Hazardous materials — the package contains three non-reconciling datasets (2013 Argus, 2018dse, and 2024 Baer with Nov 2024 lead sampling) with no single controlling survey identified, leavingabatement and disposal quantities indeterminate:
The 2024 report is the most recent report conducted by the Government.
1.Controlling survey. The solicitation includes three hazardous-materials datasets (2013 Argus,2018 dse from 2017 inspections, and the 2024 Baer report with November 2024 additionalsampling). Which single dataset is contractually controlling for pricing abatement, and will theGovernment reconcile them into one governing survey?
Basis: 2018 dse identified asbestos VCT/mastic and chrysotile window glazing plus PCBs and mercury; 2024Baer addresses only basement moisture barrier and pipe insulation.
Each report targeted a separate area of focus. There will be no single compiled report. Contractors shall use their observations from the multiple site walks to determine if any previously identified hazardous material is still present. Refer to specification 01 11 00 para 1.4.1.2.2 for hazardous materials still left to address.
2.Asbestos materials status. Were the VCT floor tile, black mastic, and wood-window glazingcompound identified in 2018 abated since 2017, or simply not re-sampled in 2024? If abated, please provide abatement close-out documentation.
Abatement documentation not available despite work having taken place.
Each report targeted a separate area of focus. There will be no single compiled report. Contractors shall use their observations from the multiple site walks to determine if any previously identified hazardous material is still present. Refer to specification 01 11 00 para 1.4.1.2.2 for hazardous materials still left to address.
3.PCBs and mercury. The 2018 report addressed PCBs (ballasts, caulk, paint) and mercurydevices; the 2024 report did not. Please confirm whether these have been re-surveyed andprovide the data needed to price disposal.
The 2024 report only includes items not previously sampled. All reports must be taken together.
4.Lead-based paint quantities. The November 2024 sampling identified a basement beam at1.37 mg/cm² as LBP.
Please confirm the full count and locations of LBP-positive surfaces andlead-containing components requiring OSHA 29 CFR 1926.62 controls.
Per direction from the referenced report, "The results apply to all surfaces that share the same component, color, and/or substrate". Quantitiy shall be determined from observations made during the full facility walkthrough performed during the site visits.
5.Abatement pricing structure / allowance. Is asbestos/lead abatement to be priced within thelump-sum design-build or as a separate line item, and will the Government provide anallowance or unit-price mechanism for quantities discovered beyond the controlling survey, consistent with the express ‘limited / inaccessible area’ caveats in each survey and theDiffering Site Conditions clause (FAR 52.236-2) already incorporated?
Refer to Section B of the solicitation. No separate breakout is required. No unit-pricing or allowances for work.
Per solicition requirements pricing must be firm fixed pricing. Specification 01 11 00 para 1.4.1.2.2 and contractor observations from the full facility walk through during site visits will allow contractors to build their proposals. Given the state of the facility, existing conditions are clearly visible.
Other remediation allowed per OSHA need to be detailed to ensure adherance to the Environmental and Historical specifications.
Secured Operations Center — thecontrolling TEMPEST / RED-BLACK criteria are classified or not provided, preventing pricing ofshielding and filtered power absent a cleared briefing:
There is no classified information briefing required or that will be provided. Per referenced UFC 3-580-02, which references CNSSAM 1-13 for application of RED/BLACK separation. Level II separation is the requirement for the Operations Center.
1. Accreditation path. The Operations Center is specified as Open Storage (to Top Secret) withTEMPEST, IDS (two systems), access control, and vault doors. Confirm whether the space must be accredited as an ICD 705 SCIF, and identify the Accrediting Official / Cognizant Security Authority and the required Construction Security Plan.
Basis: SOW references Open Storage and UFC 4-010-05 but does not identify the AO/CSA or CSP.
This space does not require accreditation, a site security manager, or a construction security plan0.
KTR shall refer to Specification 01 11 00 para 1.4.1.2.7.b; Appx A_01 11 00_ATT-07_MEDCOM Requirements; & Appx A_01 11 00_ATT-04_AR380-5
2. Security construction responsibility. Will a Site Security Manager and/or Construction Surveillance Technicians be required, and is the contractor responsible for personnel clearances and the Construction Security Plan?
