About this file

This is a Requests for Information (RFI) document for federal contract opportunity FA302226R0024, Building 972 Renovation Project. The document contains 26 questions and answers addressing clarifications regarding project scope, personnel requirements, equipment, hazardous materials, proposal submission guidelines, and past performance evaluation criteria.

Project Scope and Staffing Requirements: One superintendent may fulfill supervision, safety, and QAQC roles if fully qualified, with credentials submitted post-award for government review. A contract-specific QA/QC Plan is required; however, an existing company Safety Plan may substitute for a contract-specific plan. The 365-calendar-day performance period encompasses design, material acquisition, and construction phases from Notice to Proceed to completion. The contractor may utilize space within Building 972 for a temporary office if it is part of the construction project. An existing ice maker will be reused and relocated with its water filter to the new kitchenette location. Building 972 was constructed in 2001 and should not contain asbestos or lead-based paint, rendering SOW sections 6.3 and 6.11 inapplicable. No third-party material testing is required due to minimal concrete and earthwork scope. The project is not tax exempt, and a laydown area and parking will be identified post-award during the design phase.

Equipment and Proposal Requirements: The contractor is responsible only for preparing spaces for certain equipment and is not required to procure, install, or relocate washing machines, drying machines, electric ovens, cooktops, dishwashers, ice makers, food kiosks, or FFE package items. FFE design must include floor plans, spec sheets, and detailed spreadsheets with pricing and model numbers, though the government will install all FFE post-project completion. Temporary HVAC is not required, and the government will relocate furnishings and equipment. Section L contains proposal requirements with no specified page limits, font, or size restrictions. Past performance information is optional unless the government requests clarification; offerors are not required to submit past performance with proposals, though the government may obtain information from PPIRS, FAPIIS, eSRS, CPARS, or other sources. Past Performance Questionnaires are not acceptable alternatives to CPARS. The government will not mandate specific equipment manufacturers but accepts bids meeting or exceeding solicitation specifications and code requirements.

B972 RFIs

1. In executing this project, can one superintendent fulfill the supervision, safety, and

QAQC roles?

Yes, if the person filling both roles is fully qualified to perform those tasks.

Credentials will need to be submitted for government review post contract award.

2. Are contractors required to issue a contract specific QA/QC Plan?

Yes, a contract specific QA/QC Plan is required.

3. Are contractors required to issue a contract specific Safety Plan?

If the contractor has a company Safety Plan, that can be used in place of a contract specific plan.

4. Is this project tax exempt?

This project is not tax exempt.

5. In the existing game room, there is a portion of the flooring in the seating area that is built up to elevate the seating. Will there be an area in the new game room that has an elevated flooring for seating in a similar configuration?

No, elevated seating platforms are not required within the new Game Room.

6. There is an existing ice maker in the laundry room with a water filter mounted on the wall in the housekeeping room. Will the icemaker be re-used? Will the water filter need to be removed?

Yes, this ice-maker will be reused for this project. The Contractor must design to fit this equipment when laying out the new kitchenette. Relocate the water filter to the new location.

7. Does the new ice maker in the kitchenette need to have a water filter installed in the supply line?

Yes, see question 6.

8. In reviewing the SOW – 4.1.1, #11 and #12 appear to call out for a designated project superintendent and QCM. Could the project superintendent perform roles and responsibilities of the QCM so that there would be one individual handling both superintendent and QCM tasks?

Yes, if the person filling both roles is fully qualified to perform those tasks.

Credentials will need to be submitted for government review post contract award.

9. Although the SOW section 4.9 states the contractor must have their own temporary office and cannot use CAFB building(s), would the Government consider a space inside B972 for the contractors office space, considering the size of the job?

A space inside B972 can be used, but it will need to be an area that is part of the construction project.

10. The period of performance appears to be 365 calendar days. Can the Government please confirm what amount of days is to be for design and what amount of days is to be for construction?

365 days accounts for the entire duration of the project from NTP to completion.

This includes all design, material acquisition, and construction phases of the project.

11. Can the Government confirm where the contractor can have laydown space / yard for storing material?

A laydown area will be identified post award during the design phase.

12. Can the Government confirm where the contractor(s) can park while construction related activities are ongoing?

There is ample parking available in the B972 parking lot. If space needs to be set aside, cones can be used to identify the space.

13. The SOW section 5.2 mentions third party material testing to be paid for by the contractor. However, it does not appear this job has any materials required for third party material testing. Can the government please confirm?

For this project, the extent of concrete and earthwork small enough avoid any requirements for third party testing.

