About this file
This document is a Request for Information (RFI) for an Audio/Visual (AV) system refresh at the Columbus Air Force Base Chapel. The project involves removing most existing AV equipment, installing a new wireless control system, and integrating some existing components like the sound board, computer, cry room speaker, and back wall television monitor. Key requirements include SAM.gov registration for bidders, contractor-provided conduit and low-voltage cabling, and a three-year warranty on parts and labor for the sound system.
The RFI covers numerous technical and contractual details, including a 30-day project completion timeline, free onsite parking and secure storage, and on-site service technician support within 24 hours (excluding weekends) for the first year after acceptance. Payment terms include government payment within 30 days of invoice acceptance, no taxes will be paid, and there is no established project budget. The Statement of Need and accompanying Questions and Answers document provide additional project specifics. USAF Civil Engineering will handle electrical work, drywall replacement, wall patching, painting, and fireblocking after demolition.

AETC_Columbus AFB Chapel AV Refresh- RFI’s
1. A wireless controller is indicated, as opposed to a remote in Q&A 21AUG25 Question
8b. To confirm, is a control system for turning the displays on/off needed?
Yes
2. Please confirm if the chapel requires removal of all existing equipment, including the current AV system and associated components, excluding cabling?
The Statement of Need states that the Contractor will remove the old equipment and turn it over to the government, removal is to include all cabling associated with/utilized by existing equipment. Contractor will dispose of cabling. Note: Not all equipment is to be removed. The Sound Board is new, the computer controlling the system is functional, the cry room speaker is fine, but needs to be incorporated into the new system, as does the television monitor on the back wall of the chapel. (See Questions and Answers
21AUG25)
3. How many hours of training is required following installation for onsite personnel?
It is hard to quantify in hours, as it would depend upon the complexity of the process. In an ideal world, the process would not be complex, and good written instructions would be provided, which would reduce training time. Key personnel must be trained sufficiently to be able to properly use the equipment.
4. Is there any qualification needed to bid on this AV Project?
SAM.gov registration.
5. Who will be responsible for providing conduit and raceway for low-voltage cabling?
The contractor.
6. Who will be responsible for drywall replacement, wall patching, painting, and fire-blocking after demolition?
USAF Civil Engineering
7. Please confirm whether all necessary electrical work for the AV system is to be provided by the contractor, or if this will be performed by others.
Assuming we are talking about access to electrical power, and not cabling, USAF Civil
Engineering can do electrical work, but it will require scheduling. If existing electrical power can be utilized in a reasonable manner, that is preferable.
8. Will the chapel provide updated as-built drawings, pictures, or existing infrastructure layouts?
See information published in SAM.gov as Questions and Answers (and QA
Attachments).
9. Please confirm if prevailing wage applies to this project.
FAR 22.1003-1 states “This subpart (Wage Determination) does not apply to individual contract requirements for services in contracts not having as their principal purpose the furnishing of services.”
10. What payment method and terms will be followed (e.g., Net 30, progress billing, milestone-based)?
The Government should pay within 30 days after accepting the invoice.
11. Is there a project budget or cost ceiling established?
Not available.
12. Please confirm the required or preferred completion date for this project?
The Customer has asked for 30 ADC.
13. Will liquidated damages apply for delays? If so, at what rate?
It would depend on the cause of the delay. See FAR 52.212-4(f).
14. Should taxes be included in the bid price, or handled separately?
The federal government doesn’t pay taxes.
15. Please provide specific insurance coverage requirements (e.g., General Liability, Workers’ Compensation, Auto Liability, Umbrella).
See FAR 52.228-5.
16. Does this project fall under any special insurance or risk programs (e.g., OCIP/CCIP)?
No
17. What evaluation methodology will be used (e.g., Lowest Price Technically Acceptable
(LPTA), Best Value)?
Please see FAR 52.212-2 in the solicitation.
18. Are equipment substitutions permitted? If so, is there an approval process?
Make your quote in accordance with the Statement of Need and Questions and Answers.
19. Please confirm whether FAR 52.225-5 (Trade Agreements Act) compliance is required.
No. FAR 52.225-5 is used for solicitations and contracts valued at $174,000 or more.
20. What is the expected maintenance/support period post-installation?
Please see the Statement of Need for that information, as well as answers for questions 20 and 25.
21. Please confirm the required warranty length for all installed equipment.
The Statement of Need states that all parts and labor for the installed portion of the sound system be warranted against manufacture defects for three years, commencing at date of final acceptance.
22. Does this project require any Bid Bonds, Performance Bonds, Payment Bonds? If so, please specify the percentage.
No
23. Is free parking available onsite?
24. Will secure storage space be available onsite for equipment and materials?
25. Is there any additional scope of work that we are not aware of?
Everything should be covered under the Statement of Need, and Questions and Answers.
26. Does the Chapel require scheduled preventive maintenance for the system? (e.g., annually, semi-annually, quarterly, or monthly)?