Please provide the controlling security-construction criteria document (e.g., ICD 705 Technical Specification).
A site security manager is not required for this project.
3. TEMPEST / RED-BLACK criteria. The controlling TEMPEST and RED/BLACK criteria appear to be classified or are not provided. How are offerors to design and price TEMPEST shielding, filtered power, and RF separation without the criteria, and will the Government provide a cleared briefing during the proposal period?
There is no classified information briefing required or that will be provided. Per referenced UFC 3-580-02, which references CNSSAM 1-13 for application of RED/BLACK separation. Level II separation is the requirement for the Operations Center.
4. Operations Center generator. Confirm fuel type, runtime/fuel storage, emissions permitting (TCEQ), and location for the dedicated backup generator, and whether the Generator Authorization Request (ATT-11) must be approved before award. Note: the provided ATT-11 appears to be a blank, non-rendering form.
Refer to specification 01 11 00 para 1.4.1.2.12(a). Default fuel storage requirement of 24 hours is defined in UFC 3-540-01. Final location is to be determined during design, as the location shown during site walks is only a Government suggestion. All project environmental requirements are outlined in specification 01 57 19. ATT-11 is to be filled by the KTR after award once load calculations for the required generator size have been performed by the respective DOR.
5. RMF / ATO. ATT-02 (Master FRCS RMF Controls) is included. Please confirm whether the contractor must achieve an Authority to Operate (ATO) for the facility-related control systems and identify the Authorizing Official.
An ATO exists for EMCS, FMCS, and IDS. Any other control system is the responsibility of the end user to authorize. All systems shall meet cybersecurity requirements.
Program documentation — theMEDCOM space-summary attachment needed to size the program is referenced but not included:
It is provided in specification 01 11 00 attachment 7, located in Appendix A.
1. Missing MEDCOM attachment. The MEDCOM Requirements reference Attachments 1–4 (space-summary document, Operations Center draft schematic, access-control requirements, additional door requirements).
These do not appear in the package. Please provide them — the program cannot be sized without the space-summary attachment.
Basis: ATT-07 conceptual layout/end-user narrative is provided, but the referenced sub-attachments are not.
They are included in ATT-7, the narrative is only the first 4 pages as a typed word document. Scroll down to the see the rest. ATTACHMENT 1 starts on PDF page 5 and is listed as ATTACHMENT 1 at the top of the page.

Refer to specification 01 11 00 para 1.4.1.2.1.10.f
Construction Site Fence:
Please provide a detailed map of the allowable fenced construction site for the duration of the construction project.
KTR shall refer to Specification 01 14 00 para 1.4.1.2 for Installation access requirements. Refer to specification 01 50 00 para 3.5 and 3.7 for general guidance and restrictions for contractor temporary facilities. Refer to specification 01 50 00 para 3.3 for guidance on traffic provisions on the Installation.
CAT 6 vs CAT 6A Wiring:
Reference is made to the attachment to Amendment 0004, Amendment_0004_RFP_RFIs_Combined_6_5_2026, Item No. 3. The question asked was "There is existing CAT6 cable that has already been placed on this project in some locations on the 2nd and 3rd floors. If the location of these existing CAT6 cables will support the new floor plan, may the existing CAT6 cables be left in place and re-used? Or does the Government want the contractor to remove all CAT6 (drop wire) and replace it with CAT6A?" The response provided was "KTR shall refer to 01 11 00 para 1.4.1.2.1.a(1) and 1.4.1.2.13.g" 1.4.1.2.1.a(1)”, which says “Provide full design to complete the renovation and construction of the facility and its supporting facilities.
(1) Includes redesign and rework of the previous contractual effort that is found to be deficient or in violation of current UFC requirements and its referenced codes and standards. PER the UFC, 2-3.3.2.1 Copper UTP.
a. Category 6A is the standard. Do not use Category 3, 5, 5e, or 6 rated cabling in new construction or rehabilitation projects for ICT.
Please confirm that all existing CAT 6 wiring is to be removed and all new CAT 6A wiring is to be installed.
Answered in the previous round of RFIs. Please refer to those responses.
