Could you confirm the layers and thickness of the existing pavement structure? Scope of work say that C Street East does not have asphalt overlay. However, the drawings from American Water include notes that mention C Street E has asphalt pavement

Per Statement of Work Section 1.2.5: "The existing C Street WEST roadway was recently cut open for trench work by American Water. Trench photos have been provided in Appendix L. The photos show 7 inches of concrete on top of 10 inches aggregate base material with 1 1/2" asphalt. C Street East does not have ashalt overlay. Contractor shall field verify roadway section for C Street East and verify roadway section since as Builts are not available. Contractor shall excavate and remove the concrete and base material down to the existing subgrade or designed depth. Pictures from American Water of trench construction along C St East may soon be available for pavement section information and could be provided at a later date as as Appendix I."

See attached Appendix I.

No

It looks that currently the only striping is the yellow centerline. Do you want the contractor to install just that line or would you like the contractor to install the white edge lines as well?

Contractor shall re-stripe roadway to match existing.

No

Could you provide more information about the drainage structures? Inverts, pipe diameters and area of rainwater collection or the contour lines of the area

Per Statement of Work Section 1.2.3: "Contractor shall ensure that finished elevations do not affect existing drainage patterns or change/affect watersheds."

Per Statement of Work Section 1.2.5: "Contractor shall remove and replace two existing grate inlets (~ 12" x 18") near the intersection of Northeast Dr. and C St East. Contractor shall field verify grate size."

No

Do we need to use a trash bin similar to the existing one? That model is old and manufacturers have better options nowadays

Trash bins have been removed from scope of work. See SOW dated 08272021- Revised Yes 1.2.6; Pg 5

Scope of work states that “contractor shall re-install light poles that were set aside for reuse”.

However, we believe that we can execute construction without removing the poles and no damage will be done to the poles. Is this an acceptable method?

Work pertaining to light poles has been removed from scope of work. See SOW dated 08272021-Revised

Yes 1.2.5; pg 3 1.2.6; pg 5

There are several roads and parking driveways that merge to C Street East. Is the desire of the owner to replace any portion of those driveways and minor roads? Or should we design the project considering that the existing roads and driveway will tie in exactly to the boundaries of C Street East?

Driveways, ramps, and minor roadways are not to be replaced.

Yes 1.2.3

Solicitation documents state that “The line item estimate shall be prepared and submitted in a format similar to RS Means. (Cost Estimate Breakdown, Attachment 7).” Does it mean that we need to use the line items from RS means database? Or can we create our own line items as long as the format is similar to the one shown in the attachment 7?

Offeor can create their own line items as long as the format is similar to the one shown in the attachment 7

No

Could you clarify what is the required amount or percentage of the bid guarantee?

Reference 52.228-1, Bid Guarantee Solicitation Amendment 3

According to solicitation documents the project schedule should include “tasks, activities, and a clearly identified critical path.” Additionally, it is mentioned that contractor should use MS Project Gantt Chart or similar format. However, the example provided in the attachment 8 does not identify the critical path and is based on an Excel file. Does the Owner want the contractor to have the schedule in the Excel file that was provided? Or does the owner prefer the contractor to develop the schedule in a Software like Microsoft Project or Primavera P6?

Attachment 8 is a progress schedule and not MS Project Gantt Chart. These are two different documents. Develop a type of schedule that will provide tasks, activities, and a clearly identified critical path. The construction project schedule shall provide a detailed description and representation of how the contractor plans to construct the project's work scope. That work scope shall be represented by the schedule's work activities, how long they're going to take, and their sequence. The Government has not preference as to what software is used to develop to project schedule.

The RFP indicates that the Contractor is responsible to determine the final design pavement section. For estimating purposes, will the Government provide guidance for all Contractors to equally bid such as a pavement section, minimum structural number, or ESAL quantity with design life duration?

Per Statement of Work Section 1.2.6: "Contractor shall replace in kind approximately 1,380 LF x 34 ft wide of concrete pavement. Contractor shall refer to UFC 3-250-01 Pavement Design for Roads and Parking Areas when designing Concrete Pavement. See for link to UFC 3-250-01."

No

Flexible asphalt pavement is not recommended due to the trees. Please confirm that the Government requires a rigid concrete pavement and flexible asphalt is not allowable.

See for link to UFC 3-250-01." No

If pavement is required to be concrete, what level of finish is required?

