About this file
This is a Questions and Answers document for federal contract opportunity FA301626Q0179, a family retreat service requirement for JBSA Lackland, Texas managed by the 737 Training Group (737 TRG).
The document addresses nine clarification questions from prospective offerors regarding meal services, venue requirements, and contract logistics. Key clarifications include: this is a new requirement though similar services were performed previously; hotel location must meet PWS requirements with no specific preferred vendors identified; buffet meals (breakfast and dinner) are to be provided in conference room areas while meal vouchers are for use at on-property restaurants outside the conference rooms; only one snack voucher per participant is required, usable on any of the three event days, with additional snacks provided by the government during childcare; approximately 42 of the 47 children are ages 12 and under with approximately 5 children ages 13 and older, directly affecting meal pricing structures; a tax exemption certificate will be provided by the government; there is no cancellation policy; and total meal vouchers needed are one lunch, two dinners, and one snack per participant. The government references PWS Amendment 1 for additional details regarding buffet types, amounts, and meal voucher specifications. This document serves as official guidance to potential bidders to clarify ambiguities in the underlying Performance Work Statement.

Question 1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Government response: This is a new requirement; however, these services have been performed in the past.
Question 2: Do you have a Hotel that you have worked with in the past, or a list of a few you favor.
Government response: There have been locations used in the past; however, the location must meet the requirements listed in PWS.
Question 3: Can you provide clarification on the meals/vouchers in Paragraph 7? You request catered breakfast and dinner but then ask for meal vouchers for 3 meals and one snack. If we are able to provide the breakfast and dinner buffet is the meal voucher still requested for lunch and a snack? Can all meals be provided in the meeting space or are vouchers required?
Government response: Updates have been made to both paragraph 6 and 7 which clarify the buffet types/amounts as well as the meal voucher types/amounts. See PWS Amendment 1 for more details. Buffet meals are to be in the conference room areas, vouchers are to be used at location but not in the conference room.
Question 4: Also, 7.1 and 7.2 state buffet meals in conference room #1 however 7.3 states "provide meals in a room separate from the meeting area and/or shall provide each participant meal vouchers" to be used at restaurants on property. Again, please clarify.
Question 5: Are snacks to be available in both spaces all day or just a morning snack?
Government response: Only (1) snack voucher that can be used either of the 3 days. Snacks will be provided by the Government during the childcare timeframe.
Question 6: Of the 47 children listed in the PWS, how many are ages 12 and under versus ages 13–17? Resort catering distinguishes children's and adult meal pricing at age 12, so the age breakdown directly affects meal pricing for this requirement. If an exact breakdown is not available, an estimate from the unit would still be helpful for all offerors.
Government response: There will be approximately 5 children 12 years or older.
Question 7: Will you provide a tax exemption certificate?

Government response: There is no cancellation policy.
Question 9: Can you confirm total number of meals that are needed, including conference and vouchers?
Government response: Total vouchers are: 1 lunch, 2 dinner, and 1 snack. Updates have been made to the PWS in both paragraph 6 and 7 that will provide more details.