Redacted Copies:
Section 8.3 advises the Offeror to redact company names (Prime, Subcontractors, and Teaming Partner(s)) as well as logos, emblems, CAGE Codes, and UEI Identifiers.
Section 11.5.4 states, " The Offeror shall provide a statement on their company letterhead acknowledging the requirements of key personnel for this contract and the personnel selected for this project will meet the minimum qualifications listed above."
Section 12.5 advises the Offeror to complete a Past Performance Information Form (PPIF) for at least three (3) separate contracts.
Please clarify if the redaction of company identifiers include key personnel names (Section 11.5.4) as well any or all portions of the PPIF (Section 12.5) for past performance.
Personnel names are not required to be redacted.
The PPIFs will be returned directly to the POCs for this project and do not require redaction.
The documents submitted by the KTR must have an un-redacted and redacted copy.
NIPR Wiring in Ops Center:
Reference is made to the attachment to Amendment 0004, Amendment_0004_RFP_RFIs_Combined_6_5_2026, Item No. 15. This asked the question “Does the government want NIPR to be CAT6A, or fiber in the Operations Senter?? The government response was “ KTR shall refer to 01 11 00 para 1.4.1.2.13.g, the answer is no to fiber to workstations”. Amend 4 does not have a “1.4.1.2.13.g” The UFC says: 2-3.3.2.1 Copper UTP.
a. Category 6A (CAT6A). Provide one CAT6A UTP cable to each standard 8-pin modular jack...
Note: When specifically required by other criteria or needed for the application, such as high bandwidth uncompressed video, designers may use screened or shielded twisted pair (ScTP or STP) cabling (as in Europe or secure areas). The key word being “may” as in it is not required.
Does the government want (require) the NIPR to be CAT6A, or CAT6A shielded in the Operations Center?
That answer is partly addressed by the previous Government responses and the response provided to item #37:
There is no classified information briefing required or that will be provided. Per referenced UFC 3-580-02, which references CNSSAM 1-13 for application of RED/BLACK separation. Level II separation is the requirement for the Operations Center.
Equipment Racks:
Per the RFI’s and specs, open 7’ data racks are to be used in the Comm Rooms. During the walk we noticed that there are 7’ data cabinets in at least 2 of the existing Comm rooms. Question 26 – 29 asked the government about these existing cabinets.
The government’s response was to refer to the UFC. Per the UFC 2-3.1.5.3 Equipment Racks. Provide 19-inch (475-millimeter) floor-mounted equipment racks. A minimum of 36 inches’ (900 millimeters’) space, both in front and behind the rack measured from the equipment, and a minimum side clearance of 36 inches on at least one end of the rack or row of adjacent racks is required. Allow a front-to rear-space of 42 inches (1067 millimeters) to accommodate equipment. Coordinate with the Information Communications Technology Manager to determine the space and weight requirements for the USG-provided active equipment. A four-post rack may be required to support equipment due to weight or mounting requirements. Provide 25% spare rack unit capacity within each rack used. Provide one spare rack for every four used racks, with a minimum of one spare rack per telecommunication space.
In existing facilities with narrow or crowded telecommunication spaces, equipment racks may be wall-mounted with the approval of the Information Communications Technology Manager. Workspace around the cabinet/rack is still required even if the cabinet is mounted 6.5 feet (2 meters) off the floor. Refer to Figure 2-3.
2-3.1.5.4 Equipment Cabinets.
Provide equipment cabinets in lieu of racks where:
-identified by Service-specific chapters in this UFC.
-required by the Information Communications Technology Manager.
-physical security is required, such as to mount secure or mission critical equipment.
-separately controlled access is desired (when multiple systems are collocated within the room).
The UFC states the contractor can use data racks in the NIPR comm rooms. Cabinets would be an acceptable upgrade, but, these existing cabinets eat up all of the floor space and will not allow for the” sparing” required in the UFC.
Does the government want the contractor to remove these cabinets and replace them with 2 Open Data Racks due to floor space since only one cabinet will fit in the existing comm rooms that currently have them in place?
KTR shall refer to Specification 01 11 00 para 1.4.1.2.13 and referenced UFC 3-580-01. In UFC 3-580-01 para 2-
3.1.5.3 and 2-3.1.5.4.
