1. Executive Summary

1.1. The Columbus Air Force Base (CAFB) Pest Management Plan (PMP) provides guidance for the pest management of approximately 6000 acres to include CAFB, Shuqualak Air Field, and the radar site at Greenwood Springs. The PMP outlines the requirements and resources needed to effectively and efficiently manage the installation’s pest management program IAW AFI 32- 1053 Integrated Pest Management Program and DODI 4150.07 Department of Defense Pest Management Plan. The PMP plays a vital role in the success of the 14th Flying Training Wing’s (FTW) mission by decreasing maintenance costs and protecting the safety and health of personnel.

1.2. Pest Management Plan comprises two major functions, a program that controls pests or reduces pest damage using integrated pest management, and describes methods of storing, handling, preparing, mixing and applying pesticides within that program. At no time will pest management operations be done in a manner that will cause harm to personnel or violate labeled use. This plan will be a working document and will be updated annually to reflect pest management practices and the introduction of new technology. This plan will incorporate Integrated Pest Management (IPM) theory to the fullest extent possible. IPM is a decision making process that uses a combination of techniques to suppress pests including planning and managing ecosystems to prevent organisms from becoming pests through natural resource management; identifying potential pest problems; monitoring populations of pests and beneficial organisms; pest damage and environmental conditions; using injury thresholds in making treatment decisions; reducing pest populations to acceptable levels using strategies that may include a combination of biological, physical, cultural, mechanical, behavioral and chemical controls; and evaluating the effectiveness of treatments. The implementation of this plan will provide for an environmentally safe program that adheres to regulatory requirements and applicable laws, both Federal and State.

2. Background

2.1. Purpose:

The PMP provides guidance for operating and maintaining an effective pest management program. The plan identifies elements of the program to include responsibilities, priorities, health and safety, environmental considerations, program administration, sales and distribution of pesticides, as well as, pesticide storage, transportation, use, and disposal. The PMP is a vital tool in preventing pest and disease vectors from adversely affecting the mission.

2.2. Authority:

The PMP’s governing guidance is AFI 32-1053 Integrated Pest Management Program And DODI 4150.07 Department of Defense Pest Management Program.

2.3. Plan Maintenance:

The PMP will be a working document and updated annually per AFI32-1053 to reflect pest management updates/changes and the introduction of new technology. This plan will also be completely revised and formally staffed every five years.

The PMP will incorporate Integrated Pest Management (IPM) practices to the fullest extent possible. IPM consists of the judicious use of both chemical and non-chemical control techniques to achieve effective pest management with minimal environmental contamination. IPM is a decision-making process that uses a combination of techniques including planning and managing ecosystems; identifying potential problems monitoring populations; and nurturing environmental conditions. The goal of the PMP is to reduce pest populations to acceptable levels by using different strategies, methods, applications, and practices or a combination of such.

3. Responsibilities

3.1. Commander Representative:

Personnel assigned to the Entomology Pest Management Shop Mr. Craig Hoke and Mr.

Kenneth Yearby are DoD-certified and under the supervision of the 14CES/CEO chief will ensure all pesticides are applied in accordance with policies stated in the plan, that appropriate regulations and instructions are satisfied, that all safety requirements are met and DD Form 1826-1 personal certifications are current. Personnel will notify Public Health (PH) prior to any application in food preparation and consumption facilities, medical facilities, and child development centers in accordance with AFI 32-1053, Para

3.7.9.4. In addition, personnel will forward usage reports of all pesticides applied on the installation to Bioenvironmental Engineering (BE) and annually to the Fire Department with a chemical inventory.

3.2. IPM Coordinator:

Determines the pest management requirements for CAFB. Prepares and updates the pest management plan and coordinates with Local, State and Federal agencies, as necessary, to conduct the installation’s pest management program. Obtains and maintains adequate supplies of pesticides and pesticide dispersal equipment, to ensure proper maintenance. In addition, personnel will forward monthly information usage reports of all pesticides applied on the installation into EESOH-MIS (Pest Management) or other Information Systems and provide BE and Fire Department with a monthly chemical inventory.

3.3. Pest Management Personnel or Contractors:

CAFB has two DoD-certified personnel, and one State-certified grounds contractor working on base. All pest management personnel (DoD and contract) will complete the required training and maintain their certifications IAW DoDI 4150.07 Enclosure 4 (E4.4) Training and Certification of Pest Management Personnel. See Annex 4 for required certifications.

4. Integrated Pest Management

4.1. Legal Mandate:

All chemicals are applied IAW DoDI 4150.07 Department of Defense Pest Management Plan and AFI 32-1053 Integrated Pest Management Program.

