About this file

This file is a Questions and Answers document (Amendment 02) for Request for Quote FA301626Q0287, addressing clarifications on delivery, installation, structural requirements, item identification, and offloading procedures.

The contract involves delivery and installation of a Sheetmaster 100 storage rack system to Hangar 5, with a maximum acceptable timeline of 120 days after contract award. The Government's Civil Engineer has confirmed that the concrete slab floor can support the storage rack weight, eliminating the need for contractor-obtained structural engineering certification. For item identification, the manufacturer's standard serialized identification/data plate satisfies the Item UID marking requirement without requiring separate IUID-compliant markings. A significant clarification removes Hangar 73 as an alternate unloading location; delivery and offloading must occur directly at Hangar 5, with the contractor responsible for providing all necessary equipment such as forklifts or lift gates.

Questions (Q) and Answers (A):

Q1. Delivery schedule: The RFQ/SOW does not appear to identify a required delivery or installation completion date. Please confirm the required delivery schedule or maximum acceptable lead time after award.

A1. The maximum acceptable delivery and installation timeline is 120 days after contract award.

Q2. Slab load verification: The SOW requires the contractor to verify slab load limits during the post-award pre-installation survey. Will the Government provide existing slab specifications, drawings, thickness/load-rating information, or other structural documentation? If not, please clarify whether the contractor is expected to obtain a structural engineer's evaluation or certification of the slab.

A2. The Civil Engineer response is that the concrete slab floor can handle the storage rack weight, and no structural engineering certification is required from the contractor.

Q3. Item UID: CLIN 0001 identifies Item UID as required. Please confirm whether IUID marking and registration are required for the Sheetmaster 100 end item and, if so, whether the manufacturer's existing serialized identification/data plate can satisfy the marking requirement or whether a separate IUID-compliant mark is required.

A3. The manufacturer's standard serialized identification/data plate is fully acceptable.

Q4. Hangar 73 offloading: Amendment 01 states that Hangar 73 may be used as an alternate unloading location. If Hangar 73 is utilized, please confirm whether transportation/rigging from Hangar 73 to Hangar 5 is the contractor's responsibility and whether there are any route, vehicle, trailer, forklift, height, weight, or other equipment restrictions between the two locations.

A4. The reference to Hangar 73 is removed from Amendment 01 as an alternate unloading location. Delivery and offloading must occur directly at Hangar 5 and the contractor is responsible to provide all necessary equipment (such as forklifts or lift gates) at Hangar 5.
