Hello Jill, Thank you for your time over the phone. As we discussed, I would like to bring to your attention the following points regarding your RFQ eBooks for PTT Program

(FA301626Q0013):

According to Elsevier and VitalSource (the platform provider), some of the Elsevier titles are not available in any length shorter than lifetime (perpetual access). I recommend that you mention that "if the requested access period is not available, the contractor shall offer and quote the next longer access period." This will also have the advantage of allowing students access beyond the end of the course, allowing them to reference/compare what they learned in this course with other future courses. This is of important pedagogical value.

Please reference CLIN excel sheet for minimum access requirements for students/instructors and their respective quantities.

There are some titles that are available in a later edition than the one you requested. I suggest that you amend the following point listed on your Statement of Need under "Contractor's program shall provide the the following" by by changing replacing the word "current" with "the latest:"

"All eBooks shall be current the latest editions, and the contractor shall provide the ISBN and year for each title eBook with their quote."

Although the previous edition may still be considered "current", it may not be the latest edition with revisions and additional information/tools that are useful to students/instructors.

All eBooks shall be the edition requested if available, otherwise it shall be the latest editions, and the contractor shall provide the ISBN for each title eBook with their quote.

Please reference CLIN excel sheet for requirements for students/instructors and their respective quantities.

Given that you are requesting the students' copies with different access duration (180 days) that those for the instructors (365 days), it would make more sense to list them under separate CLINs.

I know that the first class started today and you would want the access as soon as possible but to expect the access codes to be provided the same day an award is given might be very challenging.
