicles at any time and direct the removal of any unsafe or unusable equipment or vehicle from the installation.
1.5.1.1 VEHICLES.
The Contractor shall prominently display and maintain the company name on both sides of vehicle and vehicles shall be maintained to present a neat, professional appearance. All Contractor vehicles utilized in this contract shall be insured (up to the minimum coverage required by state law) and maintain current state vehicle registration. All Contractor employees who drive contractor vehicles shall possess a valid state driver's license and have a clean driving record. Contractor employees shall not use personal vehicles while performing under this contract. Maintenance and repair of vehicles shall not be accomplished on-site. Contractor vehicles shall be used solely for the intended purpose of performing services in this PWS during all hours of operation.
1.5.1.2 EQUIPMENT CONDITION.
All equipment used in performance of this contract shall carry an Underwriters Laboratory (U/L) listing and be maintained in good operable condition. Performance of cleaning, minor repair, and other normal maintenance requirements of equipment on-site is not permitted.
1.5.1.3 EQUIPMENT AND VEHICLES QUANTITIES.
The Contractor shall provide adequate numbers of equipment and vehicles to effectively fulfill the scope of this contract. In addition, the Contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are down for extended maintenance or repairs. Equipment or vehicle failure does not alleviate the Contractor from performing any requirement contained in this contract.
1.5.2 CONTRACTOR FURNISHED RESTROOM SUPPLIES.
The Contractor shall provide the following supplies for restrooms per Appendices A and B:
- Plastic Trash Can Liners/Bags: Suitable for the type and size of trash receptacle including for feminine hygiene receptacles
- Toilet Tissue: Two-ply
- Paper Towels: Bi-Fold, Tri-Fold, or roll dispenser type
- Hand Soap: Liquid/foam anti-bacterial soap for installed liquid soap dispensers, and/or hand size push/pump liquid anti-bacterial soap when installed dispensers are absent or non-operational
- Recycled Products: 100 percent of all paper products procured (toilet tissue and paper towels) shall contain recycled materials
- Sanitary Disposal Bags: Suitable for the type and size of receptacle.
- Chemicals and Cartridge (traps) for waterless urinals (IAW PWS 1.2.6.)
1.5.3 CONTRACTOR FURNISHED DISPENSERS.
Providing and replenishing supplies is at the Contractor’s expense. There may be several types of dispensers (pump, foam, single/double/tri-fold as well as multiple roll). Contractor is responsible to ensure the proper product is inserted into the correct dispenser. With CO approval, Contractor may replace dispenser, at no additional cost to the Government, with standardized dispenser in approved locations. If approved to install dispensers, Contractor shall be required to maintain, repair, or replace broken or defective dispensers. All Contractor-provided dispensers shall become the property of the Government at the end of the contract. Descriptive literature of dispensers and materials/supplies to be used shall be submitted with proposal package.
1.5.4 MISCELLANEOUS REQUIREMENTS:
- Turn off unnecessary lights
- Report fire and safety hazards, conditions, and items in need of repair to the COR
- Turn in lost and found articles to the facility manager or COR
- Notify COR/Security Forces when unauthorized or suspicious persons are seen on premises
- When entering any facility or area after it has been secured, enter through one door and lock the door behind them. Secure facilities or areas at all times, including the period when work is being performed. Upon completing work in a facility or area, ensure all doors and windows that were secured upon arrival are closed and secured upon departure
- Display the appropriate caution signs when cleaning floors or any other surface that might pose a risk of injury for any personnel that are present
1.5.5 PERFORM TEMPORARY FACILITY CLEANING.
Perform custodial services for facilities on a temporary basis, as requested by the CO or COR, when the overall identified “cleaning area” square footage, as identified in Appendix B, of a facility does not increase or decrease or change frequency of cleaning service. Allow for the temporary, month-by-month cleaning of facilities due to installation exercise, natural disasters, renovations, or relocation. Perform cleaning IAW standards described in the PWS and Appendix A. Continue to perform custodial services to facilities that are being renovated (parts or the entire building). When an occupant needs to temporarily relocate due to a facility being closed, custodial services will move with them. Modifications to increase or decrease square footage of a facility or to add a new facility or addition will be processing in accordance with paragraph 4.22, Contract Modifications.
2 SERVICE SUMMARY (SS):
The contract service requirements are summarized (see Table 1 Service Summary) in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance, and the expected method of Government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR, as supplemented, will be used to remedy all deficiencies. During the initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems, except for any periodic cleaning service.

2.1 QUALITY CONTROL:
The Contractor shall develop and maintain a quality control program to ensure custodial services are performed IAW commonly accepted commercial practices and services identified in this PWS.
The Contractor shall develop and implement procedures to identify and prevent non-performance and continual repeat of defective service. As a minimum, the contractor shall develop quality control procedures addressing the areas identified in Table 1.
2.1.1 QUALITY CONTROL PLAN (QCP):
A written QCP shall be submitted to the CO upon award of contract. The QCP shall specifically address the Contractor’s strategy, methods, and techniques to provide quality workmanship, continual process improvement, and correction of deficiencies as required. Any changes after initial QCP submission shall require resubmission to the CO.
2.2 QUALITY ASSURANCE:
The COR shall inspect and evaluate the Contractor’s performance to ensure services are IAW requirements set forth in this contract. The COR will use the Contractor’s work schedule, or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a Satisfactory Performance Threshold has not been met, the COR will initiate and provide the CO a Contract Discrepancy Report (CDR) for issuance to the Contractor. The Contractor shall respond to the CDR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
2.3 PERFORMANCE ASSESSMENT.
2.3.1 PERIODIC VALIDATION.
This method requires the COR to employ a “spot check” style of evaluation based on the Contractor’s incorporated Cleaning Frequency Schedule (CFS) IAW PWS paragraph 4.21.
Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS or modified version thereof, shall be used for COR scheduled inspections and results documentation. Any unsatisfactory inspection (defect) result shall be recorded, the COR will notify the Contract Manager (para 4.7.1), the Contractor shall re-perform the service IAW Table 1 and the re-performance of the service shall be validated again for satisfactory performance by the COR.
Exceeding the number of defects for Satisfactory performance threshold for any of these performance objectives may result in a warning or letter of concern from the CO. Exceeding the performance threshold of these performance objectives, in any combination for any two or more months during a contract period may necessitate a Progress Meeting. All remedies shall be IAW the FAR, as supplemented, for inspections, acceptance, warranties, and termination.
2.3.2 CUSTOMER COMPLAINTS.
The COR shall be responsible for initially receiving, validating and recording customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement between the COR and the Contractor. Validated customer complaints shall be re-performed IAW Table 1 and the re-performance of the service shall be validated again for satisfactory performance by the COR. Exceeding the number of defects for Satisfactory performance threshold for performance objectives may result in a warning or letter of concern from the CO. Exceeding the performance threshold for performance objectives for any two or more months during a contract period may necessitate a Progress Meeting. All remedies shall be IAW the FAR, as supplemented, for inspections, acceptance, warranties, and termination.
2.3.3 PERIODIC PROGRESS MEETINGS.
The CO, Functional Commander/Director, COR, other Government personnel as appropriate, and the Contractor may meet periodically to discuss the Contractor’s performance. The following issues may be discussed: opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the Contractor to prevent occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends. The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the Functional Commander, COR and the Contractor. Should the Contractor not concur with the minutes, the Contractor will provide a written notification to the CO identifying areas of non-concurrence for resolution.
3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 GOVERNMENT FURNISHED FACILITIES.
No government office will be furnished.
3.1.1 JANITORIAL CLOSETS.
Janitorial closets will be available for use by the Contractor, without cost, for the purpose of storing paper products only. Contractor shall be responsible for coordinating with the building manager to determine availability and location of paper goods storage areas. The Contractor will be required to maintain storage areas free of clutter and debris. Paper products will be stored and organized in such a manner as to allow easy access and movement in closet. Closets provided for janitorial service use will be locked if locks are available. The Government will not be responsible for Contractor’s stored supplies kept in the building or janitor’s closets or for the Contractor’s employees’ personal belongings. No chemicals, mops, brooms, or other supplies or equipment will be allowed to be stored on-base.
3.2 GOVERNMENT FURNISHED SUPPLIES AND EQUIPMENT.
The Government shall be responsible for furnishing all trash containers for individual use, common areas, and for the centralized locations at each facility.
3.3 GOVERNMENT FURNISHED UTILITIES.
The Government will furnish electricity, water and sewage service as necessary for accomplishment of work IAW this contract.
3.3.1 UTILITY CONSERVATION.
The Contractor shall adhere to all base level utility conservation practices or requirements. The Contractor shall be responsible for operating under conditions that prevent waste of utilities.
3.4 TELEPHONE SERVICE. (NOT APPLICABLE)
3.5 SECURITY, FIRE AND MEDICAL SERVICES.
The Government will provide police and fire protection. Goodfellow AFB does not have an ambulance service therefore, in the event of a medical emergency, an injured employee will be transported to a local hospital by the San Angelo Fire Department/Paramedic. The Contractor will be responsible to pay for services received.
3.6 SOLID WASTE COLLECTION AND DISPOSAL.
The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The Contractor shall adhere to all base level recycling programs used on base.
3.7 MAIL SERVICE.
The Contractor shall be responsible for coordinating with the US Postal Service for the delivery of mail to the Contractor's facility or off-base post office box.
4 GENERAL INFORMATION.
4.1 HOURS OF OPERATION.
Perform the services required under this contract during the following hours. The Contractor is not required to perform services on Federal Holidays (paragraph below).
4.1.1 NORMAL BASE HOURS.
Base hours of operation are 07:30 – 16:30. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure a timely completion of work under this PWS at no additional cost to the Government.
4.1.2 BASE WIDE FACILITIES, HOURS OF OPERATION.
Perform facility cleaning, restroom/locker room cleaning services, and periodic cleaning services under this contract during the following shift hours. Periodic floor maintenance services including but not limited to, buffing floors, maintaining floors, and extraction cleaning of carpets shall be accomplished during the Night Shift or Late Night Shift or Saturday or Sunday.

4.1.2.2 SERVICE NOT PROVIDED DUE TO NO ACCESS TO FACILITY.
When Contractor personnel must be allowed access to a facility (by escort or other controlled entry), Contractor personnel must attempt contact with facility occupants or escorts and must wait at least 15 minutes for access to be provided. If no access is provided, the Contract Manager shall be notified immediately by contractor personnel and then notify the COR via email. The email will be retained as part of the monthly performance record. Services not provided due to lack of access or escorts will not be counted against the monthly Performance Threshold. The Contract Manager will work with the COR and facility manager to assure access is obtained to perform required services.
.CHILD AND YOUTH PROGRAM FACILITIES(S) HOURS OF OPERATION. 0630 –
1745.
All cleaning requirements will be performed either before or after CYP operational duty hours except for any cleaning requirement standard performed more than one time daily. For those specific cleaning requirements of two or more times daily, at least one cleaning will be performed during operational duty hours. Daily mopping and sweeping of floors shall be accomplished during operational duty hours as indicated in Appendix A.
4.2 RECOGNIZED FEDERAL HOLIDAYS:
Ten (10) Federal holidays are set by law. The Contractor is not required to provide service on the following holidays. Under current definitions, the following four are set by date:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday.
