Attachment 4 – Questions and Answers

FA302025Q0015 – FY25 365 TRS Alpha Warrior Quad Bunker

Q1. Must the external training rigging be mounted to the load bearing portion of the sidewalls of the container, with the legs touching the ground for safety and stability purposes?

- The Government relies on your expertise, industry insight, and professional judgment to submit a proposal based on what you determine to be the best solution. Currently, the Government does not have a specific technical preference. As long as your proposed solution is safe for our military members and aligns with the mission’s objectives, it will be considered in the evaluation process.

We encourage you to provide the option you believe is most suitable. If you have multiple viable solutions, you are welcome to submit more than one for consideration.

Q2. Will o ers that attach the external squat racks/rigging to any other portion of the container (that is not the load bearing portion of the side walls) be deemed technically unacceptable?

- Please refer to answer from Q#1

Q3. Do all proposals need to utilize 3” x 3”, 7-gauge steel with a minimum grade of S235 or A283C for the external steel rigging components to be considered?

- Please refer to answer from Q#1

Q4. Is a limited lifetime warranty on the external functional training rig and a minimum of one-year warranty on the accessories, a requirement for any bid submitted?

- Yes

Q5. Will proposals that o er external rigging that is not hot-dip galvanized steel to American Standard ASTM A 123/A 123M be deemed technically unacceptable?

- Please refer to answer from Q#1

Q6. What is the 365th TRS target throughput of Airmen over the course of the training period?

- For the Sq, we have roughly 2.5K a year.

Q7. What is the estimated time duration of the physical training period?

- Our training sessions range anywhere from 30-50 mins.

Q8. To be technically acceptable; Do the med balls need to be made from a solid PVC HD Matte Shell that can withstand outdoor elements, and that is designed for throwing and slamming?

- Yes

Q9. Will bumper plates, that are not designed specifically for outdoor use, and do not evenly distribute the force of the load when dropped to reduce noise and extend the life of your bumper plates, bar, and floor, be deemed unacceptable?

- Yes

Q10. Do the Barbells need to have a durable cerakote finish on both the bar and the sleeves, and be guaranteed for life against bending and breaking?

- Yes

Q11. Will o ers that do not have a proven track record of having superior weatherproofing, be considered for this o er?

- No

Q12. Will o ers that do not provide integrated, lockable, move-safe storage, for all equipment be deemed unacceptable?

- Yes

Q13. What are the most important training capabilities that this solution needs to support the 365th TRS Airmen?

- Due to the mass number of Airmen that will be conducting PT at a single time, having multiple strength training/cardio exercise equipment options is what we are striving for. A facility that can allow this while also providing storage capabilities is the goal.

Q14. Will custom logo be required on the containers?

- No, however it would be nice to have some customization.

Q15. Are the “Customized and Outfitted” containers, required to be empty, or are there additional requirements for them to be loaded with weights and training accessories?

- The containers will allow users the access to the equipment and be used to house all of the equipment for storage purposes.

Q16. Are all components of this project required to meet the Berry requirements and TAA / COO requirements for the Department of Defense?

- Please refer to answer from Q#1

Q17. RE: the requested 56' x 100' shelter, can you confirm that all o erors must provide a solution that meets the installations UFC/IBC requirements for wind and snow load ratings? If so, what are the required wind and snow load ratings?

- Yes. Refer to UFC-3-400-02

Q18. What is the required mounting configuration? (Examples: Container to Container, Container to ground, ground to ground, concrete blocks).

- It will essentially be container to ground. However, the whole “facility” needs to be configured to where everything can be picked up and moved without a ecting the actual ground. The structure cannot be permanently attached to the ground.

Q19: Customer is sure they want a fully enclosed space with no electrical (lighting) or HVAC? There is a risk that the building will “sweat” due to no humidity control and minimal air movement.

- Yes, as of now, there is not an urgency to install an electrical and HVAC package.

Q20: Where are the “built in flaps to allow air flow” located?

- If airflow flaps were to be installed, having 4-6 per side would be ideal. They would need to be covered with some sort of meshing to withstand environmental factors like weather and birds.

Q21: Can the customer provide additional information on the “Plastic Roll Up panels at openings” requirements? Could the shelter system have bird spikes installed and leave the end walls open?

- The Plastic Roll up panels will be utilized a couple of di erent ways.

They will serve as a means of protecting the inside from environmental factors (birds, weather). Also, they can be rolled up and secured with a strap-type mechanism to allow air flow during training sessions. It is preferred not to leave the walls open due to environmental factors.

Q22: Has a 4283 “Land use permit” been submitted to the base and the DPW/CE o ices for approval?

- No

- No

Q27: Can the shelter be tensioned fabric or metal/galvalume?

- The roof, top side walls (sections above the containers connecting to the roof), and the walls at the north and south ends of the facility can be galvalume. Metal should be used throughout to ensure the best structural integrity.

Q28: Any particular color requirements of the steel or shelter covering to match existing structure on base?

- No. That can be discussed during the planning phase.

Q29: Warranty requirements for the structure frame, roofing material, and/or labor?
