About this file

This is a Statement of Work (SOW) and associated specification sections for a Design-Build contract to repair and renovate Building 2263 (B2263), a multi-service troop facility at Joint Base San Antonio-Fort Sam Houston. The project involves full design progression from 35% through Issue for Construction (IFC), comprehensive interior renovation, correction of deficiencies from previous renovation efforts, installation of a standby diesel generator with associated yard and screening, site work including sidewalks and drainage modifications, and infrastructure upgrades. The building is classified as historic and requires Section 106 consultation review with the State Historic Preservation Office (SHPO) and National Park Service (NPS) for design elements affecting historic character.

The contract requires the contractor to provide complete design services with multiple submittal phases (35%, 65%, 95%, and 100% design), perform all construction work, and deliver commissioning and testing services. Key design deliverables include detailed architectural, structural, mechanical, electrical, fire protection, telecommunications, and security system designs; building information modeling (BIM); civil3D models; GIS data; and comprehensive specifications using SpecsIntact software. The scope encompasses hazardous materials abatement (asbestos, lead, mold), utility modifications coordinated with privatized utility providers (American Water, CPS Energy), environmental controls, quality control documentation, and Building Commissioning activities. The contractor must provide a qualified Designer of Record (DOR) licensed in Texas for each discipline, a Qualified Fire Protection Engineer, a Historic Preservation Architect meeting specific credentials, and a BICSI Registered Communications Distribution Designer. The notional performance period spans 786 calendar days with specific interim milestones for design submittals (21-day Government review periods), a 45-day Section 106 review period, and 546 days allocated for construction and closeout activities.
