STATEMENT OF WORK
REMOVE AND REPLACE/UPGRADE
ACCESS CONTROL SYSTEMS
BLDG 743, JBSA RANDOLPH
PROJECT SCOPE: The Contractor shall furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance necessary to remove and replace/upgrade CAC readers and install surveillance cameras at Building 743, JBSA Randolph.
1. PROJECT DESCRIPTION: Remove old non-functioning CAC readers from the building and replace them with new, updated readers. Install new surveillance cameras in designated areas as specified by building security to ensure the safety of twenty million dollars of assets in the building.
The requirements of this project consist of the following:
A. Remove old, non-functioning CAC readers and properly dispose of them at an off-site location.
B. Install new, Government-approved CAC readers according to current GSA FIPS
201 approved security and operational standards, providing all hardware, switches, and patch panels. Specifically stating the HID Signo Readers: Four 40K models for exterior doors and one 20 model for interior door or equal.
C. Ensure compatibility with existing access control system components, specifically, the Hirsch Model 8 magnet system. Accordingly, the appropriate certification(s) to work on Hirsch Technologies is/are required. An additional door magnet system shall be installed with the current Hirsch Model 8. Any additional items within the existing control system that are salvageable would also be preferred due to limited budget.
D. Test each new CAC reader to confirm proper operation and integration into the building’s security system.
E. Ensure cameras are Axis M4215-LV Dome Camera or equal and the Axis
P4705PLVE Panoramic Camera or equal, with preference of a Streamvault SV-
2000E server (48 TB) or equal with access control and video all-in-one, rack mounted with a monitor.
F. Provide a rack-mounted APC to ensure power maintenance of Streamvault or equal and monitor, through power outages or loss of power.
G. Configure cameras to provide optimal coverage of entry points and other critical areas, ensuring no blind spots per the building plan/diagram.
H. Test cameras to verify proper functionality, image quality, and connectivity with the central monitoring system.
I. Provide training to designated personnel on camera operation and troubleshooting.
J. The main system computer is a standalone computer and is not authorized to connect to the Air Force Network. All proposed software will need to be able to work without connecting to the internet.
2. PROJECT LOCATION: Building 743, I. St., JBSA Randolph, Texas 78150
3. PERIOD OF PERFORMANCE: 60 calendar days for the project to be complete. A ten-day notice before work begins is necessary for coordination with the building’s manager.
4. HOURS OF WORK: Normal duty hours are from 7:00 Am to 5:00 PM, Monday thru
Friday, except on Government holidays.
5. PROJECT SCHEDULE PLAN: Contractor shall submit a progress schedule plan and mobilize plan of start date and completion date 5 days after award.
6. INSPECTION AND ACCEPTANCE: All proposed products and equipment shall be new, Final inspection will involve testing all CAC readers and cameras for proper functionality, integration into existing systems, and image quality. All discrepancies identified during inspections shall be corrected prior to invoice acceptance.
7. CONTRACTOR’S WARRANTY: Any defects in the CAC readers, security cameras, or installation must be corrected within 36 hours of notification at the Contractor's expense.
SAFETY: Contractor operations shall be conducted and performed in accordance with all applicable federal, state, and local standards related to all aspects of this requirement, for example, any and all associated electrical actions. All work must meet relevant safety codes and shall be inspected for compliance.
SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall always remain free of project generated trash and debris.
GOVERNMENT FURNISHED SERVICES: The Government will provide utilities (water and electricity) and emergency, fire, and security police response.
POLICE PROTECTION: The 902nd Security Forces Squadron shall provide security and law enforcement response and services to the Contractor.
FIRE PROTECTION: The JBSA Randolph Fire Departments shall provide initial response, EMS, and fire protection services to the Contractor.
TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX
DAILY CLEANING: The Contractor shall always keep the site free from debris and shall perform daily cleaning of all areas. The Contractor shall collect all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis. The materials shall be hauled from the site by appropriate means daily, unless otherwise approved by the designated Planning Technician. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Structural Shop Supervisor.