14. While reviewing the SOW, sections 6.3 and 6.11 appear to call out for how the contractor is to approach HAZMAT, asbestos, and lead based paint. With flooring, walls to be reconstructed, and other demolition activities scheduled to be completed, is the contractor to include costs for having a HAZMAT / Asbestos / Lead Based Paint survey be completed during design?

Building 972 was constructed in 2001. The facility should not contain asbestos or lead paint. These sections of the SOW will not apply to this job since no hazardous materials are present.

15. Does the Government have a HAZMAT / Asbestos / Lead Based Paint existing survey that can be shared with the contractor pre-bid?

lead paint. Due to the age of the facility, a hazardous material survey does not exist.

16. How should the contractor quantify and price potential unknown amount of HAZMAT /

Asbestos / Lead Based paint?

lead paint.

17. Section L within the Solicitation references a technical synopsis as part of the proposal.

Can the Government confirm page limit, font, size, and what else should be included in the proposal?

Section L does not specify a page limit, font, or size. All information required to be included in proposals can be found in section L, Para 4 General information.

18. Section L within the Solicitation, part 4) General Information regarding proposal format does not appear to list past performance requirements. However, Section M, part 2)

Evaluation Factors under section 3.1 references past performance. Assuming past performance is required, can the Government confirm how many jobs the contractor shall provide and any further grading requirements? Section L appears to read that past performance is not required because it is not listed; however, Section M mentions past performance is being factored in the evaluation.

Within the final 2 paragraphs of section 3, under “Sources are as follows” states:

“Past performance information may be provided by the offeror, as solicited.

Offerors are not required to submit past performance with their proposal.

The Government may reach out for clarification on past performance information derived from the below systems…”

19. Where shall past performance be included within the proposal?

See Question 18. You may submit past performance as a separate document but as stated previously stated it is not required unless the Government reaches out for clarification.

20. Are Past Performance Questionnaires (PPQ) acceptable as an alternative option to

CPARS?

See Question 18 & 19.

21. Can the Government provide a PPQ document that contractors can send out to clients to be scored on? Please also confirm who the PPQ is to be sent to if they are acceptable.

No PPQ document will be provided. The Government will obtain past performance info as stated within the final 2 paragraphs of section 3, under

“Sources are as follows” which states:

“Past performance information may be provided by the offeror, as solicited.

Offerors are not required to submit past performance with their proposal.

The Government may reach out for clarification on past performance information derived from the below systems…”

“Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee

Performance and Integrity Information System (FAPIIS), Electronic Subcontract

Reporting System (eSRS), Contractor Performance Assessment Reporting System

(CPARS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee Determining

Officials.”

22. If similar projects performed by the contractor were not completed in a design build arrangement, are they acceptable if similar in scope/magnitude?

The Government will determine Relevancy of past performance IAW the tables in section M. Additionally, see the answers to questions 18 & 19 regarding past performance.

23. Can the Government provide a list of desired manufacturers for whom they wish to have for solid surface, doors and hardware, flooring, base, acoustical ceilings, refrigerator, dishwasher, ice maker, microwave, drying machines, stainless steel undermount double comp sink with manual two handle faucet, drinking fountains, AHU, and light fixtures?

The Government cannot mandate a single manufacturer; as we accept bids for any equipment that meets or exceeds the specifications outlined in the solicitation and required by code.

In order to avoid confusion, below is a list of equipment mentioned in the SOW that the Contractor is not required to provide, relocate, or install. The Contractor is only responsible for making the space ready for the equipment.

• Washing machines

• Drying machines

• Electric oven and cooktop

• Dishwasher

• Ice maker

• Food kiosk

• FFE package items

24. Will a temporary HVAC unit be required?

Temporary HVAC is not required for the areas being renovated. The Contractor should take note that Building 972 mechanical and electrical systems serve as a central hub for both dormitory wings, so care should be taken to ensure construction activities do not disturb these facilities. Downtime for systems that affect the dormitory wings must be scheduled in advance with the Government.

25. Can the Government please confirm who is responsible for moving Government furniture, books, desks, chairs, computers, keyboards, etc. and reinstalling?

The Government will be responsible for relocating and reinstalling any furnishings and equipment at the work areas.

26. With regard to the FFE Package, are we to include the cost of FFE design or carry an allowance for the cost of FFE materials and installation as well?

The Contractor is not responsible for procuring or installing any items from the

FFE package. The FFE package requirements only consist of a design, which need to include floor plans, spec sheets, and a detailed spreadsheet with all pertinent information for purchasing including price and model numbers. The

Government may or may not purchase all or part of the items from the FFE list.

The Government will install all FFE after this project’s completion.
