| 6 contractors- 5 stayed in the contract for the 5 years of the original MACC |

MACC Solicitation

MACC Solicitation
| All offerors are highly encouraged to read the solicitation documents carefully and submit all parts of the proposal as required in Section L |
| Incomplete proposals may be determined to be non-responsive and eliminated from the competitive selection |
MACC Solicitation (Cont.)
Evaluation Criteria: Competing offerors' past performance history will be evaluated on a basis significantly more important than price considerations.

MACC Task Order Procedures
| Sheppard and Altus Task Orders are solicited/awarded/and administered by their respective bases |
| Non-Appropriated Funds (NAF) clauses/provisions may apply and the contractors will be notified in the Request for Proposals (RFPs) |
| Differing Evaluation Criteria |
| NAF Office may choose winning contractor |
| Each Task Order will be competed between the up to 6 contractors |
| Task Orders will be awarded for differing NAICS codes than the MACC contract, but they will be within the construction series |
MACC Task Order Procedures
| Every project must have a superintendent at the construction site at all times while any and all work is being performed |
| Additional performance period days will be provided to the contractor, at the discretion of the Government, for any weather delays that occur |
| Obey speed limit signs on base (most are either 20, 25, or 35 mph) |
| No driving on base while talking on a cell phone |
| Base passes assigned per person and per task order |
Task Order Evaluation Criteria
| Task Orders are evaluated by: |
| Lowest Price Technically Acceptable (LPTA), |
| Performance Price Tradeoff |
| Any other means as determined by the contracting officer |
| All MACC awardees will be given Fair Opportunity on all task orders as required by FAR 16.505 |
| Each MACC task order RFP will describe the evaluation criteria |
End of the Fiscal Year Procedures
| The majority of the funding for construction projects is obligated at the end of the fiscal year ( 1August- 30 September) |
| Multiple Proposals/Site visits may be due/conducted on the same day |
| Unfunded projects may be solicited and bid upon and never awarded |
| The Government will not at anytime compensate contractors for proposals costs for unfunded or funded projects |
| Every contractor must submit a proposal for every RFP issued |
| If a contractor fails to submit a proposal for every RFP, and does not have a proper justification, that contractor may be deemed unresponsive and that contractors option to continue the MACC may not be renewed at the Government’s discretion |
Working at Sheppard/Altus
| Sheppard- Contracted Civil Engineering Services (DS2) |
| Project Managers and Project Inspectors are DS2 employees |
| A Contracting Officer Representatives (CORs) perform Quality Control on DS2 employees |
| Quality Control remains with the contractor |
| DO NOT CONTACT DS2 PERSONNEL. CONTACT CONTRACTING PERSONNEL AND THE CONTRACTING PERSONNEL WILL CHANNEL THE APPROPRIATE INFORMATION TO THE PROJECT MANAGERS/INSPECTORS |
| Sheppard/Altus- Material Submittal Process |
| Contractors will supply required material submittal documentation AF3000 as supplied in the RFPs |
| DS2 Project Managers are permitted 7 business days to complete the material submittal process |
| Sheppard/Altus- Certain projects require “Free Zones” |
| Takes Contracting/Base Personnel 2 to 6 months to process the Free Zone package |
| Required for any project that will be performed in a secured area |
| Mostly used out on the Flight Line |
| Flight Line projects require any personnel driving on the flight line to obtain a flight line driver’s license |
| Flight line projects and schoolhouse projects may require different work hours (i.e. night only, weekend only, “exodus” only, etc.) |
| The award date does not usually indicate the project start date. The Notice to Proceed (NTP) must be issued. |
| Typically the NTP is issued at least a week after the award date but may be longer depending on Government needs. |
| The contractor will be notified of the anticipated project start date. |
| Sheppard/Altus-Davis Bacon Act |
| Applicable to every MACC Task Order |
| Weekly Labor Payrolls are required |
| All construction employees must be paid the wages described in the Wage Decisions |
| Contracting Personnel will perform monthly labor interviews to ensure that all personnel comply with the applicable Wage Decisions |
