The following addendum applies to the provision:
(1) 502d CONS/JBKAA will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. For this procurement, the Best Value determination will be made based on the Lowest Priced, Technically Acceptable (LPTA) process. Technical Acceptability will be determined by an evaluation of the quoted requirements that meet the Brand Name Items listed.
(2) The following process will be followed: The Government will rank all quotes based on an initial assessment of the offeror’s total evaluated price (TEP). If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three
(3) quotes are received, the Government will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in terms of price. The award will be given to the vendor responsible whose quote is the lowest evaluated price among technically acceptable quotes.
The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, the technical factor must be rated as acceptable. The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and be ineligible for an award. The technical factors will receive one of the ratings listed below:
Acceptable: Quote clearly meets the minimum requirements of the solicitation.
Unacceptable: Quote does not meet the minimum requirements of solicitation.
(a) Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to meet the Brand Name items will result in a technically unacceptable rating and be precluded for the award.
Technical Factor 1 – Offeror shall provide the Brand Name Leibert HVAC items/products as stated in the Statement of Work and provided Justification and Approval. The brand name items will be considered Technically Acceptable. Any items quoted other than the exact brand name items (EQUIVALENT items) will be considered Technically Unacceptable. The contractor must include the following: (a) MFG name, (b) Part Number, (c) illustrations/specifications, and/or (d) literature or description.
The standard has been met when: The offeror has clearly quoted for the exact Leibert brand name items and has provided the following: (a) MFG name, (b) Part Number, (c) illustrations/specifications, and/or (d) literature or description.
Technical Factor 2 – Delivery Timeframe/Installation Schedule. Offeror shall provide a delivery timeframe for items requested and provide an installation schedule clearly outlining key milestones, task durations, and any anticipated disruptions or mitigation strategies to demonstrate a comprehensive understanding of the installation requirements for the Brand Name Leibert HVAC items/products in accordance with the Statement of Work.
The standard has been met when: The offeror has provided a delivery timeframe for items requested and an installation schedule clearly outlining key milestones, task durations, and any anticipated disruptions or mitigation strategies demonstrating a comprehensive understanding of the installation requirements for the Brand Name Leibert HVAC items/products in accordance with the Statement of Work.
(b) Price Evaluation. The Government will then conduct a price evaluation of the lowest priced technically acceptable quote to determine that the quoted price is fair and reasonable.
C. Interchanges. It is the Government’s intent to award without interchanges. The Government may consider, throughout the evaluation, the “correction potential” of any quotes to this RFQ. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. The Government may determine one or a few Quoters have the highest potential to provide the best value to the Government. The Government may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. Resolution of minor or clerical issues would not constitute interchanges and the Government reserves the right to award without the opportunity to revise quotes.
D. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations).
To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/ portaVpublic/SAM/ and provide mandatory information.
