Requests for Information: FA302224R0006, B847 Repair HVAC/Electrical
Q1: In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
A1: One person can perform two of these roles, but they cannot perform all three roles. At least one other person other than the superintendent must also be qualified for safety and/or QA/QC.
Q2: Are contractors required to issue a contract specific QA/QC Plan?
A2: A contractor’s general QA/QC Plan will suffice. It does not have to be tailored to this specific contract, though it can be.
Q3: Are contractors required to issue a contract specific Safety Plan?
A3: A contractor’s general Safety Plan will suffice. It does not have to be tailored to this specific contract, though it can be.
Q4: Is this project tax exempt?
A4: No
Q5: Are HVAC, Architectural, and electrical one line drawings available, along with plan views and panel schedules?
A5: CE has provided all existing as-built drawings to CONS.
Q6: Is historical data available on the building power consumption?
A6: Yes, please see the included Excel spreadsheet.
Q7: Are any electrical equipment submittals available, specifically for panel MDP?
A7: We do not have original submittals for this equipment. Please refer to record drawings for an idea and, of course, field verify everything.
Q8: Are we to replace the boiler flue, natural gas piping, air relief valve/piping?
A8: No, this is not part of the scope of this project.
Q9: Is the current roof still under warranty? If so, please provide the contact for the manufacturer that the warranty is under?
A9: The roof is not under warranty.
Q10: Can the smoke/fire alarms, sensors and controls be reused for the HVAC system
A10: No, all necessary smoke/fire alarm components must be replaced, and the fire alarm system must be reprogrammed as necessary.
Q11: Is it the owner’s preference to have makeup water valve accessible at grade?
A11: This is preferred.
Q12: Is it the owner’s preference to only have Daiken HVAC air handler/chiller?
A12: The chiller is to be Daikan pew SOW. The air handler brand is not specified, but should be Daikan, Trane, or approved equal.
Q13: Is all domestic hot water piping connected to the hot water heater to remain?
A13: No, all domestic hot water piping within the mechanical room is to be replaced. Only the water heater itself is to remain.
Q14: Are existing airflow rates available for test and balance, or is contractor’s responsibility to take air flow measurements prior to construction and balance new system based on those flowrates, or is contractor to perform a complete analysis and develop new air flow rates for each existing air flow device?
A14: The government has no additional information on air flow rates outside of what is in the provided record drawings. Please refer to SOW paragraph 2.3.14. This project includes a complete Recommissioning of the existing HVAC system, not simply returning air flow rates to what they currently are.
Q15: Based on the time of the seasons (Winter/Summer) will temporary air still be required if ideal outside temperature conditions exist during construction?
A15: As there is no way to know when construction will take place at this time, please refer to SOW paragraph 2.3.13. It is the contractor’s responsibility to provide temporary HVAC units to condition the facility throughout project duration.
Q16: Are existing roof curbs to be reused or replaced?
A16: Refer to SOW paragraph 2.3.2 for note on providing new curbing at penetrations.
Q17: Existing lightning protection aerials and conductors will be reused. Please confirm.
A17: This is confirmed.
Q18: Will lighting vendor photometrics be acceptable for photometric analysis or must photometric results be published on a plan drawing(s)?
A18: The photometric analysis must show the fixtures being used in the actual space. As long as it correctly incorporates the floor plan, equipment, and light fixtures, it will be acceptable.
Q19: On the Air Distribution side of the occupied building, is the Air Side System delivery constant volume or Variable Air Volume?
A19: It is a VAV system.
Q20: Does this building utilize any reheat? Note: there was not any preheat on the Air Handler Unit.
A20: The only existing “reheat” is the heating water coils at the VAV boxes.
Q21: The SOW indicates the controls to the HVAC systems inside the occupied space have been upgraded, Did the upgrade convert to DDC Control? Is there a new front end to the upgrade?
A21: The upgrade was from older Johnson Controls to newer Johnson Controls, going from pneumatic to DDC. The front end is Metasys.
Q22: What Control Vendor did the upgrade?
A22: The upgrade was done in-house by the EMCS shop.
Q23: If the Control System will support, is it the intent to integrate the new equipment into the existing system that was upgraded?
A23: This is the intent, yes.
