Addendum to Provision 52.212-2 Evaluation—Commercial Products and Commercial Services is tailored as follows:
1. Basis for Award: 502 CONS/PKDC will issue a single firm fixed-price purchase order to the responsible small business vendor whose quote confirms the terms and conditions of this solicitation and offers the best value to the Government. Best Value is defined as the lowest price technically acceptability quotation. The three (3) lowest priced quotes submitted timely will be evaluated for technical acceptability. If less than three (3) quotes are received, the Government will evaluate all quotes submitted. The Government may evaluate additional quotes if required. Only quotes rated technically acceptable are eligible to receive an award. Offerors shall submit only one quote as a prime contractor. Multiple quotes from the same prime contractor utilizing different subcontractors will not be considered and may result in the rejection of all quotes submitted by that offeror.
2. Evaluation Factors are Technical and Price.
a. Technical. In order for the Offeror’s quote to be rated Technically Acceptable, the following information must be submitted with the quote:
(i) Product literature, technical data sheets, brochures, photos, and/or other documentation that clearly demonstrates full compliance with meeting the brand name Equipment Specifications & Requirements.
(ii) A Technical Capability Narrative that includes sufficient detail to substantiate the validity of the Offeror’s stated claim(s) of their capability to successfully complete every action and task related to the delivery, installation, anchoring, testing and all other requirements of the specified brand name equipment referenced in the Statement of Work. The narrative shall not simply rephrase, reiterate, or restate the Government's own language, but rather shall provide convincing rationale describing how the Offeror intends to fulfill the requirements. The Offeror shall assume that the Government has no prior knowledge of its capabilities, facilities, and experience, thus the technical evaluation will be solely based on the information presented in the Offeror's Technical Capability Narrative.
b. Price. Quoters are required to complete the price information above or provide a quote on their company letterhead. The Government intends to award based on initial responses, therefore, the Quoter is encouraged to offer their most advantageous pricing to include discounts, in the initial response.
3. It is the Government’s intent to evaluate quotes and award a purchase order without Interchanges (INs) with Offerors. Therefore, the Offeror's initial quote should contain the best terms and conditions from a price and technical standpoint. INs can be formal or informal and may be done by email that includes the IN notice, or by phone call, requesting clarification, page changes, revisions, or other documentation. However, the Government reserves the right to conduct Interchanges with some, one, none, or all, if the Contracting Officer later determines them to be necessary. Only quotes rated lowest price technically acceptable, either initially, or because of INs, will be award eligible.