Per Statement of Work Section 1.2.6: "Contractor shall replace in kind approximately 1,380 LF x 34 ft wide of concrete pavement. Contractor shall refer to UFC 3-250-01 Pavement Design for Roads and Parking Areas when designing Concrete Pavement. See for link to UFC 3-250-01."

No

If new pavement is to be concrete, is it required to be reinforced?

Per Statement of Work Section 1.2.6: "Contractor shall replace in kind approximately 1,380 LF x 34 ft wide of concrete pavement. Contractor shall refer to UFC 3-250-01 Pavement Design for Roads and Parking Areas when designing Concrete Pavement. See for link to UFC 3-250-01."

No

It appears that there are some existing ramps adjacent to the work. Will the Contractor be required to replace these ramps? If so, to what extent? Do replacement ramps need to be ADA compliant?

Driveways, ramps, and minor roadways are not to be replaced.

Yes 1.2.3

Will the Contractor be required to perform profilograph testing?

Per Section 3.7.5 - Yes.

No

What is the minimum level of tree protection required (mulch, fencing, 2x4 wood armor, etc)?

Minimum amount of tree protection the contractor deems adedquate. Per Section 1.2.5: "Contractor shall protect government property from potential damage during construction. This includes trees along C St East. The Contractor is responsible for providing tree protection during construction. Contractor is responsible for properly documenting the condition of the property prior to the start of construction. Contractor shall be responsible for repairing any damages to government property due to contractor's negligence, at its own cost."

No

The RFP 01 11 00.10 para 1.2.6 indicates to remove and replace two (2) existing grate inlets located at the west end. During the site walk it was noticed there are also two (2) existing curb inlets in poor condition on the east end. Is the Contractor required to remove and replace the two (2) existing curb inlets located on the east end of the road?

No. No

There are a number of existing trees directly adjacent to the existing concrete curb. During new curb and gutter work we will need to excavate behind these curbs. Care will be taken to minimize damage to trees, but it will be impossible not to damage the tree roots. Will the Government release the Contractor’s liability for damaging and potentially killing these trees?

Yes as long as tree protectection is used. In addition, Contractor shall use pruning paint on open roots. See SOW dated 08272021-Revised

Yes 1.2.5; Pg 4

Has the Government had an arborist look at the existing tree conditions to provide any guidance on how to demo and replace the existing concrete curbs to minimize damage to the trees?

Yes, the government tree arborist has looked at trees on site. Contractor shall proceed with work and use tree protection. Any roots cut during construction shall be painted with pruning paint. See SOW dated 08272021-Revised Yes 1.2.5; Pg 4

Many of the existing trees are immediately adjacent to the existing concrete curbs and cannot avoid being damaged during curb replacement. Since the existing roadway is wide for a two-lane road would the Government accept extending/modifying the new concrete curbs to avoid root damage by extending the curbs into the 34 foot wide roadway - either by orienting new curbs in a localized radius around each of the problematic trees roots or to reduce width of entire street to approximately 30 feet by pulling curbs inward?

No. No

Will the Contractor be required to fence the laydown yard? If so, what are the requirements?

Per Statement of Work Section 1.3: "The government will provide a laydown yard area. The laydown yard shall be used to store materials, place Conex boxes, store equipment and tools, lay an office trailer, employee parking, lay a dumpster and place sanitation facilities. The laydown yard shall be returned to the original condition and grass shall be restored prior to final payment. Fence fabric shall be installed on the "public" side of the site's construction fence and maintained in a neat and tight fashion onto the fence. Fence fabric damaged during the construction phase shall be replaced at the direction of the Contracting Officer.

Fence fabric material color shall be dark brown and submitted to the Contracting Officer for approval. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. The contractor shall remove the temporary fence upon completion and acceptance of the project and restore the area to prior conditions."

No

Will the Government provide a drawing or map with clear extents of the allowable laydown yard to include allowable parking areas?

See added Atch 12 - Laydown Area

The laydown area pointed out during the site walk currently had stockpiles of soils and little to no grass. Will the Contractor be required to improve this area and plant and establish grass in the laydown area at the end of the project?

Per Statement of Work Section 1.3: "The laydown yard shall be returned to the original condition and grass shall be restored prior to final payment. " It is suggested that Contractor submit pictures of the laydown area prior to mobilizing in order to document the "prior condition." This helps the Government establish baseline for restoration.

No

Please confirm and provide photos of the nine

(9) signs to be removed and replaced

See added Atch 13 - Street Signage Attachment.

