About this file

This is an Asbestos Report for the OSI B926 Flooring project at Columbus Air Force Base. The report documents asbestos survey findings for the Office of Special Investigations (OSI) section of Building 926, which is undergoing flooring replacement and renovation work. The survey was conducted to identify any asbestos-containing materials (ACM) present in the facility prior to the contractor performing demolition, flooring removal, and installation activities. The report provides baseline environmental and safety data required for the solicitation FA302226R0020, supporting the contractor's planning for hazardous materials handling, abatement procedures, and compliance with applicable Air Force and federal environmental regulations during the phased renovation project.

The asbestos assessment is a critical compliance document for contractors bidding on this project, as it informs the scope of work regarding potential asbestos disturbance during carpet removal, wall demolition, and related construction activities. Contractors must account for any identified asbestos in their proposals, including appropriate containment, removal, and disposal procedures in accordance with EPA and OSHA regulations. This report was added to the solicitation package via Amendment 1, alongside RFI responses and the site visit sign-in sheet, ensuring all potential bidders have comprehensive information about environmental conditions and hazards at the work site before submitting proposals.

RE: Asbestos Inspection Services Building 926 Columbus Air Force Base Columbus, MS

Dear Mr. Blythe:

P.O. Box 12641 Jackson, MS 39236

601-956-3663 Fax 601-956-7817

On April 28, 2005, an asbestos inspection was conducted at the above-referenced building at the Columbus Air Force Base, in Columbus, Mississippi. Prior to the inspection survey, Pickering Environmental Consultants, Inc. (PECI) met and confirmed scope of work with CAFB representative Mr.

Mike Blythe.

This inspection was performed by Mr. John H. Thompson, Mississippi Inspector's Certification No.: 1- 006210, Expiration date, January 05, 2006.

Building materials that have been previously sampled and analyzed were not tested in this inspection.

Building 926 has been inspected for asbestos .several previous times dating back to 1988. We have included copies of these reports in this inspection. A physical assessment was performed on the materials that have been identified as asbestos-containing in previous testing. The condition of the materials at the time of our inspection is in parentheses. Previous inspections revec1.led these materials to contain asbestos.

• Duct tape in mechanical room (removed)

• 12" Brown and Tan mottled floor tile (removed m most · areas and overlaid with, carpet throughout)

• Asphalt/Gravel Roof (Assumed)

• Tile Mastic (removed in most areas and overlaid with carpet throughout)

• Textured wall application (Re-tested and does not contain asbestos)

• Window caulking (still presentand in good condition)

During this inspection, fifteen (15) samples were collected of materials suspected to contain asbestos.

Once samples were collected, they were forwarded to an accredited laboratory, Environmental Hazards Services, L. L. C., for analysis using Polarized Light Microscopy.

Mr. Mike Blythe May 17, 2005 Page2

Analytical results indicate that the caulking associated with the boilers in the mechanical rooms contain 3% Chrysotile asbestos. This material is classified as a Category I, non-friable material, according to NESHAPs regulations. There is approximately 72 linear feet of this material in the first and second floor mechanical rooms. Since future renovation plans include the intentional disturbance of this ACM, a contractor who is licensed to handle asbestos should complete this activity. An abatement project of this type also requires that a written notification be submitted to the Mississippi Department of Environmental Quality (MDEQ) 10 working days prior to the beginning of the project.

No other material sampled at this time was found to contain asbestos.

Executive Summary

Galson Corporation (GC) was retained by Columbus Air Force Base to perform a Nation.al Emissions Standard for Hazardous Air Pollutants (NESHAPS) style asbestos survey of the BASE PERSONNEL CFC (Building ID: 926), to determine the locations of accessible and to the extent feasible, inaccessible friable and non-friable asbestos containing building materials (ACBM).

Friable materials are materials that can be reduced to powder with hand pressure such as fireproofing, sprayed-on acoustic ceilings, pipe insulation, and other thermal systems insulation. All other materials such as floor tile, ceiling tile, adhesives, plaster, stucco, and sheet rock mudding compounds are considered non-friable materials. Because friable materials are more likely to release asbestos fibers into the air when disturbed than non-friable materials, friable materials are considered a greater health concern.

No friable asbestos-containing materials were observed in the building.

Asbestos was detected or assumed in the following non-friable materials:

Executive Summary Page 1

Section 1 Introduction

This report is based on requirements of the National Emissions Standards of Hazardous Air Pollutants (NESHAPS) requ irements for renovation and/or demolition projects.

Friable materials are materials that can be reduced to powder with hand pressure such as fireproofing, sprayed-on acoustic ceilings, pipe insulation , and other thermal systems insulation . All other materials such as floor tile , ceiling tile , adhesives, plaster, stucco, and sheet rock mudding compounds are considered non-friable materials. Because friable materials are more likely to release asbestos fibers into the air when disturbed than non-friable materials, friable materials are considered a greater health concern .

All identified suspect asbestos-containing materials are summarized in Section 3.

Materials testing positive for asbestos including material assessments, recommended response actions, and quantities are described in Section 4. Removal cost estimates for asbestos-containing materials are included in Section 5.

Removal cost estimates are for budgeting purposes only and should not be used as a quote for removal of the materials. It is not our recommendation to remove these materials unless they are beyond repair, or planned demolition or renovation activities will disturb the materials. Estimates are based on recent pricing we have received from contractors performing similar work and may vary from actual prices obtained due to the actual scope of work, quantity of material removed , control measures specified and contractor work loads.

On Thursday, February 4, 1993 (Inspector 1 name missing),(Title1 missing) from GC, performed an asbestos survey of the building(s) in accordance with the Asbestos Hazard and Emergency Response Act of 1987 (AHERA).

DISCLAIMER

This report is prepared for the express use and benefit of Columbus Air Force Base, its agents and employees. The information in this report or portions thereof may be • required to be included in notifications to employees, contractors or other visitors to the building(s). This report is not intended to be used as a specification or work plan for any of the work suggested or recommended in this report.

This report is based upon conditions and practices observed at the property and information made available to the surveyor. This report does not intend to identify all hazards or unsafe practices, nor to indicate that other hazards or unsafe practices do not exist at the premises.
