About this file
This document is Amendment 1 to Solicitation FA301626Q0013 for Physical Therapy Technician Program eBooks, dated 5 January 2026. The amendment modifies the evaluation factors on Page 43 of Standard Form 1449, changing the basis of award to a Lowest Price Technically Acceptable (LPTA) approach. Technical quotations will be evaluated on a pass/fail basis, with "Acceptable" ratings given to quotes that clearly meet the exact items requested in the requirement, and "Unacceptable" ratings for those that do not.
The amendment also adds a new requirement to Section F - Deliveries or Performance, mandating that eBook Access Codes be emailed to the Medical Education Training Campus Point of Contact on the same day the award is made. The government reserves the right to award a single firm-fixed price purchase order to the quoter whose quote is both technically acceptable and offers the lowest price.