No

During the site walk it was noticed that a number of permanent irrigation heads were located directly adjacent to the curb. These irrigation lines appear to be inactive. Will the Government confirm that these irrigation lines are not active and can be demolished or abandoned in place and that no reconstruction is required?

Irrigation lines are not active. Contractor can demolish or abandon in place. If Contractor removes the line or irrigation head, contractor must ensure line/ head is capped.

No

UFC 3-250-01 and UFGS Specification 32 13

13.06 requires concrete to meet flexural testing of 650 psi in lieu of traditional compressive testing. Keeping in mind the relatively low volume of concrete on this project when compared to other pavement projects, will the Government allow the Contractor to prepare a flexural strength to compressive strength correlation study to allow compressive strength testing throughout the project, or will the Government accept compressive strength testing without flexural strength tests?

Both must be performed.

No

Per Appendix B, the hatch for the project boundary stops before the intersection of C St East and Northeast Dr. Is this correct? Yes. No

C Street East is intersected by multiple streets, driveways/building entrances, and parking lot areas. During demolition of the existing pavement and curbs, how far into the existing curb radius does the contractor need to demo/replace at these intersections? Suggest to the return of each adjoining street to avoid drainage “bird baths” in these areas.

From driveway/building entrances curb return point to driveway/building entrances curb return point, i.e. a straight line across intersections.

No

Per New Work section 1.2.6, Contractor shall install two new grate inlets (~12” x 18”) near the intersection of Northeast Dr. and C St East.

Are just the grate inlets being replaced or does the whole joint (section) of piping in all directions need to be demolished and replaced as well?

Only grate inlet is to be replaced.

No

Per New Work section 1.2.6, Contractor shall install two new grate inlets (~12” x 18”) near the intersection of Northeast Dr. and C St East.

Is the inlet and box to be replaced, or just the grate and top?

Only grate inlet is to be replaced.

No

Do all utilities along C Street East need to stay is operation during construction?

It depends on the utility and the length of the proposed outage.

No

Please confirm that light poles are only to be removed, stored, and re-installed and that no re-painting or other restoration is required. If restoration is required, please clarify what is included in the scope of work.

Work pertaining to light poles has been removed from scope of work. See SOW dated 08272021-Revised

Yes 1.2.5; pg 3 1.2.6; pg 5

Per Traffic Plan section 1.5 ensure that proper driveway egress is established to keep access to all buildings during construction. All facilities along C Street have alternate means of access through adjacent roads and parking areas. The only area with sole access from C Street is the parking area for the T-ball field, skate park, and tennis court. Please confirm this parking lot can be closed during construction and other parking areas used for the facilities.

Areas can be closed.

No

Please confirm monolithic curb and isolated curb options are both allowed.

Only monolithic concrete curb is allowed.

No

Parking in front of B379 is directly off C Street.

Please confirm paving, striping, and curbing in this area is not within scope. IF it is to be included in the scope of the project please provide specific requirements in the Statement of Work.

It is not within scope however, the contractor should ensure the edge of pavement matches up the the limits of this area of contructio with a smooth, flush finish.

No

Please confirm ADA requirements are limited to connection of existing sidewalks at current locations Yes No

Please confirm contractor is not liable for long-term health of trees beyond construction activities. While great care will be taken during construction to avoid damage to trees, adjacency to curbs will require cutting into critical root zones for curb reconstruction and result in stressed conditions. Drought conditions could worsen this condition and lead to tree damage or death beyond the control of the contractor

So long as the government can document during the duration of construction that the Contractor used adequate tree protection and painted open, cut tree roots, they shall be held liable. See SOW dated 08272021-Revised

Yes 1.2.5; Pg 4

The existing light pole located adjacent to B379 closest to Northeast Drive. Is this light pole bolted to a concrete base or is it direct buried?

Work pertaining to light poles has been removed from scope of work. See SOW dated 08272021-Revised

Yes 1.2.5; pg 3 1.2.6; pg 5

What are the lengths of the three (3) existing light poles to be removed, stored, and re-installed?

Work pertaining to light poles has been removed from scope of work. See SOW dated 08272021-Revised

Yes 1.2.5; pg 3 1.2.6; pg 5

What voltage is the circuit or circuits that feed each of the light poles and are the circuits in conduit or direct buried?

Work pertaining to light poles has been removed from scope of work. See SOW dated 08272021-Revised

Yes 1.2.5; pg 3 1.2.6; pg 5

Please confirm that the only striping required is a new center line. If other striping is required such as stop bars, shoulders, etc. please provide this scope of work

Per Statement of work 1.2.6. Contractor shall re-stripe roadway to match existing.

