About this opportunity

The Department of the Air Force Air Education and Training Command seeks design-build services to repair and renovate Multi-Service Troop Facility Building 2263 at Joint Base San Antonio-Fort Sam Houston, Texas, with proposals due August 27, 2026 at 3:00 PM Central Time. This is a 100% competitive 8(a) small business set-aside (SBA Requirement #62528), restricting competition to certified 8(a) program participants.

The procurement is Firm Fixed Price across three contract line items: design services (Item 0001), construction services (Item 0002), and utility expenses (Item 0003, not-to-exceed $2,220,000). The project magnitude is estimated between $25 million and $100 million, NAICS 236220, PSC Z2AA. Performance begins within 10 calendar days of award and completes within 786 calendar days. Performance and payment bonds are required within 10 days of award. Liquidated damages are assessed at $1,008.00 per calendar day of delay.

The design scope includes progression submittals from 35% through Issue for Construction, covering interior renovation, correction of interior and minor exterior deficiencies from previous renovation efforts, standby generator installation, and site work. Building 2263 is classified as historical and requires review and approval of applicable design elements through appropriate historical agencies, including Section 106 Cultural Resources Office consultation and State Historic Preservation Office approval.

Texas wage determination TX20260231 is strictly enforced. Place of performance is 2330 Stanley Road, Fort Sam Houston, TX 78234.

Evaluation employs a three-factor approach: Factor 1 (Technical, addressing subcontractor relationships and key personnel qualifications), Factor 2 (Past Performance), and Factor 3 (Price). Key personnel requirements include a Project Manager with minimum 8 years' experience on projects at $25 million or greater initial cost; Superintendent; Quality Control Manager; Historic Preservation Architect licensed in Texas with ARE certification; and Qualified Fire Protection Engineer licensed in Texas with NCEES fire protection engineering certification. Past Performance evaluation requires submission of three to five contracts valued at $25 million or greater, completed within five years of RFP release. Offerors achieving Substantial or Satisfactory Confidence advance to price evaluation. The source selection employs a Performance Price Tradeoff methodology in which past performance is significantly more important than price.

Proposals must remain valid for 120 days after the due date. Amendment 0008 (issued August 19, 2026) reduced subcontractor project references from two to one relevant project per subcontractor. Organized site visits are scheduled for May 26, 2026 and June 11, 2026 at Building 2263, 2484 Stanley Road. Primary points of contact are Contracting Officer Andrew S. Sorensen and Contract Specialists Genarie Schafer and Aaron Wilkerson.
