Combined Synopsis Solicitation

CAC Readers and Cameras

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotes are being requested and a written solicitation will not be issued.

This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.

The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.

Note: Throughout this document and RFQ attachments, the words “offer”, “offeror” and “proposal”, are equivalent to “quotation”, “vendor”, and “quote”.

1. Solicitation number FA301625Q6153 is issued as a request for quote (RFQ).

2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 and DFARS Change 01/17/2025.

3. This is being solicited as a 100% small business set aside under NAICS 561621 with a size standard of $25M.

4. Line item numbers and items, quantities and units of measure can be found in the attached Schedule of Supplies/Services. The Schedule of Supplies/Services must be completed as part of your quote submission.

5. Item Description: The contractor shall furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance necessary to remove and replace CAC readers and install surveillance cameras at Building 743, JBSA Randolph. All items quoted shall either match the brand names/models specified in the SOW, or if substituting an equivalent product/equipment identify the areas of the substitution that meet the critical characteristics of the brand names.

Reference the attached Statement of Work (SOW) for full details.

6. Delivery will be FOB Destination at the following location:

520 I St East JBSA-Randolph, Texas 78150 Please include the delivery timeline in your quote.

7. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition with the following addenda:

ADDENDUM TO FAR 52.212-1 QUOTATION PREPARATION INSTRUCTIONS

(b) To assure timely and equitable evaluation of quotations, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement or acknowledge any potential amendments may result in an offer being ineligible for award. Submit quotes, to include all fill-in clauses to the office specified in this solicitation at or before the exact time specified in this solicitation.

(e) Multiple Offers. Not applicable.

(g) The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government, IAW FAR 52.212-1(g).

Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Vendor responses to the INs will be considered in making the order selection decision. Interchanges may be conducted with one, some, or all offerors as the Government is not required to conduct interchanges with any or all vendors responding to this solicitation.

(h) Multiple Awards. Not Applicable.

8. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services applies with the following addenda:

ADDENDUM TO FAR 52.212-2 EVALUATION PROCEDURES

Reference FAR 52.212-2, paragraph (a) is hereby tailored as follows:

(a) Best value determination will be based on a Lowest Price Technically Acceptable approach. The Government will award a single contract resulting from this RFQ to the responsible quoter who quotes the lowest overall price and whose services are technically acceptable. The following factors shall be used to evaluate quotes:

Evaluation criteria will consist of —Price and Technical.

(i) Price, offerors shall complete and submit the attached Schedule of Supplies/Services, clearly indicating pricing for the contract line item numbers (CLINs) and the total amount.

(ii) Technical, The standard has been met when the offeror’s quote demonstrates compliance with the attached Statement of Work. To confirm the acceptability of the Offeror to meet the Government’s requirements as outlined in the Statement of Work (SOW) the Offeror shall submit with their quote, a clear, and concise Technical Capability Narrative that includes sufficient detail to substantiate the validity of the Offeror’s stated claim(s) that they are able to meet the requirement. The narrative shall not simply rephrase, reiterate, or restate the Government's own language, but rather shall provide convincing rationale describing how the Offeror intends to fulfill the requirement. Legibility, clarity, and coherence are very important. The narrative should include as specifically as possible, the actual methodology that will be used for accomplishing and satisfying the SOW’s stated requirement(s) and the products/equipment that will be used. The offeror shall assume that the Government has no prior knowledge of its capabilities, facilities, and experience, thus the technical evaluation will be solely based on the information presented in the Offeror's Technical Capability Narrative.

The offeror’s Technical Capability Narrative must, at a minimum, address how the Offeror intends to meet the following SOW technical requirements (Note: this list may not be all inclusive):

• Install CAC readers that are on the current GSA FIPS 201 Approved Products List

• Appropriate certification(s) to work on Hirsch Technologies

• Verify ability to meet the requirements without connecting to the Air

Force Network

• Configure cameras to provide optimal coverage of entry points and other critical areas, ensuring no blind spots per the building plan/diagram

• Ensure compatibility with existing access control system components

(iii) The Government intends to start the evaluation process by ranking the quotes from lowest to highest overall price. The Government will rank all quotes by the initially quoted “Total”, from lowest to highest obtained from the Schedule. The three (3) lowest priced quotes submitted timely will be evaluated for technical acceptability. If less than three (3) quotes are received, the Government will evaluate all quotes submitted. The Government may evaluate additional quotes if required.

(iv) Offers which are determined unrealistic in terms of technical acceptability may be rejected at any time during the evaluation process.

In addition, the Government will be conducting a price realism review, thus a proposed price that is significantly low could be determined to be an unrealistic, non-responsive quote, resulting in negative consequences, such as rejection.

(b) Options. N/A

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

9. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.

10. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and

Commercial Services applies to this acquisition with the following addenda:

ADDENDUM TO FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—

COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(c) Changes. Changes to the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes in the paying office, appropriation data, etc., which may be changed unilaterally by the Government.

11. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services applies to this acquisition, and the full text is included in the Provisions and Clauses attachment.

12. Contract type shall be firm fixed price. Interested parties are advised to review this website frequently for potential updates or amendments (changes) to any documents.

13. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