Comm Room Door Locks:
Reference is made to the attachment to Amendment 0004, Amendment_0004_RFP_RFIs_Combined_6_5_2026, Item No. 30 which asked for clarification relative to previous questions asked on comm room door locks. One answer/response from the government states that the government does not want the contractor to provide KABA (cypher) locks on the comm room doors, but in another answer/response from the government (RFI 005 question 88) it states that the government does want the contractor to provide keyed locks on each of the NIPR comm rooms. The government ‘s answer to questions 11 and 30 was equating Cypher locks to X-10’s. My question is not about x-10’s locks, X-10’s are for the operations center. My question addresses the placement of KABA cyber locks on NIPR comm rooms outside the operations center.
Does the government want the contractor to provide Kaba (cypher) locks on all the NIPR comm room doors (FSH’s Standard)?
Yes, cypher locks shall be installed on NIPR comm room doors. Assume lockset must also include a key core.
ESP OSP Fiber Cable:
Reference is made to the attachment to Amendment 0004, Amendment_0004_RFP_RFIs_Combined_6_5_2026, Item No. 38, which asked "The OSP fiber cables enter building 2263 in the middle of the building on the Stanley Street side of B-2263. There are four OSP fiber cables that are cut off right where they enter building 2263 (at the entrance duct)." The response to the question was "Please provide a specific question on the concern." The concern is that the cables are too short to splice on to in the building, so does the government want the contractor to pull all four fiber cables back into the MH and splice on to them in the MH and bring them back into the building with a longer piece of fiber that will reach to a data rack?"
Investigation from 502 COMM Squadron states there is enough fiber within the room to splice to.
Existing OSP Coppper Cable:
The OSP copper cable enters building 2263 in the middle of the building on the Stanley Street side of B-2263. The 600 pair OSP cable enters the building and is terminated on PETs on the wall where the cable enters the building. Does the government want the contractor to leave the PET as is where they are?
502 CS has confirmed that the PET does not require relocation.
Copper & Fiber Entrance Cables:
During the site walks, it was identified to the Government Representatives that existing Copper and Fiber Entrance Cable could not be used in their current condition. The fiber cables have been cut off at the entrance conduit. The existing configuration of the copper entrance may not meet the facility needs. The Government Representative suggested that we ask for a meeting to with the 502nd Communications Squadron to address the concerns. This meeting could provide better insight on the needs and allow the contractors to effectively bid this portion of the project.
Can a meeting be scheduled with the 502nd Communications Squadron to obtain clarification on the desired work relative to the copper and fiber entrance cables?
KTR shall refer to response in line Item #76 & 77: Investigation from 502 COMM Squadron states there is enough fiber within the room to splice to. and 502 CS has confirmed that the PET does not require relocation.
Voice & Data Drops:
Section J Attachment 15, RFI-Combined_Spec Updates RFI005, question 92, asked the following "Many of the rooms on the prints do not show their usage. Does the government want the contractor to assume all of these empty rooms will have 8x10 cubicles in them and the contractor is to provide 2 voice drops and 2 data drops in every cubical. The response indicated that 2 voice and 2 data drops were required. This appears to be excessive.
Please confirm that 2 voice and 2 data drops will be required to each cubical.
KTR shall refer to Specification 01 11 00 Appx A_01 11 00_ATT-07_MEDCOM Requirements
Voice & Data Cables:
Section J Attachment 15, RFI-Combined_Spec Updates RFI005, question 93 addressed installation of voice and data drops for the furniture. The response was that The cable installation piece for the cubicles shall be part of separate furniture acquisition. This leads one to understand that a sufficient length of cabling for each voice and data drop be left coiled for installation by the furniture contractor at a later date.
Please confirm that it is the government's intent that the contractor leave sufficient cabling for each and every voice and data drop so as to have continuous cabling to the outlet in each cubical. This cabling to be installed in the furniture by the furniture contractor.
Confirmed
CATV to Command Suite:
Section J Attachment 15, RFI-Combined_Spec Updates RFI005, question 96 addresses CATV outlet locations. The response indicates that CATV outlets are only required in the Ops Center.
Please confirm that CATV Outlets are not required in the Command Suite.
Answered in the previous round of RFIs. Please refer to those responses.