No

There are several references throughout the Section 01 11 00.10 Summary of Work to spoil removal being in accordance with the JBSA Environmental Specification. The JBSA Environmental Specification was not included in the RFP Package. Please provide the applicable JBSA Environmental Specification that will be required on this project

See SOW dated 08272021-Revised

No

Our prior knowledge of the JBSA Environmental Specification is that it references a JBSA Soil Management Plan. Does the JBSA Soil Management Plan apply to this contract?

yes.

The JBSA Environmental Specification has very stringent requirements for disposal of soil removed from projects. Is Aggregate Base considered a soil that will require characterization testing and disposal at a TCEQ permitted disposal location or can clean aggregate base be recycled at a location selected by the contractor?

Aggregate base is considered construction debris and if considered clean and non hazardous, must be recycled at a TCEQ permitted recycle center if possible.

No

Is there a stockpile location on base for disposal of soils generated from this project or does all soil have to be removed from the base?

Per Specification 01 57 20, Section 3.9.2:

"All Construction and Debris, Hazardous Waste, and Non Hazardous Materials, to include all Construction Recycling will be manifested and signed by area specific Environmental office staff before leaving any JBSA location. The contractor is responsible for disposal (and all associated expenses) of all wastes generated at each area specific location. Disposal shall be accomplished in compliance with all local, state, and federal rules and instructions, including mandated recycling requirements. The contractor shall identify what wastes are hazardous using specific sampling and analysis. This responsibility also includes preparation, packaging, marking, and labeling of wastes in accordance with 49 CFR Subchapter C. The contractor shall not sign any manifests. All manifests regardless of waste classification will be signed only by area specific Environmental office staff. This includes any recycling materials or construction debris."

No

The JBSA Environmental Specification Paragraph 3.8.1.1 provides a DOD mandate to divert 60% of all non-hazardous solid waste generated by Construction and Demolition projects. It is expected that a significant amount of aggregate base will be removed on this project. Please confirm that aggregate base can be recycled if non-hazardous to divert from landfills in accordance with this requirement as long as manifests are provided documenting where the material has been transported

Aggregate base is considered construction debris and if considered clean and non hazardous, must be recycled at a TCEQ permitted recycle center if possible.

The JBSA Environmental Specification Paragraph 3.8.1.3 identifies concrete as a recyclable material. Please confirm all demolished concrete can be recycled on this project and will not require disposal at a TCEQ licensed facility

Concrete can be recycled at a TCEQ licensed facility.

No

The JBSA Environmental Specification Paragraph 3.1.4.1 states that based on characterization, soil must be transported to a TCEQ permitted disposal location approved by 802 CES/CEIE. Paragraph 3.8.1.1 provides a DOD mandate to divert 60% of all non-hazardous solid waste. If soil characterization deems soil as clean can the soil be recycled by the contractor as options for re-use of soil are readily available, divert from landfills, and result in a more cost-effective proposal as disposal of clean soil at 1 of 2 TCEQ facilities in San Antonio is very expensive

All clean, non-hazardous soil must be properly disposed of at TCEQ liscensed landfill. All signed manifests must be returned to 802d PM.

No

JBSA Soil Management Plan promotes the recycling of Clean Soil. Please confirm clean soil can be recycled at an approved site off base versus TCEQ disposal. This seems to conflict with the JBSA Environmental Specification Paragraph 3.1.4.1 which seems to require all soil even if clean to be disposed at a TCEQ licensed facility

All clean, non-hazardous soil must be properly disposed of at TCEQ liscensed landfill. All signed manifests must be returned to 802d PM.

No

Division 1 specifications were not provided with the RFP Package. Is the General Contractor required to provide a full time onsite Quality Control Manager that is not performing the physical work of the contract

Yes.

Division 1 specifications were not provided with the RFP Package. Is the General Contractor required to provide a full time Site Safety and Health Officer that is not performing the physical work of the contract

A full time SSHO must be provided full time.

No

If a Quality Control Manager and Site Safety & Health Officer are required, can these be the same person

Yes.

No

Can the project superintendent also serve as the Quality Control Manager and Site & Safety & Health Officer based on the limited area of the scope of the project?

One person can not be assigned all three roles.

No

As this is a Design Build opportunity and the answers to these questions will have a big impact on our design solution, we are requesting 10 business days be provided for submission of proposal from the date answers are provided

Consideration given as part of Amendment 4

Existing C St East concrete roadway removed by American Water.