4.2. IPM Operations:

Disease Vectors and Other Health-Related Pests: IAW the CAFB Storm Water Pollution Prevention Plan (SWPP), only EPA and Major Command (MAJCOM) approved herbicides and pesticides are used on base. All pesticides and herbicide applications will be of the least toxic effective chemical and applied IAW label instructions. Further, the application of these substances kept at an absolute minimum throughout the base.

Emphasis placed on surveillance data and IPM techniques. IPM records, including Pest Management (PM) Shop, self-help items issued, and contractor applications maintained in the EESOH-MIS (Pest Management) Program.

The facility managers are the first line of defense to maintain control of unwanted pests. The 14 CES Warehouse has traps and pesticides for control of small infestation of pests. If pests cannot be controlled or eliminated, facility managers will submit a work task form in NexGen. PM will inspect the facility and make recommendations or treat for the pest.

5. Priority of Pest Management Work

5.1. Public Health Pests:

5.1.1. Mosquitoes: PM personnel coordinates to identify direct mosquito-fogging operations.

IPM methods: Water management in ditches and lower areas to reduce breeding areas;

Vegetation controls such as mowing to reduce resting sites. Chemical control: Larvacides, liquids with residuals, non-residuals (aerosols), and fogging for control.

5.1.2. Cockroaches: PM will coordinate the control procedures for, food handling, childcare and medical facilities to identify infestations and unsanitary conditions within the facility.

Upon completion of the control procedures, building occupants are informed of recommendations to aid in pest reduction and improved sanitation. PM personnel for inclusion in the monthly report to EESOH-MIS (Pest Management) program.

IPM methods: Sanitation is the first method for the control of roaches. Cleaning areas without harborage spots and left over food will be the facility managers’ responsibility. The use of soap and high pressure washing for equipment, floors and walls will help in sanitation.

Facility managers use mechanical and physical methods needed to eliminate harborage spots, such as unused equipment, caulking and blocking entry points, using roach- proof containers for food storage and glue traps for monitoring, and control of excessive moisture and debris around equipment. Chemical Control: The use of residual liquids and granular insecticides, bait products, and dust will help to control roaches.

5.1.3. Bed Bugs: PM will respond to possible bed bug reports in TLF and Magnolia Inn. PM will make inspection of rooms and make recommendations to help eliminate pests. Follow-up visits to evaluate success and provide additional control if necessary for treatment.

IPM methods: Facility managers must educate employees and residents for signs and identification of bed bugs and report issues immediately to PM. Cultural: Control for bed bugs includes cleaning and organizing, inspecting the rooms, furniture, beds and eliminating clutter. Mechanical Control: sticky traps and bed bug interceptors under bed posts before and after bed bugs are found are a useful tool for IPM and inspection. Chemical Control:

When bed bug infestation occurs in a room, the room is cleaned with steam vacuuming.

This is to help kill and remove all stages and dead bed bugs. Inspection of rooms to reduce all harborage spots, remove infested mattress and box springs encasements, and fix and repair cracks crevices around the room. The treatment of residual, aerosol, and dust products can be helpful in the control and elimination of pests. Facility managers and PM will monitor the room until it is clear of pests.

5.1.4. Fleas and Ticks: PM will treat identified points of infestation as needed for fleas and ticks.

IPM methods: Vegetation control as needed. Insecticide sprays or dust chemicals as needed.

5.1.5. Fire Ants: This biting insect is found throughout the base. Control procedures are primarily chemical for this treatment. PM personnel treat all common areas when notified by managers, such as parks, athletic fields, playgrounds, and street curbsides.

IPM methods: Sanitation is a control used by residents and enforced by facility managers.

Remove and control areas where food products attract pests, store products in closed plastic containers and clean with soap and water to remove unwanted residue to prevent attraction.

Products are available at 14 CES Warehouse and encouraged to be used for controlling pests.

Chemical application in the form of granulated pesticides is encouraged, as per the CAFB Storm Water Pollution Prevention Plan. Chemical Control: The use of baits, residual liquids, Granules, dust products and mound treatments are ways to control p e s t .

5.1.6. Bees/Wasps/Hornets: Due to the high potential for personal injury, PM personnel respond and assist in the control of all bee/wasp/hornet calls.

IPM Methods: The primary control for these pests is chemical treatment. Mechanical means implemented when applicable.

5.2. Pests found in and Around Buildings:

General Household and Nuisance Pests: Insects such as ants, crickets, millipedes, American and Oriental cockroaches, flies and spiders fall into this category.

IPM methods: Facility managers must ensure sanitation, vacuuming up debris, caulking holes, replacing broken screens, door seals and keeping debris from accumulating around and inside buildings and using products available from the 14 CES Warehouse. Washing areas with soap and water will help in management of pests. If these IPM methods do not eliminate the pest problem, then PM will inspect the area and make recommendations to the facility manager. If facility managers cannot control pests in reasonable time, PM will respond to the problem. Chemical Control: The use of baits, residual liquids, aerosol, granules, dust products and mound treatments are ways to control pests.

