About this file

This is a cost breakdown template for construction project proposals submitted to Columbus Air Force Base. The form requires vendors to provide comprehensive pricing information organized into standardized categories: bonds and insurance (certificate of insurance, performance bonds, payment bonds, and bid bonds); mobilization costs; architecture and engineering design at multiple phases (35%, 65%, 95%, and 100% design); materials; equipment; labor hours with rates; and miscellaneous charges including Mississippi state tax. Vendors must complete all vendor information fields including name, address, contact details, NAICS code, and cage code, along with solicitation details such as project title, solicitation number, proposed period of performance, and proposal validity period. The template emphasizes that offerors bear sole responsibility for providing adequate supporting data and attachments, and must submit fully supportable pricing that reflects total project costs with documented basis and rationale for all proposed costs to enable government personnel to verify reasonableness, currency, completeness, and accuracy of the information provided.

GENERAL INFORMATION
The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal that reflects the total cost of the project. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate.
