B454 Convert Hangar 4 to Wash Rack RFIs
1. The specifications contain a section for Elastomeric Waterproofing and Damproofing, but we cannot find these materials on the construction drawings. Please clarify if these materials are required and provide the locations.
Yes, these materials will be required on the entire interior portion of the 10’ high Concrete Masonry Wall that surrounds the Wash Rack (Rm 101). This wall is referenced on Sheet S-301 Detail 1 and Detail 3, Sheet S-302 Detail 1, Sheet A-302 Detail 2, and Sheet A-304 Detail 2.
2. There are discrepancies between the demo drawings, architectural drawings, and the door schedule notes regarding the hangar door. Please clarify if the hangar door is to be removed and replaced with a new hangar door or refurbished. If refurbished, please clarify to what extent the refurbishment is required.
The hangar door is to be refurbished, including replacement of the interior and exterior metal panels, new hardware, and new interior structure as required. On the drawings, the most accurate note is the one on sheet A-601 underneath the door schedule. The comments on sheets A-302 and A-303 about refinishing the existing exterior door panels are not correct.
3. The construction drawing reference the geotechnical report for earthwork guidance, but we cannot find the geotechnical report. Please provide the referenced geotechnical report.

4. Please clarify whether or not MS Contractors Tax is required for this project.
Yes, this is required and must be included in contractor proposals.
5. There are multiple references in the specifications about salvaging materials and returning them to the Government, which conflicts with the solicitation and SOW. Please clarify.
The government will not salvage any materials or equipment from this project. All demolished materials and equipment become property of the contractor, who must remove them from government property for proper disposal/recycling.
6. Specification 09 97 13.27 requires coatings for steel structures. Is this coating to be applied to the bottom of the roof deck?
No, this coating does not need to be applied to the bottom of the roof deck.
7. We could not find the specific insurance requirements for this project. Please provide the specific insurance required by the Government.

8. Please provide a specification for the spray foam insulation shown on the construction drawings.
Is this question about the spray applied insulation noted on A-303? If so, ensure the foam meets the requirements in section 07 61 14.00 20, paragraph 2.4.1.2, and maintains a minimum equivalent R-value as the surrounding construction.
9. Specification 32 31 13.53 requires existing security fencing to be demolished and reinstalled. However, the construction drawings do not indicate any new security fencing to be installed. Please clarify.
No new security fencing is to be installed outside of any requirements on the construction drawings. If any flightline security fencing is damaged or must be removed during this project, it must be replaced, and until it’s replaced, that opening must be sealed for security purposes.
10. The wall type to the left and right of the door at Room 117 PPE is not shown. Please clarify what the wall type is at this location.
Is this referring to the existing walls of Room 107? If so, this must be field verified by the contractor to ensure constructability.
11. Is there an existing coating system to be removed (per spec), and if so, is it a thinner coating system or a thicker overlay system (~1/4”)?
Existing conditions such as this must be field verified by the contractor.
12. There is a refrigerator shown on Sheet A-404. Is this furnished by the government, the contractor, or furnished the government and installed by the contractor?
The refrigerator itself is not part of this contract. The MPE infrastructure for this is included in the project, but not the actual refrigerator. It will be provided and installed under separate contract.
13. Does the bid bond need to be Standard Form 24 or our Surety’s standard form, which conforms to AIA A310? Standard Form 24