5.3. Structural Pests:

The only structural pest of any importance on CAFB is the subterranean termite. The product Fipronil used at the highest rate by label is the only termite control authorized for CAFB used for trenching outside walls and foundations for new construction.

Inspections of buildings under termite bait stations are scheduled quarterly to check for termite infestations. Termite infested buildings are inspected monthly until infestations are clear. Buildings with bait stations will have a contract to remove bait stations and treat with an authorized chemical.

IPM methods: Provide a positive identification of termites, then report the infestation to 14 CES/CEOIE then acquire pest control services from a local pest control company to perform termite control procedures. A certified Quality Assurance Evaluator (QAE) will monitor termite treatment contracts. Remediation and repair of damaged structure will be coordinated with CEOHS.

5.4. Noxious or Invasive Plants and Animals:

Operations Involving Invasive Tree Species: PM and Forest Manager will inspect and review control measures and herbicide treatment plans for invasive trees.

The IPM coordinator and MAJCOM approve contracts for herbicides and quantity Pounds of Active Ingredients (PAI) for environmental issues and base limits of PAI. There are three species of invasive trees on CAFB: Chinese Privet, Chinese Tallow, Mimosa and Aralia Spinosa.

5.5. Undesirable Vegetation:

Weed control is accomplished at numerous sites, the most important of which is the airfield, including the runways, taxiways, and parking ramps. Other areas include fence lines, sidewalks, parking lots, and athletic fields.

IPM methods: Cleaning, sealing cracks, and mechanical controls are implemented prior to the use of herbicides for control crack grass throughout the base. Contractors use approved herbicide for control of unwanted grass throughout CAFB. Facility managers are strongly encouraged to use the products available at Self-Help from the 14 CES Warehouse for the control of small weed growth around buildings and sidewalks.

5.6. Golf Course Pests: N/A

5.7. Quarantine and Regulated Pests:

The USDA Wildlife Service works with airfield personnel to protect the airfield by controlling unwanted wildlife from entering the airfield and by managing the Bird Aircraft Strike Hazard (BASH) program.

5.8. Vertebrate Pests:

There are numerous vertebrate pests found on CAFB. They include mice, rats, armadillos, opossums, skunks, squirrels, birds and bats.

IPM methods: PM and USDA Wildlife Services use trapping devices that include sticky traps, snap traps, and live catch traps for numerous vertebrate pests. PM uses baits to control mice and rats when necessary. Animals found dead because of trapping, baiting or other reasons are disposed of in a safe and sanitary method (sanitary landfills). Trapped wild animals will be released back into the wild. Skunks and armadillos are euthanized. Trapped feral dogs and cats will be taken to local Animal Control Officer for proper handling.

5.9. Miscellaneous Pests:

PM personnel shall identify and remove snakes found on base when notified by base personnel.

5.10. Ips beetles:

Ips beetles are common pests in pine plantations. Pine beetles can cause high mortality among timber. Identified infestation will be reported to the 14 CES/CEIE Forest Manager for removal and sale as commercial timber.

6. Health and Safety

6.1. Medical Surveillance of Pest Management Personnel:

All pest management personnel must participate in a medical surveillance program. This program should include, at a minimum, annual physical examinations, respirator evaluation, and fit testing. Pest control personnel should be included in the installation respiratory protection program. The program includes a face fit test, leak test, pulmonary function testing, and instruction on the proper use, cleaning, and care of respirators.

6.2. Hazard Communication:

Installations are required to have a hazard communication program in place, which includes having copies of material safety data sheets (MSDS) readily accessible to all employees.

Personnel are trained on the hazards associated with prolonged exposure to pesticides with emphasis placed on acquiring a thorough understanding of product labels before use.

6.3. Personnel Protective Equipment:

The installation must provide pest management personnel with adequate protection from exposure to hazards. Personnel are equipped with Kasco forced air respirators with the appropriate cartridge, gloves, mixing tools, aprons, and face shield.

6.4. Fire Protection:

PM shop personnel are trained on fire extinguisher use and fire systems in the shop in case of a fire. The Fire Department completes shop inspections annually.

6.5. Pest Managements Vehicle(s):

PM vehicles are equipped with a sign that reads, Vehicle Contains Pesticides. Shop vehicles are not shared by other shops due to the potential of pesticide contamination. Trucks are equipped with locking compartments to secure pesticides and equipment. Trucks are equipped with spill cleanup kits and shop personnel are trained on how to contain and report spills. Yellow hazard warning beacons installed on vehicles are used in slow driving, pest control operations, such as mosquito fogging and treating ant mounds. All vehicles will have a safety eyewash kit.

