STATEMENT OF NEED
Medical Education and Training Campus (METC) eBooks for the Physical Therapy Technician (PTT) Course Joint Base San Antonio (JBSA) – Fort Sam Houston, TX
Revised 6 January 2026
1. INTRODUCTION:
The Medical Education and Training Campus (METC) has updated the consolidated curriculum for the Physical Therapy Technician (PTT) Course. An Interservice Training Review Organization (ITRO) Resource Requirements Analysis (RRA) Meeting was conducted on 21 January 2020. This body projected a need for revision of all existing course objectives as historic references were deemed obsolete. Each title in the proposed list is on CAPTE’s (Commission on Accreditation in Physical Therapy Education) curriculum development textbook list. Each student in the course will require one set of electronic references (eBooks). Each instructor will require one set of eBooks as well. The student eBook access will expire after a minimum of 180 days (after graduation) for the students, and new accounts will be created for new incoming students. The instructor’s eBook access will expire after a minimum of 365 days.
2. BACKGROUND: The entire PTT Course consolidated curriculum is fully digital. The purchase of these e-Books offers complete coverage of every competency statement with clarity and precision in a concise format that ensures student comprehension and encourages critical thinking. New cognitive and didactic material is presented, along with new skills and features, to create a robust and innovative PTT training solution.
The PTT Course also needs a solution that does not require a Learning Tools Interoperability (LTI) to be integrated with SAKAI due to Joint Knowledge Online (JKO) restrictions. This option does not interfere with JKO, SAKAI, or network firewall restrictions. This unique access flexibility and multi-publisher reference database is ideal.
3. MINIMUM REQUIREMENTS / SPECIFICATIONS / SALIENT
CHARACTERISTICS: The PTT Course has a requirement to purchase 198 student accounts (eBooks) and 16 instructor accounts from the vendor. PTT Program is requesting 14 different eBooks from two different publishers; the publishers are Elsevier and F.A. Davis. The vendor must deliver the eBooks through a platform system that has all the eBooks required by the PTT Course. This platform should be in a form of an application (app) that can be downloaded to the student’s phones, tablets, and/or personal laptops. There will be an estimate of sixty-six (66) students per class, three (3) classes per year, and the course length is five (5) months long. The vendor needs to obtain six (6) months and twelve (12) months pricing from each publisher. The vendor must provide a solution that DOES NOT require the need to work on the network. The vendor must provide access to the PTT Course instructors by manually generating access codes for each title. The instructors will be provided access codes for each student, and each student should be able to create their own account with the vendor. Within the platform/application or virtual library, each student should be able to use the online version or may be able to download materials on up to two (2) computers and two (2) mobile devices. Once downloaded, each student should be able to have access to the eBooks even when they’re offline.
Attachment 5 - Revised Statement of Need
Contractor’s program shall provide the following:
• The vendor must provide access to the PTT Course instructors by manually generating access codes for each eBook title through VitalSource platform.
• The instructor will provide access codes for each student.
• Each student should be able to create their account with the vendor.
• Each student should have the ability to use the online version with the vendor platform/application or through their virtual library.
• Students should have the ability to download the eBooks on up to two (2) computers and two
(2) mobile devices/tablets.
• Students should have the ability to access the eBooks/material offline.
• The eBooks should provide the ability for highlighting, note taking, note consolidation, and flashcards.
• PTT Course instructors should have access to test banks and power point presentations for the eBook materials.
• All eBooks shall be the edition requested if available, otherwise it shall be the latest editions, and the contractor shall provide the ISBN and year for each title eBook with their quote.
• Three classes:
o 66 students per class for a total of 198 students o Duration of class is 180 days.
o Access for 14 eBook references is a minimum of 180 days.
• One (1) access code for a minimum of twelve (12) months for 14 eBook references for each PTT Course instructors:
o 16 instructors per twelve (12) months for a total of 16 instructors.
o Access for 14 eBooks references is a minimum 365-days.
• Class Dates:
o 5 January 2026 – 13 May 2026 o 13 April 2026 – 20 August 2026 o 27 July 2026 – 4 December 2026
The METC’s PTT Course curriculum eBooks required are Brand Name.