6.6. Protection of the Public:

PM personnel are trained to avoid chemical placement that would present a hazard by human contact. Signs are posted at facilities to inform passerby’s of spraying operations.

6.7. Pesticide Shop Health, Safety, and Hazard Surveys: (including air sampling and ventilation systems)

Storage and the chemical mixing pad are separated from office areas. Laundering facilities are available to clean coveralls. Personnel are provided with all the required safety equipment and the means to repair or replace any faulty safety equipment immediately.

Physical exams are scheduled annually through PH. The chemical room exhaust fan is tested annually by BE.

7. Environmental Considerations

7.1. Sensitives Areas:

Jurisdictional Determination – File Number SAM-2018-00031-JMT, CAFB is property located on the Base outside the airstrip area. Wetlands protections are observed and no environmentally sensitive areas are designated on CAFB. PM personnel do not apply pesticides where there is a potential to contaminate ground or surface water per the CAFB Storm Water Pollution Prevention Plan. The use of aquatic safe herbicides are applied to ditch banks and bottoms of ditches, where runoff cannot be controlled.

7.2. Endangered or Protected Species and Critical Habitats: N/A

7.3. Cultural and Historical Sites: N/A

7.4. Environmental Documentation:

Documentation for pesticide applications are in the IPMS program and in the State of Mississippi Pesticide General Permit (PGP)

7.5. Pesticide Spills and Remediation:

All pesticide spills will be reported to the Fire Department. PM shop trucks are equipped with spill cleanup kits and personnel are trained on how to contain and report spills. Drains at the outdoor mixing pad and storage rooms are plugged at all times. The chemical storage room at the PM shop is sloped to the center to facilitate containment of any spills. The outdoor mixing pad has a berm to contain spills. The PM shop has a fully stocked spill kit cabinet. Attached below is the CAFB Storm Water Pollution Prevention Plan (SWPPP) it will be used to prevent or mediate any spills/pesticide entering the CAFB waterways.

8. Program Administration

8.1. Pest Management Operations:

There are two DoD-certified personnel currently assigned to PM and one alternate civilian that are under the supervision of 14 CES /CEOI Superintendent to perform daily operations.

PM provides assistance as required. Responsibilities include surveillance, trapping, exclusion, pesticide applications, and maintenance records for CAFB, Shuqualak auxiliary airfield and one radar site located at Greenwood Springs, Mississippi. Pest control work is performed by task through NexGen. Emphasis is placed on surveillance data and integrated IPM techniques.

8.2. Contracts or Quality Assurance:

Requirements and Optimization quality assurance personnel monitor contractors who apply DoD-approved pesticides. Contractors and the applicator that applies pesticide are licensed by the State of Mississippi and are registered in the IMPIS web program. PM personnel tracks chemical usage in the EESOH-MIS (Pest Management) program. Contractors that use pesticides provide chemical information to PM for reports in the EESOH-MIS (Pest Management) program to keep base Pounds of Active Ingredients (PAI) within base limits.

CAFB PAI is 1481 lbs. IPMC and MAJCOM PMC will approve contracts for chemical pesticide applications, environmental issues and base limit of chemical.

8.3. Out leases: (agricultural and housing)

There are two out-leases on base: the Credit Union and several gas/oil wells. PM does not provide services to either out-lease.

8.4. Inter-Service Support Agreements:

There are no inter-service support agreements for pest control at CAFB.

8.5. Reports and Records:

Records for all IPM actions and chemical quantities are maintained in the EESOH-MIS (Pest Management) program. A copy of material data sheets and labels for each chemical is in the PM shop, Bldg.1120. Monthly reports contain information from PM, self-help, grounds and other contractors.

8.6. Training and Certification:

After completion of initial training, PM personnel receive their DoD pesticide applicator certification. Recertification is required every three years. Attendance at one of the approved schools is mandatory. All PM personnel will remain DoD certified.

Training of PM personnel is kept in a safety binder with AF Form 55, 20130710. The DoD Form 1826 Certificates for personnel are on a bulletin board in the PM shop.

8.7. .Pesticide Security:

The PM shop was constructed in 1991 and meets the 1990 Technical Information Memorandum No.17 guidance standards. The facility is located inside a locked fence and chemicals are in a controlled room.

8.8. Emergency Disease Vector Surveillance and Control:

PH with the assistance of the Command Biologist and PM will coordinate/handle the Disease Vector Surveillance and Control on any type of emergency.

8.9. Coordination (DoD, other Federal, State, and local):

The support agreement in effect is the DoD/Mississippi memorandum of agreement to allow DoD-certified applicators to operate at DoD facilities and allow appropriate Mississippi officials to enter the premises to inspect pest-management facilities and activities.

8.10. Sale and Distribution of Pesticides:

DECA and The Exchange handles the sale and distribution of pesticides and they are aware of the applicable guidelines.
